Draft Public Assembly Act B.E. ...
The Cabinet resolved to provide approval in principle to the Draft Public Assembly Act B.E. ... as proposed by the Royal Thai Police. Gist of the draft act specified areas prohibited from public assembly, such as areas in the radius of 150 meters from important and official places. Assembly must not impede entrance and exit of a place or disturb any operations or services being provided. Public speeches, mob activities or marching are prohibited at night during 2200-0600hrs. People joining public gatherings must inform the police of the date, time and place of the gathering at least 24 hours in advance. The draft law also includes punishments for several cases.
Draft Estate Tax, B.E. ... and Bill Amending Revenue Code (No...), B.E. ...
The Cabinet’s resolutions were as follows:
The Cabinet approved the Draft Estate Tax, B.E. ... and the Bill Amending Revenue Code (No…), B.E. ... proposed by the Ministry of Finance. The draft laws involved regulations regarding estate tax payers, the value of estate entitled to taxes, estate tax exemption, and estate tax rate.
Report on operations following Cabinet’s resolutions
The Cabinet acknowledged a follow-up report on operations following the Cabinet’s resolution, and approved the following slogan for promoting Thailand tourism overseas and domestically, “Amazing Thailand: 2015 Discover Thainess”. A target of 2.2 trillion baht in tourism revenues was set for achievement in 2015 as proposed by the Ministry of Tourism and Sports.
Outcome of 13th Asia Cooperation Dialogue (ACD)
Ministry of Foreign Affairs obtained the following Cabinet’s approvals:
1. Draft Riyadh Declaration was approved for the 13th Asia Cooperation Dialogue (ACD) hosted by Saudi Arabia on November 25, 2014 in Riyadh under the topic “Outstanding Education – the Road to the Future”.
2. The Minister of Foreign Affairs or his delegate was authorized to sign the declaration.
Draft MOU between Thailand’s Ministry of Energy and Ministry of Energy of Russia on power cooperation
The Ministry of Energy obtained the Cabinet’s approvals as follows:
1. The Cabinet approved signing MOU between Thailand’s Ministry of Energy and Russia’s Ministry of Energy to cooperate on energy affairs. This MOU reflected both countries’ mutual intent in laying down energy cooperative framework in order to reinforce energy security.
2. The Minister of Energy or his delegate was authorized to sign the MOU.
Approval on Draft Columbo Declaration – For the Promotion of Next Generation Low Carbon Transport Solution in Asia
The Cabinet approved the Draft Colombo Declaration – For the Promotion of Next Generation Low Carbon Transport Solution in Asia as proposed by the Ministry of Transport. The declaration would be affirmed at the Intergovernmental Eighth Regional Environmentally Sustainable Transport (EST) Forum in Asia held during November 19-21, 2014, in Colombo, Sri Lanka.
Hosting of 14th ASEAN Telecommunications and IT Minister Meeting and related meetings
The Cabinet acknowledged Thailand’s Ministry of Information and Communication Technology would the host of the 14th ASEAN Telecommunications and IT Minister Meeting (ASEAN TELMIN) and other related meetings. The meetings would take place during January 19-23, 2015 in Bangkok with an aim to promote and develop cooperation on telecommunications and information technology among the 10 ASEAN member states and between ASEAN countries and other dialogue partners or transnational organizations. Topics to be covered would be IT infrastructure development, ICT personnel development, narrowing the digital gap, and implementation of the ASEAN ICT Masterplan to support the 2015 formation of ASEAN Community.
