The Office of Quality of Life Promotion and Development of Persons with Disabilities is assigned to make policies and plans on promoting and developing the quality of life of persons with disabilities, as well as promoting their welfare and rights, creating opportunities and equality, ensuring the privileges for persons with disabilities, eliminating discrimination against persons with disabilities, advising and assisting persons with disabilities in gaining access to and using public facilities, and providing other benefits and support as needed.

The Cabinet granted approval in principle to eight draft acts and drat royal decrees as follows:
1. Draft Electronic Transactions Act (No. ...), B.E. ... includes improvement in electronics transaction regulations and the Electronic Transactions Commission’s composition and functions. The Office of the National Electronic Transaction Development will be established as a state agency with a status of a juristic person, and not an administrative agency or a state enterprise. (This will be a transfer of the Office of Electronic Transaction Development under the royal decree on establishment of the Office of Electronic Transaction Development (Public Organization), B.E. 2545).
2. Draft Computer-related Crime Act (No. ...), B.E. ... includes amendment on the characteristics of computer-related crimes, police authority, and compensation payment regulation for officials. The Office of the National Cyber Security Committee will be established as a central organization. The Bureau of the Budget and the Ministry of Finance will fund the office’s operation.
3. Draft Cyber Security Protection Act, B.E. ... includes stipulation of regulations on cyber security, establishment of the National Cyber Security Protection Committee as a state agency with a status of a juristic person, and not an administrative agency or a state enterprise. (This will be a transfer of business, authority, and capital and assets of the Office of Security, Electronic Transactions Development Agency (Public Organization) to the new office established under this act).
4. Draft Data Privacy Act, B.E. ... includes stipulation of regulations on collection, utilization or disclosure of, and guidelines fir data privacy protection which enables individual identification. It also covers rights of data owners, complaint regulations, and establishment of the Data Privacy Protection Committee.
5. Draft Digital Economy Promotion Act, B.E. ... covers designation of the National Committee for Digital Economy Promotion and establishment of the National Office of Digital Economy as a state agency with a status of a juristic person, and not an administrative agency or a state enterprise.
6. Draft Digital Development Fund for Economy and Society Act, B.E. ... involves establishments of the Digital Development Fund for Economy and Society, the Office of Digital Economy and Society, and the Digital Development for Economy and Society Committee.
7. Title: Guideline for natural rubber processing to be used for the building of athletic fields and tracks, as well as multipurpose spaces
The Cabinet granted the following approvals to the Ministry of Science and Technology:
1. The Cabinet acknowledged results of the research on development of synthetic rubber and natural rubber to be used for the construction of athletic tracks and fields.
2. The Ministry of Science and Technology is to implement accordingly.
Gist is as follows: To build athletic tracks and fields, as well as sport stadium flooring that meet the standards set by the International Association of Athletics Federations (IAAF), Thailand will use ready-made synthetic materials that have to be imported and comes with high costs. The Department of Science Service has collaborated with the Sports Authority of Thailand to conduct a project to study and develop synthetic and natural rubber for construction of tracks and fields, and to develop track and field technology to be on par with the international standards. The project also supports utilization of domestic natural rubber materials, while contributing to practical cost reduction, saving 800 baht per square meter or 30% of the former cost. As a result, up to 5.20 million Baht can be saved for a standard athletic stadium measuring 6,500 square meters.
Title: Implementation of the United Nations Security Council’s resolutions concerning piracy and armed robbery in the Waters Off the Coast of Somalia
The Cabinet granted the following approvals as proposed by the Ministry of Foreign Affairs:
1. The Cabinet approved implementation of the United Nations Security Council’s resolution No. 2184 (2014) to follow the obligation between Thailand and the United Nations, which is in line with Thailand’s internal laws.
2. The Cabinet assigned the Ministry of Defense, the Ministry of Finance, the Ministry of Agriculture and Cooperatives, the Ministry of Transport, the Ministry of Justice, Office of the Attorney General, Office of the Council of State, Office of the National Security Council, the Royal Thai Police, the Anti-Money Laundering Office, and the Bank of Thailand to practice the resolutions and inform the Ministry of Foreign Affairs of related operational results to be reported to the United Nations. Any objections or obstacles regarding implementation of the resolutions must also be reported to the Ministry of Foreign Affairs.
