The Cabinet approved the Draft Act for Repealing Certain Unnecessary or Duplicated Laws, B.E. ... checked by Office of the Council of State and submitted to the Coordinating Committee of the National Legislative Assembly for consideration. The draft act will later be proposed to the National Legislative Assembly.
Gist of the draft act:
A total of 12 laws that are unnecessary or duplicated with other laws will be repealed as follows:

Title: Approval on draft minute of the 9th meeting of Thai-Cambodian Joint Commission for Bilateral Cooperation (JC)
The Cabinet approved the draft minute of the 9th meeting of the Thai-Cambodian Joint Commission for Bilateral Cooperation proposed by Ministry of Foreign Affairs.
Gist of the draft minute involves issues regarding bilateral cooperation between the two countries, issues agreed by both countries to receive development, improvement and/or encouragement for further implementations. Prominent topics were chosen for discussion.
Title: Return of antiques to Kingdom of Cambodia
The Cabinet reached resolutions on the following proposal by the Ministry of Culture.
1. The Department of Fine Arts, Ministry of Culture, is assigned to return 16 antiques inspected and confirmed as being originated in the Kingdom of Cambodia in the name of the Thai Government. The return of antiques would demonstrate Thailand’s strong determination and awareness in following the regulations stated in the joint agreement between Thailand and Cambodia on illegally moving or smuggling cultural movable properties across the borders.
2. The Department of Fine Arts has inspected the rest 20 antiques but could not confirm whether the cultural assets were originated in the Kingdom of Cambodia. All the 20 antiques were discovered in neither Thailand nor Cambodia. The Department of Fine Arts is to report the inspection result to the Cambodian government. Should the Cambodian government wish to retrieve the antiques, it would have to submit written evidence that all the 20 antiques originally came from Kingdom of Cambodia. The process of evidence finding might be cooperated by the Thai and the Cambodian government agencies.
3. The Ministry of Foreign Affairs was assigned to coordinate between the Thai and the Cambodian governments regarding implementation in 1 and 2.
Title: Approval on opening of Thai Embassy in Maputo, Republic of Mozambique
The Cabinet granted the following approvals to the Ministry of Foreign Affairs’ proposals:
1. Approval on the opening of the Thai Embassy in Maputo, Republic of Mozambique, which is part of a key policy leading to a bilateral relationship in response to the government’s policy and the concrete benefits of Thailand.
2. Approval of seven units of workforces for the Thai Embassy in Maputo as follows:

Title: Visa exemption for diplomatic and official passport holders between government of Kingdom of Thailand and government of Republic of Finland
The Cabinet granted the following agreements and approvals on the proposals submitted by the Ministry of Foreign Affairs:
1. Agreement on the exchange of note between the government of the Kingdom of Thailand and the government of the Republic of Finland regarding visa exemption for diplomatic and official passport holders.
2. Approval on the authorization of Deputy Prime Minister and Minister of Foreign Affairs or assigned individuals such as the Thai Ambassador in Helsinki to sign the exchange of note stated in 1.
3. Approval on amendment and editing of the exchange of notes, if necessary and in parts that contain no significant content, by the Ministry of Foreign Affairs without proposing it for the Cabinet’s consideration.
Gist of the matter
Thailand and Finland have agreed to the gist of the exchange of note on visa exemption for diplomatic and official passport holders. The gist is as follows:
1. The exchange of note is a document determining agreement framework on visa exemption for diplomatic and official passport holders to strengthen the ties between the two countries and to facilitate entry, visit, and stay in the partnering member for no more than 90 days. It also determines entry and exit conditions and reserves the rights to deny or reduce permitted period on the basis of reciprocity.
2. The exchange of note is effective for 30 days counting from the date a written response is confirmed by the partnering member through diplomatic channels.
