Title: FY2016 budget allocation strategy
The Cabinet approved a strategy for FY2016 budget allocation as proposed by the Bureau of the Budget.
Gist of the plan is as follows:
1. Strategic principles
The 2016 budget allocation strategy was put together in line with the 11th National Economic and Social Development Plan (2012-2016), the National Security Policy (2015-2021) and other master plans. The strategy formation was based on continuity in state administration along with efficiency in mobilization of government policies to achieve concrete outcomes. The King’s “Understanding, Accessibility and Development” strategy and his philosophy of “Sufficiency Economy” were also adopted to maintain national security and sustainable wealth for the Thai people.
2. Strategic structure
The strategy for 2016 budget allocation consists of eight strategies and one list of items as follows:

2.4 Strategy for education, public health, morality, ethics and quality of life

Title: Controlled goods and services under Price of Goods and Services Act, B.E. 2542
The Cabinet approved 43 items in the controlled goods and services list for 2015 in accordance with the resolution of the central council for price of goods and services. The list covers 40 important goods and three services as follows:
1.1 Food category: There are 14 goods namely (1) garlic (2) paddy and rice (3) corn (4) cassava and its products (5) eggs (6) pig and pork (7) sugar (8) edible and non-edible oil and fat from crops or animals (9) sweetened condensed milk, condensed milk, recombined milk, filled milk (10) powdered milk, fresh milk (11) wheat flour (12) foods packaged in hermetically sealed containers (13) convenience foods packed in sealed containers (14) oil palm fruits.
2. Daily consumables category: There are five goods namely (15) powdered detergent (16) sanitary napkin (17) toilet paper and facial tissue (18) shampoo (19) soap
3. Agricultural inputs category: There are six goods namely (20) fertilizer (21) pest prevention, pesticides, crop solutions (22) concentrated feed (23) water pump (24) rice tractor (25) rice harvesters
4. Construction materials category: There are three goods namely (26) cement (27) steel bar, structural steel, steel plate (28) electric wire (29) PVC pipe
5. Paper and paper products category: There are three goods namely (30) paper for corrugated board production and Kraft paper (31) printing and writing paper (32) pulp
6. Transport equipment category: There are three goods namely (33) car batteries (34) motorcycle and car tires (35) motorcycles, passenger cars, and trucks
7. Petroleum products category: There are three products namely (36) liquefied petroleum gas (37) fuel oil (38) plastic resin
8. Drugs category: There is one item namely (39) drugs
9. Others: There is one item namely (40) school uniforms
10. Services category: There are three services namely (41) authorizing dissemination of copyright songs for commercial use (42) storage service or rent (43) agricultural services.
Title: Pilot project for the adoption of Integrity Pact in corruption prevention
The Cabinet acknowledged the resolution of the National Anti-Corruption Commission on January 14, 2015. The National Anti-Corruption Commission proposed that the Integrity Pact be adopted in two projects namely:
1. The Procurement of 489 NGV Bus Project by Bangkok Mass Transit Authority
2. The Blue Line Extension Project by Mass Rapid Transit Authority of Thailand
Title: Establishment of Sister City relations between Mae Sot and Myawaddy to promote Thai-Myanmar border trade in Mae Sot Special Economic Development Zone, Tak Province
The Cabinet granted the following approvals to the Ministry of Commerce:
The Cabinet approved in principle the establishment of Sister City relations between Mae Sot and Myawaddy. The Ministry of Commerce serves as the main agency to promote and mobilize border trading between Thailand and neighboring countries in the Special Economic Development Zone under the Government’s policy. The ministry will work closely with concerned agencies in an integrative manner.
Concerned agencies namely the Ministry of Commerce, the Ministry of Interior, and the Ministry of Foreign Affairs will cooperate on bringing the signature of the agreement to establish Sister City relations to the 7th Thai-Myanmar Joint Trade Committee Meeting to be held in August 2015 in the Republic of the Union of Myanmar.
Gist of the matter
Mae Sot District in Tak Province and Myawaddy District in Myanmar have long maintained their economic, trading, social and cultural relations, especially in terms of trading. The value of border trade through the Mae Sot Customs House was the highest compared with that of other Thai-Myanmar custom houses. In 2014 (January-November), the total volume of trades passing through Mae Sot Customs House was worth 57 billion Baht. Of the total, exports accounted for 54.3 billion Baht, marking an increase of 37%, while imports increased by 13% to 2.7 billion Baht.
The establishment of Sister City relations between Mae Sot and Myawaddy will bolster a closer proximity between the two cities, which will contribute largely to expansion of border trade and inter-city investments.
