Title: Draft Building Control Act (No…), B.E. ...

The Cabinet approved the Draft Building Control Act (No…), B.E. ... as proposed by the Ministry of Interior, and forwarded the draft act to the Office of the Council of State for consideration. The draft act will later be submitted to the coordinating committee of the National Legislative Assembly (NLA) before being proposed to the NLA.

Gist of the draft Act

Revisions made from the Building Control Act, B.E. 2522 are as follows:

1. Technical details concerning construction, modification, demolition or relocation of the Building that has rapid changes should follow the proclaimed regulation recommended by the Building Control Committee.

2. Owner, occupier, or operator of the Building of some types must have public liability insurance providing protection for lives, bodies and assets of the public. Penalty must also be stipulated.

3. Amendment regarding the process of notification of construction, modification or demolition of the Building without seeking permission from local officers.

4. Amendment regarding penalty in case of violation of law regarding notification of construction, modification or demolition of the Building.

Title: Draft ministerial regulation on rules, methods and conditions in requesting permission or license and issuing license or certificate for importing, exporting and channeling of wild animals, wild animal carcasses or products made from wild animal carcasses, B.E. ...

The Cabinet approved in principle the draft ministerial regulation on rules, methods and conditions in requesting permission or license and issuing license or certificate for importing, exporting and channeling of wild animals, wild animal carcasses or products made from wild animal carcasses, B.E. ... as proposed by the Ministry of Natural Resources and Environment.

The Ministry reported that draft ministerial regulation on rules, methods and conditions in requesting permission or license and issuing license or certificate for importing, exporting and channeling of wild animals, wild animal carcasses or products made from wild animal carcasses, B.E. ... was issued in accordance with the amended National Ivory Action Plan. This is to control importing, exporting and channeling wild animals, wild animal carcasses or products made from wild animal carcasses in an efficient manner, as well as to prevent illegal imports of wild animals.

Title: Implementation of waste and hazardous waste disposal roadmap

The Cabinet approved an action plan for crisis areas in need of emergency solution to inappropriate disposal of waste and waste accumulation in Phra Nakhon Si Ayutthaya Province as follows:

(1)Relocation of accumulated waste in 14 municipalities: The total waste accumulated amounted to 188,220 tons and relocation cost a budget of 100.674 million baht. (Formerly there were three municipalities having a total of 324,000 tons of waste which cost 134.4249 million baht.)

(2)Establishments of the Province’s hazardous waste collection centers: The establishments cost 15.82 million baht. Accumulated waste in Phra Nakhon Si Ayutthaya municipalities will be relocated for disposal at a new disposal facility in Mahar Phram Sub-district, Bang Ban District, Phra Nakhon Si Ayutthaya Province. The budget will be allocated by the Ministry of Interior.

Title: Proposing an agenda on “Reinforcement of Cooperation for Research Development in ASEAN” for deliberation at the 26th ASEAN Summit

The Cabinet granted an approval to the National Research Council of Thailand which proposed an agenda on “Reinforcement of Cooperation for Research Development in ASEAN” to be discussed at the 26th ASEAN Summit. Implementation plan is as follows:

1. Calling for cooperation from all ASEAN member states to support policy and budget for combining research data of each country in a mutual ASEAN research database;

2. Letting ASEAN member states determine research problems for the benefit of regional development or problem solving at the ASEAN Heads of Research Councils (ASEANHORCs) and Asian Heads of Research Councils (ASIAHORCs); and

3. Organizing academic conferences, hosted annually by different ASEAN member states, where ASEAN research and inventions can be presented. Title: Reorganization of alien workers with Vietnamese nationality

The Cabinet approved the guideline for reorganizing alien workers with Vietnamese nationality as proposed by the Ministry of Labor are as follows:

1.1 Guideline for the registration of Vietnamese alien workers

Final registration for Vietnamese alien workers holding a legal passport and obtaining legal immigration to the Kingdom was on the date before the Cabinet approved the reorganization of alien workers with Vietnamese nationality. However, the granted period of stay in the Kingdom has ended specifically for alien workers wishing to work in houses, construction laborers, fishers, and workers at restaurants. These aliens are to register their profile and obtain work permit at the one stop service center for alien workers’ registration.

1.2 The Prime Minister’s Office proclamation

The proclamation designated that alien workers under Section 13 of the Working of Aliens Act, B.E. 2551 are able to work as construction laborers or housekeepers.

1.3 Importation of Vietnamese aliens

Vietnamese alien workers are imported to solve labor shortage. The Thai and Vietnamese governments will be in talks to reach a government-to-government agreement regarding Vietnamese alien importation for use in fishery and construction industries.

Related agencies are encouraged to follow the guideline for reorganization of alien workers with Vietnamese nationality and to implement their works immediately after the Cabinet grants approval.
