The Cabinet met on Tuesday, March 31, 2015 at Command Building, Government House. Some of the resolutions are as follows:;
Title: Celebrations on the Auspicious Occasion of Her Royal Highness Princes Maha Chakri Sirindhorn’s 5th cycle Birthday Anniversary on 2nd April 2015
The cabinet acknowledged Celebrations on the Auspicious Occasion of Her Royal Highness Princes Maha Chakri Sirindhorn’s 5th cycle Birthday Anniversary 2nd April 2015 as proposed by Ministry of Culture.
Gist of the matter
Ministry of Culture reported as follows:
1. The Government and agencies will hold the celebrations on the 5th cycle birthday anniversary of Her Royal Highness Princess Maha Chakri Sirindhorn on April 2, 2015. The Cabinet resolution on February 26, 1985 also designated April 2 of every year as Thai Heritage Conservation Day to commemorate Her Royal Highness’s proficiencies in arts and culture, as well as her divine grace for supporting the nation’s cultural affairs. Her Royal Highness has been the role model through her performance of royal duties and her royal demeanor in conserving national heritage in various fields such as literature, history, archeology, Thai language, and Thai traditional music.
2. Ministry of Culture will organize Celebrations on the Auspicious Occasion of Her Royal Highness Princess Maha Chakri Sirindhorn’s 5th cycle Birthday Anniversary 2nd April 2015. The celebrations consist of projects and activities in religion, arts, and culture that demonstrate Her Royal Highness’s remarkable talents and proficiencies in arts and culture.
Title: Adjustment in implementation of Chief Gender Equality Officers (CGEOs)
The Cabinet agreed with Ministry of Social Development and Human Security’s proposal to adjust the mechanism on implementation of a scheme on Chief Gender Equality Officers’ (CGEOs) which were approved by National Committee on Policy and Strategy for the Advancement of Women at its 1/2015 meeting on January 16, 2015 as follows:
1. Office of Women's Affairs and Family Development (OWF), Ministry of Social Development and Human Security was assigned to design the mechanism for monitoring results of implementation of the scheme on CGEOs. State agencies are required to submit annual report to the OWF; and
2. There must be CGEOs at the ministerial level. Permanent Secretary to each ministry will be appointed as CGEO of their respective ministry to ensure effective operations.
Title: National Disaster Prevention and Mitigation Plan 2015
The Cabinet approved the proposal made by Deputy Prime Minister Prawit Wongsuwon, Chairman of National Committee on Disaster Prevention and Mitigation as follows:
1. Approval on the National Disaster Prevention and Mitigation Plan 2015;
2. Assignment of ministers, departments, organizations, state agencies, state enterprises, provinces, districts, local administrative organizations, private sector and other sectors to adopt and follow the National Disaster Prevention and Mitigation Plan 2015;
3. Appointment of Bureau of the Budget and related agencies, as well as local administrative organizations to give budget allocation priority to disaster prevention, relief, preparation, emergency management and sustainable rehabilitation; and
4. Assignment of agencies at all levels to have an action plan for the strategy and to include projects relevant to disaster prevention and mitigation in their annual plans.
Gist of the matter
The National Committee on Disaster Prevention and Mitigation reported as follows:
National Disaster Prevention and Mitigation Plan 2010-2014 has expired. According Therefore, Department of Disaster Prevention and Mitigation has initiated the process of drafting the National Disaster Prevention and Mitigation Plan since June 2013. The process was participated by all sectors. The Plan was revised from the former version to be more compatible with ministerial-level integrative plans and disaster prevention and mitigation plans issued by all security agencies (such as Ministry of Defence, Royal Thai Armed Forces, Royal Thai Army, Royal Thai Navy, and Royal Thai Air Force.)
Title: Proposal for Cabinet to approve and agree with MOU signing between Thai and Indonesian Governments on fishery cooperation
The Cabinet approved and agreed with the proposal made by Ministry of Agriculture and Cooperatives as follows:
1. The Cabinet approved and agreed with the MOU between the Government of the Kingdom of Thailand and the Government of the Republic of Indonesia on fishery cooperation;
2. The Cabinet approved in principle that before MOU signing, if necessary, Ministry of Agriculture and Cooperatives are authorized to amend the agreement in places not significant to the gist of the agreement without obtaining another Cabinet approval;
3. The Cabinet appointed Ministry of Foreign Affairs to give Full Powers to the signatory.
Title: Approval on drafting and signing of tourism joint action programme between Thailand and Russia for 2015-2017
The Cabinet granted the following approvals to the proposal made by Ministry of Tourism and Sports:
1. Approval on the drafting and signing of the joint action programme in the field of tourism between Thailand and Russia for 2015-2017. Ministry of Tourism and Sports is authorized to amend the plan in places not significant to the gist of the plan without obtaining another Cabinet approval; and
2. Approval for Minister of Tourism and Sport Kobkarn Wattanavrangkul to act as signatory of the joint action programme in the field of tourism between Thailand and Russia for 2015-2017.
The joint action programme in tourism between Thailand and Russia for 2015-2017 consists of six fields of cooperation:
1. Tourism exchange; 2. National tourism promotion; 3. Tourism education and training; 4. Tourism laws; 5. Tourism investment; and 6. Tourism security. The agreement will be signed during the official visit of Russian Prime Minister Dmitry Medvedev on April 7-8, 2015. Detail of the draft programme covers all dimensions of tourism promotion between Thailand and Russia, as well as security measures for tourists of both countries.
Title: Action Plan on Cultural Cooperation between Thailand’s and China’s Ministry of Culture for 2015-2017
The Cabinet granted the following agreement and approvals to Ministry of Culture:
1. Agreement on the Action Plan on Cultural Cooperation between Thai Ministry of Culture and Chinese Ministry of Culture for 2015-2017;
2. Approval for the Minister of Culture to act as Thai signatory of the action plan;
3. Appointment of Ministry of Foreign Affairs to give Full Powers to Minister of Culture to be the signatory of the action plan; and
4. If necessary, the action plan can be amended as long as the amendments are not against any principle and essence of the plan, or the benefits of Thailand, without obtaining another Cabinet approval.
