The Cabinet met on Tuesday, April 7, 2015 at Command Building, Government House. Some of the resolutions are as follows:
Title: Establishment of One Stop Service Center for Business
The Cabinet acknowledged the establishment of One Stop Service Centers for Businesses as proposed by the Board of Investment of Thailand (BOI).
Gist of the matter
The BOI reported that information services and other facilitations are being provided to entrepreneurs and investors through several channels as follows.
1. Investment Service Center on locations easily accessible for entrepreneurs and investors
Service center Detail 1. One Start One Stop Investment Center Services are provided by more than 20 government agencies
related to business and investment. They are offering consults,
business-related information, advice on obtaining approvals
and permits such as investment promotion, juristic person
registration, and foreign business licensing. Services include
advice on receiving requests.
2. One-stop Service Center for Services include visa renewal and issuance and renewal of work Visas and Work Permits permits, supported by representatives from relevant government
agencies such as BOI, Immigration Bureau and Ministry of Labour.
3. Investment Service Center Located at the BOI’s headquarters. 4. Six regional Economic and Investment Services include information services, receiving Centers in Chiang Mai, Nakhon Ratchasima, requests and issuing approvals. Khon Kaen, Chonburi, Songkhla and Surat Thani
One Start One Stop Investment Center and One-stop Service Center for Visas and Work Permits are located on the 18th floor of Chamchuri Square, Phaya Thai Road, Pathumwan District, Bangkok. It is in the middle of business zone and connected with a BTS station, which is convenient for investors to access. The center was established in November 2009.

For services provided by other agencies, the G-Point arranged by Office of the Public Sector Development Commission (OPDC) is available at 1st floor (Jewelry Zone) and 7th floor (Bedding Zone), Central World. The service point opens from 11.00-19.00hrs seven days a week. Services provided are:

Title: Approval to host 2nd World Irrigation Forum and 67th International Executive Council Meeting in 2016
The Cabinet granted approval for Thailand to host the 2nd World Irrigation Forum and the 67th International Executive Council Meeting (IEC Meeting) during November 6-12 2016 in Chiang Mai Province, including approval on the meeting budget of 58,515,440 baht in FY2016-2017 as proposed by Ministry of Agriculture and Cooperatives.
Meeting participants are ministerial-level leaders from ASEAN and ASEAN+3 countries, ICID member states, leaders of irrigation organizations, representatives from government and private agencies, and scholars and students in related fields from Thailand and overseas. There will be around 1,200 participants.
The meetings will promote and develop academic works related to irrigation and drainage. Irrigation knowledge will be exchanged in an international context, while the image of Thailand will be promoted in terms of Thailand’s preparedness and potential in arranging academic conference and being a leader in ASEAN irrigation works. Around 1,200 participants from relevant agencies from Thailand and overseas will be joining the conferences which will also stimulate tourism and income allocation.
Title: Accession to International Tropical Timber Agreement 2006
The Cabinet approved the proposal made by Ministry of Natural Resources and Environment as follows:
1. The Cabinet approved Thailand to join the International Tropical Timber Agreement 2006 (ITTA 2006) and appointed Royal Forest Department, Ministry of Natural Resources and Environment to serve as key agency; and
2. The Cabinet appointed Ministry of Foreign Affairs to follow the accession procedure of the ITTA 2006.
Title: Combined sixth and seventh periodic draft report of Convention on the Elimination of All Forms of Discrimination against Women (2003-2010)
The Cabinet approved the combined sixth and seventh periodic draft report of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) (2003-2010) proposed by Ministry of Social Development and Hunan Security in both Thai and English versions. The Ministry is approved to submit the report to Ministry of Foreign Affairs for presentation to the United Nations.
Title: Implementation under Memorandum of Understanding between the Government of the Kingdom of Thailand and the Government of the People’s Republic of China (PRC) on Cooperation on the Thailand’s Railways Infrastructure Development on The Strategic Framework for Development of Thailand’s Transportation Infrastructure 2015-2022(B.E.2558-2565)
The Cabinet acknowledged and approved the proposals by Ministry of Transport as follows:
1. The Cabinet acknowledged the meeting outcome under the Memorandum of Understanding between the Government of the Kingdom of Thailand and the Government of the People’s Republic of China (PRC) on Cooperation on the Thailand’s Railways Infrastructure Development on The Strategic Framework for Development of Thailand’s Transportation Infrastructure 2015-2022(B.E.2558-2565);
2. The Cabinet approved in principle the draft Memorandum of Cooperation between Thailand’s Ministry of Transport and the National Development and Reform Commission (NDRC) of the People’s Republic of China, and appointed the Minister of Transport as signatory of the memorandum;
3. The Cabinet approved in principle for Ministry of Finance and Bureau of the Budget to support funding of the project implementation;
4. The Cabinet approved a central contingency budget of 308,579,950 baht for emergency response in FY2015; and
5. The Cabinet agreed on cooperation and support from relevant agencies.
