The Cabinet met on Tuesday, April 28, 2015 at Command Building, Government House. Some of the resolutions are as follows;

Title: 1st Draft Strategy on Corporate Social Responsibility (CSR) Promotion (2015-2017)

The Cabinet approved the 1st Draft Strategy on Corporate Social Responsibility Promotion (2015-2017) as proposed by Deputy Prime Minister Yongyuth Yuthavong.

Gist of the 1st Draft Strategy on CSR Promotion (2015-2017)

1.1 Vision: The strategy aims at promoting CSR to propel sustainable social development through cooperation of all sectors.

1.2 The Strategy on CSR Promotion consists of five strategies as follows:

Strategy 1 Building the CSR culture

Strategy 2 Forming unity in CSR promotion strategy management

Strategy 3 Promoting business sustainability

Strategy 4 Uniting for development of society, environment and human security

Strategy 5 Promoting CSR in international business sector

1.3 Strategy implementation: A CSR promotion center which is to be established will be the mechanism in driving the strategy, supported by relevant entities from political, government, business and people sectors. Ministry of Social Development and Human Security is appointed to work on establishment of the center.

Title: Singkhon Temporary Border Crossing Point

The Cabinet agreed to the National Security Council (NSC)'s resolution as follows:

1. The Cabinet acknowledged the opening of Singkhon Temporary Border Crossing Point. Ministry of Interior will issue a ministerial announcement on the Crossing Point to cover commuting of people, vehicles, goods, and to tackle potential problems or effects. Prachuap Khiri Khan Province is assigned to launch regulative measures to ensure security; and

2. Any necessary construction or implementation at the border must be verified by Royal Thai Survey Department, Royal Thai Armed Forces beforehand.

Title: The Third Joint Declaration of the Coordinated Mekong Ministerial Initiative against Human Trafficking and the Fourth Sub-regional Plan of Action

The Cabinet approved the following resolutions as proposed by Ministry of Social Development and Human Security:

1. Agreement to the Third Joint Declaration of the Coordinated Mekong Ministerial Initiative against Human Trafficking (COMMIT) and the Fourth COMMIT Sub-regional Plan of Action (2015-2018);

2. Agreement and approval for Ministry of Social Development and Human Security to serve as the signatory of the Third COMMIT Joint Declaration; and

3. Agreement to the amendments of the Third COMMIT Joint Declaration and the Fourth COMMIT Sub-regional Plan of Action (2015-2018) in places not affecting gist of the documents

Gist of the matter

Ministry of Social Development and Human Security reported as follows:

1. The Third COMMIT Joint Declaration reaffirms the first two joint declarations which stated the commitment of the member countries to collaborate against all forms of trafficking in persons. It also reaffirms their commitment to the COMMIT Memorandum of Understanding (COMMIT MOU) signed on October 29, 2004 by using international support and cooperation to ensure effective progress and achievement as stated in the COMMIT MOU while recognizing the necessity of the Fourth COMMIT Sub-regional Plan of Action (2015-2018; and

2. The Fourth COMMIT Plan of Action (2015-2018) consists of five strategies: (1) Policy and collaboration; (2) Legal framework, enforcement and process of justice; (3) Protection and repatriation; (4) Protection and risk reduction measures; and (5) Monitoring, evaluation and human trafficking database. Each strategy contains objectives and each objective determines activities, outcome, output and indicators. Each strategy consists of sub-regional and national activities.

Title: Twelfth meeting of the Conference of Parties to the Basel Convention, seventh meeting of the Conference of Parties to the Rotterdam Convention, and seventh meeting of the Conference of Parties to the Stockholm Convention

The Cabinet acknowledged and agreed to the proposals made by Ministry of National Resources and Environment as follows:

1. The Cabinet acknowledged Thai delegation in the twelfth meeting of the Conference of Parties to the Basel Convention (BC COP-12), the seventh meeting of the Conference of Parties to the Rotterdam Convention (RC COP-7), and the seventh meeting of the Conference of Parties to the Stockholm Convention (SC COP-7), and assigned Ministry of Foreign Affairs to issue an official appointment of the delegation;

2. The Cabinet agreed to Thailand’s gestures to be expressed at the BC COP-12, the RC COP-7 and the SC COP-7; and

3. Negotiations beyond the gestures and not legally binding shall be considered by the Thai delegation without the need for another Cabinet approval toward the end of the COP on May 15, 2015 in Geneva, Swiss Confederation.

Gist of the matter

1. The Thai delegation joining the BC COP-12, the RC COP-7 and the SC COP-7 consists of 15 persons namely: 1) the Director-General of the Pollution Control Department, Ministry of Natural Resources and Environment or his delegate serving as head of delegation; 2) the Chairman and eminent persons of the convention subcommittee under National Environment Board; 3) Representatives from Department of Industrial Works, Ministry of Industry; 4) Representatives from Food and Drug Administration, Ministry of Public Health; 5) Representatives from Ministry of Foreign Affairs; and 6) officials of Pollution Control Department, Ministry of Natural Resources and Environment.

2. On Thailand’s gestures at the BC COP-12, the RC COP-7 and the SC COP-7, Thailand will support implementation under the principle and objectives of the three conventions regarding protection of human health and environment. Situations and specific needs of developing countries are the focus, especially the need to enhance country-level competence in comprehensive and environmentally-friendly management of chemicals through technical and financial support, technological transfer and collaboration between parties. Also supported are the collaboration and integration of operation under international agreements relevant to Thailand and agreements that conform to the country’s potential and competitiveness, and are not against Government policies stated in front of the National Legislative Assembly and in the Eleventh Economic and Social Development Plan.

Title: Budget allocation in support of Thai citizens in Nepal and humanitarian aid to earthquake damaged Nepal

The Cabinet granted the following approvals as proposed by Ministry of Foreign Affairs:

1. Approval on the allocation of a central contingency budget of 100,000,000 baht (one hundred million baht) for emergency response in FY2015 in support of Thai citizens in Nepal and humanitarian aid to Nepal;

2. Approval to help the Thai citizens as stated in 1. Persons receiving support do not have to repay the Government and are entitled to disbursement of funds to cover actual expenses; and

3. According to the meetings with government agencies concerning aid to Nepal, initially the Royal Thai Army had served as liaison center for the relief effort. Following the Cabinet’s budget approval, however, the Department of Disaster Prevention and Mitigation, Ministry of Interior, will be in charge of the relief effort.
