The Cabinet met on Tuesday, May 19, 2015 at Command Building, Government House. Some of the resolutions are as follows;
Title: Draft Waste Electrical and Electronics Equipment (WEEE) Management Act, B.E. ...
The Cabinet resolved to approve in principle the draft Waste Electrical and Electronics Equipment (WEEE) Management Act, B.E. ... as proposed by Ministry of Natural Resources and Environment. The draft act would be submitted to Office of the Council of State for consideration, and later to the coordinating committee of the National Legislative Assembly before proposing to the National Legislative Assembly. Ministry of Natural Resources and Environment would proceed with establishment of the waste equipment information center under the Department of Pollution Control.
Title: Thai Earth Observation System Project (THEOS – 2)
The Cabinet agreed with and acknowledged the proposal by Deputy Prime Minister M.R. Pridiyathorn Devakula, Chairman of the National Space Policy Committee as follows:
1. Agreement in principle to implement the Thai Earth Observation System Project (THEOS – 2) in a government to government (G to G) format; and
2. Acknowledgement on the appointment of the negotiation committee.
Format of project implementation
1. It is a G to G investment for development of an earth observation system through advanced technology transfer from countries owning the technology.
2. It is the country’s scientific and technological infrastructure for development of national competitiveness in terms of space technology and geoinformatics. It comprises an earth observation satellite and a signal reception and geographic information generation system that could be used for economic, social and environmental benefits for users from upstream to downstream.
3. It is a national project co-developed and implemented by space agencies, information technology support agencies, and agencies having a mission in geoinformatics application in five main areas namely agriculture, disaster, natural resources, urban development, residential area and infrastructure, and national security, all of which are related to economic, social and environmental dimensions and issues, such as increase of income, reduction of disparity, reduction of environmental impact, and reinforcement of security. User agencies will take part in the development from the beginning.
Title: Agreement on Third Session of the Working Group on the Asian and Pacific Decade of Persons with Disabilities, 2013-2022
The Cabinet agreed to hosting the Third Session of the Working Group on the Asian and Pacific Decade of Persons with Disabilities, 2013-2022 as proposed by Ministry of Social Development and Human Security.
The meeting aims at following up on the progress of implementation by member states in Asia and the Pacific under the Incheon Strategy, acknowledging the proceedings and implementation of the Second Session of the Working Group on the Asian and Pacific Decade of Persons with Disabilities (2014-2022) in New Delhi, Republic of India, reviewing the first half of the Asian and Pacific Decade of Persons with Disabilities, 2017 and reviewing the resources for the progress of the Asian and Pacific Decade of Persons with Disabilities. It also follows up on propelling issues regarding persons with disabilities in sustainable development agenda and expresses role and potential in promoting and developing the quality of life of disabled persons in Thailand.
Title: Evaluations of Anti-Money Laundering and Combating the Financing of Terrorism (AML/CFT) by FATF in 2016
The Cabinet acknowledged and agreed to the proposal by Anti-Money Laundering Office (AMLO) as follows:
1. Acknowledgement on the evaluations of Anti-Money Laundering and Combating the Financing of Terrorism (AML/CFT) in 2016;
2. Agreement to the measure supporting the FATF AML/CFT evaluations in 2016 under AMLO’s resolution at the 1/2014 meeting on November 1, 2014; and
3. Appointment of relevant agencies to support implementation of the supportive measure.
