The Cabinet met on Wednesday, May 26, 2015 at Command Building, Government House Some of the resolutions are as follows; Title: Draft Strategic Plan on Private Investment in State Undertakings 2015-2019 (B.E. 2558-2562)

The Cabinet agreed to and acknowledged the proposal made by Deputy Prime Minister M.R. Pridiyathorn Devakula, in his capacity as Chairman of Policy Committee on Private Investment in State Undertakings as follows:

1. The Cabinet agreed to the Draft Strategic Plan on Private Investment in State Undertakings 2015-2019 (B.E. 2558-2562) for further publication in the Royal Gazette by the Policy Committee on Private Investment in State Undertakings; and

2. The Cabinet acknowledged project pipeline for the Draft Strategic Plan 2015-2019.

Gist of the matter

The Policy Committee on Private Investment in State Undertakings reported the following:

1. Section 19 of the Private Investment in State Undertakings Act, B.E. 2556 stipulates that a strategic plan stating the policy on private investment in state undertakings be published and be in line with the Directive Principles of Fundamental State Policy under the Constitution of the Kingdom of Thailand and the National Economic and Social Development Plan which lasts five years each. Section 16 and 21 also authorizes the Policy Committee on Private Investment in State Undertakings to propose the strategic plan to the Cabinet before publication in the Royal Gazette.

2. The objectives of the Draft Strategic Plan 2015-2019 are to provide policy guideline for private investment in state undertakings in the period of five years between 2015-2019, to inform state agencies of the infrastructure and public service undertakings that the state supports and pushes for private investment, to implement and propose strategy-relevant projects and attract private businesses to invest in the projects under the strategic plan so that investment in and development of infrastructure and public services would be proceeded faster, and to enhance the country’s competitiveness and save the Government’s budget and loans to ensure efficiency in utilization of state resources. Gist of the Draft Strategic Plan 2015-2019 can be summarized as follows:

Title: Approval for implementation of Harbor Development Project (Harbor A) at Laem Chabang Port of Thai Port of Thailand

The Cabinet granted approvals to the proposal made by Ministry of Transport as follows

1. Approval for the Port Authority of Thailand (PAT) to implement Harbor Development Project (Harbor A) at Laem Chabang Port. PAT will invest in infrastructure construction and all main handling equipment, as well as management and operation with the total investment budget of 1,864.19 million baht; and

2. Approval for rate of charges at the minimum of 1,545 baht and the maximum of 3,180 baht.

2.1 The minimum charges of 1,545 baht consist of the minimum rate of lift on/loft off charge of 715 baht per container of all sizes and conditions, and the minimum rate of container movement charge of 830 baht per container of all sizes and conditions.

2.2 The maximum charges of 3,180 baht consist of the advanced rate of lift on/lift off charge of 2,010 baht per container of all sizes and conditions, and the advanced rate of container movement charge of 1,170 baht per container of all sizes and conditions.

The minimum charge rate (1,545 baht per container of all sizes and conditions) is the starting rate. PAT is allowed to lower the charge rate by less than 20% of the stipulated minimum rate.

Gist of PAT’s Harbor Development Project (Harbor A) at Laem Chabang Port

1. Objective/Aim: The objective is to provide a specific harbor service. PAT will construct an L-shape harbor measuring 30 meters in width, 120 meters and 125 meters in in length, 115x120 meters in marina size, and 10 MSL in depth. The harbor will support one vessel with tonnage capacity of 3,000 DWT carrying 200 DWT containers, and one with tonnage capacity of 1,000 DWT carrying 100 DWT containers. A shore crane and a container arranging crane will be installed to support up to 300,000 TEU containers per year.

2. Project Location: Laem Chabang Port, Sriracha District, Chonburi Province, at Marina 1 located between Harbor A1 and A0 on a 43-rai area

3. Implementation Period: Harbor A construction period = 24 months (2015-2016)

Title: Aid to Nepal’s earthquake relief

The Cabinet acknowledged and approved the proposal made by Ministry of Foreign Affairs as follows:

1. The Cabinet acknowledged outcome of the humanitarian aid provided to Nepal;

2. The Cabinet approved continuation of financial donation until May 31, 2015 and goods donation until May 28, 2015; and

3. The Cabinet approved Ministry of Interior’s proposal to allow provincial administrations and Department of Disaster Prevention and Mitigation to sell an appropriate number of donated goods to raise fund for Nepal’s financial support. Goods that could not be distributed or have limitations in distribution will be kept for domestic disaster relief. If that is the case, donors will be notified beforehand.

Ministry of Foreign Affairs reported the following:

1. Currently, the rescue mission has ended and the government of Nepal is focusing on providing relief effort in affected areas. The government has asked overseas aid and rescue teams (including those from Thailand) to return home. Moreover, the government will evaluate demand for medical support and public health personnel before further seeking help.

2. Goods that are still demanded in Nepal include shelters with roof, food, sanitation, clothes, medicine, vaccines for contagious diseases, construction materials, antibiotics, and agricultural products. Foreign governments are requested to inform Nepal of the list of goods to be donated and to begin delivery of the goods upon permission. The Government of Nepal will not collect taxes of the goods, but asked for those who wish to send support or donation to notify Nepal’s Ministry of Foreign Affairs beforehand for appropriate consideration. All goods received through donation will be first kept in the central warehouse at Tribhuvan International Airport in Kathmandu and at Nepal’s Armed Forces’ warehouse in Kathmandu.

3. The Government of Nepal will deposit all money donated to the Prime Minister’s Disaster Relief Fund (PMDRF) only.

4. The Government gives first priority to restoration and renovation of historical, cultural and archeological sites. Therefore, it is seeking support from international communities on information and cooperation in preserving Nepal’s cultural heritage.
