The Cabinet met on Tuesday, July 7, 2015 at Command Building1, Government House. Some of the resolutions are as follows;
Title: Third International Conference on Financing for Development
The Cabinet granted approvals to the proposal made by Deputy PM and Minister of Foreign Affairs Thanasak Patimaprakorn as follows:
1. The Cabinet agreed in principle to the draft Addis Ababa Agreement of the Third International Conference on Financing for Development (3rd FfD). Ministry of Foreign Affairs is authorized to amend the draft document where necessary, if not affecting gist of the document or the benefit of Thailand, without further Cabinet’s consideration.
2. The Cabinet approved appointment of the Deputy Prime Minister and Minister of Foreign Affairs or his representative as head of the Thai delegation to attend the Third International Conference on Financing for Development, and to endorse the conference outcome.
3. The Cabinet approved the Deputy Prime Minister and Minister of Foreign Affairs to sign on the appointment of the Thai delegation attending the conference. The delegation consists of representatives from Ministry of Foreign Affairs and relevant agencies.
Gist of the matter
Ministry of Foreign Affairs reported the following:
1. Objective of the Addis Ababa Agreement is to determine an approach for financing and spending in an efficient manner, as well as an approach for assistance provision at national and international levels to support the Post-2015 Development Agenda. This Agenda centers on dealing with challenges regarding financing for development, and on stipulating tangible measures that lead to sustainable development based on the Monterrey Consensus in 2002 and the Doha Declaration in 2008.
2. Gist of the Addis Ababa Agreement is financing for sustainable development. The Agreement serves as a document that proclaims political intent and is policy-related; it does not intend to establish an obligation in the form of a treaty under international law. The draft Agreement is neither a treaty under international law, nor a contract under Article 23 of the Constitution of the Kingdom of Thailand (Interim) B.E. 2557.
Title: Approval on Ban Nong Du Reservoir Rehabilitation Project (400 Rai) in Nong Mamong Sub-distrct, Nong Mamong District, Chainat Province
The Cabinet approved in principle for Department of Disaster Prevention and Mitigation, Ministry of Interior, to implement the Ban Nong Du Reservoir Rehabilitation Project (400 Rai) in Nong Mamong Sub-distrct, Nong Mamong District, Chainat Province, for the total budget of 49,402,800 Baht, as proposed by Ministry of Interior.
The project’s aim is to solve flood and drought problems for local residents in Chainat Province and mitigate people’s plight in an efficient manner. Relevant agencies are to consider expediting their operation to ensure the reservoir is in usable condition by the end of the rainy season.
Title: Developing Regulatory Impact Assessment
As proposed by Ministry of Justice, the Cabinet acknowledged progress of the ANSSR: Developing Regulatory Impact Assessment (RIA) Guidelines as an Anti – Corruption Tool project, and ordered administrative agencies, state enterprises and other government agencies to support the operation of Ministry of Justice and Office of the National Economic and Social Development Board (NESDB) under the project.
Gist of the matter
According to Ministry of Justice, the ANSSR: Developing Regulatory Impact Assessment (RIA) Guidelines as an Anti – Corruption Tool project deals with developing guidelines for concrete assessment of regulatory impacts. Ministry of Justice and NESDB have planned activities for joint implementations. They will hold the Workshop on Thailand RIA Guidelines Development during July 8-9, 2015 to establish understanding on the benefits Thailand will receive from RIA guidelines development which is part of the national reform. The document on Regulatory Impact Assessment (RIA) in Thailand will be drafted for use at the workshop. Experts from international organizations (APEC, OECD, and ADB), and countries with successful RIA, that is, Australia, England, the US, Mexico, and Malaysia are invited as speakers. Representatives from APEC countries such as Chile, Malaysia, Indonesia, the Philippines, China, Vietnam, Russia, Mexico, and Peru will also attend the workshop.
Title: Amendment of Cross-Border Agreement
The Cabinet agreed to and approved the proposal made by Ministry of Foreign Affairs as follows:
1. The Cabinet agreed to the draft Cross-Border Agreement between the Government of the Kingdom of Thailand and the Government of the Kingdom of Cambodia; and
2. The Cabinet approved the appointment of the Deputy Prime Minister and Minister of Foreign Affairs as signatory of the Agreement. For any changes of statement in places not affecting gist of the Agreement, Ministry of Foreign Affairs is allowed to proceed as deemed appropriate without obtaining another Cabinet approval.
Title: Appointment of head of Thai delegation to attend ASEAN Ministerial Meeting on Transnational Crime (AMMTC) and appointment of Transnational Crime Coordinating Committee
The Cabinet agreed to the proposal made by the Royal Thai Police as follows:
1. The new Transnational Crime Coordinating Committee will be appointed. Committee structure and authority must be appropriate, up-to-date and relevant with Thai transnational crime-related agencies. The coordinating committee will ensure that implementations under the transnational crime cooperation framework continue in an efficient manner; and
2. The Deputy Prime Minister responsible for national security will be appointed as head of the Thai delegation to attend the ASEAN Ministerial Meeting on Transnational Crime (AMMTC).
From July 7, 2015, the following takes effect:
The Transnational Crime Coordinating Committee has following components and authority:
Components: The Director-General of the National Intelligence Agency, the Secretary General of the National Security Council, and the Permanent Secretary of the Ministry of Foreign Affairs are Committee Advisors. The Commissioner General is the Chairman. Committee members are representatives of Ministry of Defence, representatives of Ministry of Foreign Affairs, representatives of Ministry of Social Development and Human Security, representatives of Ministry of Information and Communication Technology, representatives of Ministry of Natural Resources and Environment, representatives of Ministry of Interior, representatives of Ministry of Justice, representatives of National Intelligence Agency, representatives of Office of the National Security Council, representatives of Office of the Attorney General, representatives of Anti-Money Laundering Office, representatives of Office of the Narcotics Control Board, Customs Department, Commander of Immigration Bureau, Commissioner of Special Branch, Commissioner of Narcotics Suppression Bureau, and Commissioner of Central Investigation Bureau. Commander of Foreign Affairs Division serves as Committee member and Secretary-General. A representative of ASEAN Department, Ministry of Foreign Affairs serves as Committee member and Deputy Secretary-General.
Authority and function
1. Proposing policies, strategies, guidelines and measures or action plans in transnational crime prevention, suppression and combat to the Cabinet;
2. Analyzing and assessing transnational crime situation and problems that affect national security under the cooperation framework of ASEAN and dialogue partners;
3. Facilitating and coordinating between relevant government units to achieve outcome of the objectives, policies, guidelines, and measures in preventing and solving transnational crimes under the cooperation framework of ASEAN and dialogue partners;
4. Coordinating in terms of policy and intelligence related to transnational crime prevention and solution under the cooperation framework of ASEAN and dialogue partners in order to support problem solving and consider recommendations that will lead to policy decision making;
5. Developing knowledge and potential of relevant officials under the cooperation framework of ASEAN and dialogue partners to ensure highest efficiency in preventing, suppressing and combating transnational crimes;
6. Inviting relevant persons or representatives of relevant agencies to give information or requesting relevant documents as necessary and appropriate;
7. Appointing subcommittees, working groups or officials for any necessary and appropriate implementations; and
8. Completing other assignments made by the Prime Minister or the Cabinet.
