The Cabinet approved Draft Regulation of the Office of the Prime Minister on Promotion and Development of Civil Society, B.E. ... as proposed by Secretariat of the Prime Minister.
Gist
Committee for the Promotion and Development of Civil Society is to be established to provide support to civil society sector in undertaking activities, projects, and social enterprises for public interests. Other duties of the Committee include drafting of action plan to promote and develop civil societies and submit to the cabinet for its deliberation; promoting R&D, trainings; civil societies’ potential and good governance development; developing civil society database system; and realizing public policies that are proposed by the civil society sector.
Title: (Draft) Strategy for Thai Tourism (2015- 2017) and action plan to mobilize the Strategy (2015-2016)
The Cabinet approved the proposal made by Ministry of Tourism and Sports as follows:
1) Approved in principle (Draft) Strategy for Thai Tourism (2015- 2017) and action plan to mobilize the Strategy (2015-2016)
2) Committee for national policy on tourism is to supervise operations in accordance with the action plan to mobilize the Strategy (2015-2016)
3) Endorsed “Discover Thainess” as a national agenda until the end of 2016
4) Endorsed the continuation of tourism development campaign on “12 Irresistible Destinations” (Lampang, Phetchabun, Nan, Buriram, Loei, Samut Songkhram, Ratchaburi, Trat, Chanthaburi, Trang, Chumphon and Nakhon Si Thammarat) until the end of 2016 in order to promote the Government’s policy on distribution of incomes

(Draft) Strategy for Thai Tourism (2015- 2017) will be a mechanism to drive the Government’s policies on tourism and the National Tourism Development Plan (2012- 2016). It is aimed to yield tangible results within 2-3 years with the focus on urgent activities. Detail of the draft Strategy is as follows:
1) Vision: “Laying foundation for the development and promotion of Thai tourism to become quality tourist destinations in a sustainable and equilibrium manner”
2) Goals:
a) To reach 2.5 million Baht in tourism revenues within 2017, and become sources for income distribution
b) To upgrade quality of lives of the Thai people and enhance community’s strength
c) To create an awareness of all sectors in undertaking related activities with sustainable and equilibrium development in mind
3) Missions:
a) Dynamize quality tourism to achieve goals
b) Develop tourism products and services in line with the needs of markets and communities
c) Enhance efficiency of tourism management with the focus on operational synergy at both national, regional, and local levels
4) Development Strategies:
Strategy I: Promotion of tourism markets
Strategy II: Development of tourism products and services
Strategy III: Tourism management
Title: Exchange of Notes and Implementation Agreement on ASEAN–German Programme on Response to Climate Change in Agriculture and Forestry (GAP–CC), Module II: ASEAN Sustainable Agrifood Systems (ASEAN Biocontrol)
The Cabinet approved the following proposal made by Ministry of Agriculture and Cooperatives:
1) Approved a) Exchange of Notes between ASEAN Secretariat and Federal Republic of Germany; and b) Implementation Agreement of the aforementioned project
2) Approved for the Secretary–General for ASEAN to be the signatory of the Exchange of Notes, and Deputy Secretary–General for ASEAN to be the signatory of the Implementation Agreement
3) Assigned Ministry of Foreign Affairs to notify the ASEAN Secretariat through the Permanent Mission of Thailand to ASEAN that the Thai Government endorsed the aforementioned documents
Gist
ASEAN Sustainable Agrifood Systems (ASEAN Biocontrol) is aimed for ASEAN member countries to undertake and implement according to ASEAN Integrated food Security (AIFS) Framework and Strategic Plan of Action on Food Security in the ASEAN Region (SPA-FS)- Phase II (2015-2020). The Project emphasizes sustainable food production at a national level, sustainable production technology, marketing improvement, and food industry at the regional level, with the financial support from Federal Republic of Germany for the amount of 7 million EURO. Project Coordination Unit (PCU) is based in Thailand.
Title: Memorandum of Understanding between Office of Natural Resources and Environmental Policy and Planning and Global Green Growth Institute (GGGI)
The Cabinet approved draft Memorandum of Understanding (MOU) between Office of Natural Resources and Environmental Policy and Planning (ONEP) and Global Green Growth Institute (GGGI), as proposed by Ministry of Natural Resources and Environment.
Gist
GGGI is an international organization with its headquarter in Seoul, Republic of Korea. Its goal is to promote environmental-friendly development and growth of countries around the world. The aforementioned MOU is drafted to express intent for official collaboration between ONEP and GGGI. Thailand will be benefited by the MOU through supports and academic assistances on projects related to environmental-friendly growth, which is a national policy under the 11th National Economic and Social Development Plan (2012-2016). Currently ONEP has collaborated with GGGI in the implementation of a project on reduction of greenhouse gas in the industrial sector. The implementation period is for 18 months (August 2014- January 2016). ONEP and GGGI are in the middle of talk for further collaboration in the next projects.
