The Cabinet met on Tuesday, August 18, 2015 at Command Building1, Government House. Some of the resolutions are as follows;

Title: Request for approval on the Joint Statement to be endorsed at the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia Information Sharing Centre (ReCAAP ISC) on the occasion of its 10-year anniversary

The cabinet approved the following request made by Deputy PM and Minister of Foreign Affairs Gen Tanasak Patimapragorn:

1) Approved Joint Statement on the occasion of the 10 year anniversary of Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia Information Sharing Centre (ReCAAP ISC). Should there be any amendment in inessential part or part which is not against national interests, Ministry of Foreign Affairs is to proceed without any further approval from the cabinet.

2) Approved authorized representative as signatory of 1)

Gist of the Joint Statement

1) Endorse close cooperation between liaison office of member states and ReCAAP ISC

2) Agree to establish a working group, comprising representatives from each member states, to draft preparatory plan for ReCAAP ISC to become Center of Excellence

3) Promote exchange of ReCAAP ISC’s expertise and experiences in combating piracy and armed robbery against ships with other regions

4) Reiterate close cooperation with Indonesia and Malaysia by urging them to become ReCAAP member states

Title: Request for approval on draft ASEAN Economic Community 2025 Blueprint

The cabinet approved the following proposals made by Ministry of Commerce

1) Approved draft ASEAN Economic Community 2025 Blueprint

2) Approved for Minister of Commerce or authorized representative to attend the 47th ASEAN Economic Ministerial Meeting during August 20-25, 2015, and endorse draft ASEAN Economic Community 2025 Blueprint

3) Should there be any amendment in inessential part or part which is not against national interests, Ministry of Commerce is to proceed without any further approval from the cabinet.

Gist

Ministry of Commerce reported that the draft ASEAN Economic Community 2025 Blueprint would determine ASEAN economic integration within the next 10 years (2016-2025) with the focus on efficiency enhancement of current measures and approaches in addressing ASEAN’s future economic challenges. Five targets under the draft ASEAN Economic Community 2025 Blueprint are:

1) A Highly Integrated and Cohesive Economy

2) Competitive, Innovative and Dynamic ASEAN

3) Enhancing Economic Connectivity and Sectoral Integration

4) Resilient, Inclusive and People-Oriented, People-Centered ASEAN

5) A Global ASEAN

Title: Thailand’s participation in Cooperative Aviation Security Programme, Asia/Pacific Region (CASP-AP) Phase III with International Civil Aviation Organization (ICAO)

The cabinet approved the following proposals of Ministry of Transport:

1) Approved Thailand’s participation in Cooperative Aviation Security Programme, Asia/Pacific Region (CASP-AP) Phase III with International Civil Aviation Organization (ICAO). Should there be any amendment in inessential part or part which is not against national interests, Ministry of Transport, through the Department of Civil Aviation, is to proceed without any further approval from the cabinet.

2) Approved for the Director General of Department of Civil Aviation as signatory in agreeing to participate in Cooperative Aviation Security Programme, Asia/Pacific Region (CASP-AP) Phase III with International Civil Aviation Organization (ICAO)

Gist

Ministry of Transport reported that CASP-AP Phase III is a cooperation project in aviation safety for the Asia and Pacific region with an aim to provide assistance to member countries in maintaining international standard on aviation safety, and to promote competency in aviation safety of member countries. Department of Civil Aviation viewed that Thailand should participate in CASP-AP Phase III to enhance capacity and capability of personnel of Civil Aviation Department and its aviation safety standard.

Title: Appointment of political official

The cabinet approved appointment of Maj Gen Sansern Kaewkamnerd as Government Spokesperson as proposed by Office of the Prime Minister’s Secretariat, which will be effective from August 18, 2015 onward.
