The Cabinet met on Tuesday, September 8, 2015 at Command Building, Government House. Some of the resolutions are as follows;

Title: Financial and fiscal stimulus scheme for SMEs (urgent phase)

The Cabinet approved the following proposals made by Ministry of Finance as follows;

1.The Cabinet agreed on criteria and conditions of low-interest loan project as a revolving fund for SMEs entrepreneurs, and approved the implementation budget of 20,020 million Baht according to Ministry of Finance's proposal. Disbursement is to be made from fiscal year 2017 budget and the following years, based on the estimated expenditure of each year. Government Saving Bank will work on an agreement in detail with Bureau of Budget.

2.The Cabinet reviewed criteria and conditions of loan guarantee for Portfolio Guarantee Scheme Phase 5 (PGS-5), which was agreed upon on July 14, 2015, and approved criteria and conditions for the compensation budget. Disbursement will initially be made under the 13,800 million Baht budget approved earlier for PGS-5, while Thai Credit Guarantee Corporation is to work in detail with Bureau of the Budget with regard to the rest of expenditures, based on actual expenses.

3.The Cabinet agreed on the reduction of corporate income tax for SMEs entrepreneurs with a net profit of over 300,001 Baht from 15% and 20% of the net profit to 10% of the net profit for 2 consecutive accounting periods (starting on or after January 1, 2015 until the accounting period of December 31, 2016).

4.The Cabinet approved tax measures to promote New Start-up by exempting corporate income tax for SMEs entrepreneurs in targeted industries which have potentials to mobilize economy. The tax measures are applicable for SMEs who registered with commercial registration from October 1, 2015 to December 31, 2016 for 5 consecutive accounting periods. 5.The Cabinet assigned Revenue Department to draft related laws for No. 3 and 4 to take effect as soon as possible.

Title: The 20th Greater Mekong Subregion (GMS) Ministerial Conference in Naypyidaw, Myanmar and draft Joint Ministerial Statement

The Cabinet approved the proposals of Office of the National Economic and Social Development Board as follows;

1.The Cabinet approved Minister of Transport and Secretary General of the Office of the National Economic and Social Development Board (NESDB) Arkhom Termpittayapaisith, as head of Thai delegation and GMS Minister to supervise Thailand's operation under GMS initiatives. The Transport Minister is also assigned to attend the 20th GMS Ministerial Conference to be held on September 10, 2015 in Naypyidaw, Myanmar, and to act as head of Thai ministerial-level delegation under the GMS framework.

2.The Cabinet agreed on the 20th GMS draft Joint Ministerial Statement, allowing Ministry of Transport and the NESDB Secretary General to endorse (without signing) the draft Joint Ministerial Statement, together with ministers from other GMS countries, on September 10, 2015 at the 20th GMS Ministerial Conference in Naypyidaw, Myanmar.

3.The Office of the National Economic and Social Development Board (NESDB) is authorized to proceed with the amendment of the draft document, if not affecting the essence of document, without seeking for further Cabinet's consideration. Gist of the Matter

The 20th GMS draft Joint Ministerial Statement is aimed to review progress and success under GMS initiatives, which includes the work progress on RIF-IP during 2014-2018 and how to put the operational plan into practice. It also aimed to commit and follow the leaders' commands in reducing inequality and advancing towards sustainable development in the Greater Mekong Sub region through realization of ASEAN Economic Community and United Nations' SCGs frameworks.

Title: Thailand’s Revised National Ivory Action Plan (NIAP) to be proposed at the 66th meeting of CITES Standing Committee

The Cabinet approved the proposals made by Ministry of Natural Resources and Environment as follows;

1.The Cabinet acknowledged progress on the implementation of Thailand’s Revised National Ivory Action Plan (NIAP).

2.The Cabinet acknowledged the report of Thailand’s Revised National Ivory Action Plan (NIAP), to be proposed at the 66th meeting of CITES Standing Committee.

3.Ministry of Natural Resources and Environment is authorized to proceed with the revision of the draft document, if not affecting the essence of document or the benefits of Thailand, without seeking for further Cabinet's consideration, and submit the report to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) ‘s committee within scheduled time.

Title: Request for approval on drafting and signing of an Agreement between the Thai and Myanmar Government on construction of the 2nd Thailand-Myanmar Friendship Bridge crossing the Moei/Tongyi River

The Cabinet approved the proposals made by Ministry of Transport as follows;

1.The Cabinet approved drafting and signing of an Agreement between the Thai and Myanmar Government on construction of the 2nd Thailand-Myanmar Friendship Bridge crossing the Moei/Tongyi River. Ministry of Transport is authorized to proceed with the revision of the draft agreement, if not affecting the essence of the document and the benefit of Thailand by cooperating with Ministry of Foreign Affairs, without seeking for further Cabinet's consideration.

2.Minister of Transport or his representative is authorized to act as Thai signatory, and to appoint members of committee with regard to the agreement.

3.Ministry of Foreign Affairs is to issue the Full Powers to Minister of Transport or his representative as signatory of the agreement.

Gist of the Matter

The location (1) Thailand’s border at Wang Takhian Tai village, Tha Sai Luat sub-district, Mae Sot district, Tak province (2) Myanmar’s border at No.5, Myawaddy district of Kayin State

The agreement between Thai and Myanmar government must be made for the construction of the 2nd Thailand-Myanmar Friendship Bridge crossing the Moei/Tongyi River, which is to be signed during the GMS Ministerial Conference on September 9-10, 2015 in Naypyidaw, Myanmar.
