The Cabinet met on Tuesday, September 15, 2015 at Command Building 1, Government House. Some of the resolutions are as follows;
Title: Request for approval on organising Yachting and Marina festival
The Cabinet approved proposals made by Ministry of Transport as follows;
1. The Cabinet approved the organizing of Yachting and Marina Festival, aiming to promote Thailand as Marina Hub of ASEAN under the total budget of 15 million Baht. Disbursement is to be made from fiscal year 2015 budget.
2. The Cabinet agreed on the appointment of an organising committee of the Yachting and Marina Festival and related sub-committees to implement the project.
Gist of the Matter
Ministry of Transport reported that Marine Department requested for approval on organising Yachting and Marina Festival, aiming to promote “Thailand: Marina Hub of ASEAN”. The festival will be held in Phuket, where the marina are modern and internationally recognized to a certain extent as the private sector has constantly organised the Yachting events during December and January of each year. No less than 10 Super Yacht (more than 100 feet long), which are often seen docking in Mediterranean Sea and Caribbean Sea, will be showcased for the first time in Thailand.
Objectives of the Yachting and Marina Festival
1) To establish incentives and facilities in order to lure both overseas and domestic tourists to marine tourism destinations in accordance with the government's policy
2) To increase total economic value to the country, both in terms of tourism, and related services
3) To raise public, tourists and investors awareness about yachting and marina business potential as well as to express the Government’s political will in developing Thailand as Marina Hub of ASEAN.

Title: Request for approval on Thailand’s position paper for the 70th session of the United Nations General Assembly
The Cabinet agreed and approved proposals made by Ministry of Foreign Affairs as follows;
1. The Cabinet approved Thailand’s position paper for the 70th session of the United Nations General Assembly
2. Ministry of Foreign Affairs is authorised to proceed with the revision of the draft document, if not affecting essence of the document or the country’s benefits, without seeking for further Cabinet's consideration.
Gist of the Matter
Ministry of Foreign Affairs reported as follows;
1. The 70th session of the United Nations General Assembly is scheduled to start on September 15, 2015. Related committee meetings will also be held during September and December, 2015, under the theme “The United Nations at 70: the road ahead for peace, security and human rights”.
2. Thailand’s position paper is drafted to express the country’s position at the 70th session of the United Nations General Assembly and to demonstrate Thailand’s role as a UN's active member state. The position paper is prepared in accordance with national interests, and covers the issues in line with the UNGA’s agenda. It consists of the following 9 categories: 1) promotion of sustainable economic development in line with UNGA’s outcomes and related UN resolutions; 2) peace-keeping and international security; 3) development of Africa; 4) promotion of human rights; 5) efficient liaising in humanitarian aid; 6) promotion of international law and justice; 7) arms reduction; 8) drugs control, crime prevention and counter international terrorism; and 9) organizational management and others.
Title: Approval of Outcome Document of United Nations (UN) Summit for the adoption of the Post-2015 Development Agenda
The Cabinet agreed and approved proposals made by Ministry of Foreign Affairs as follows;
1. Approved for the Thai delegation, led by the Prime Minister, to adopt the outcome document “Transforming Our World: The 2030 Agenda for Sustainable Development”
2. Approved for the Sustainable Development Committee to be the leading mechanism in putting “the 2030 Agenda for Sustainable Development” into practice, as well as to follow up on the implementation, and create awareness of various sectors on the Agenda once the document was adopted.
Gist of the “Transforming Our World: The 2030 Agenda for Sustainable Development”;
1. The objective is to eradicate poverty in all its forms and dimensions, which could not be achieved under the MDGs. It also aims to achieve a better balance between the economic, social and environmental dimensions which are the three pillars of sustainable development.
2. The Agenda consists of 5 sections as follows;
2.1 Preamble: A concise introduction on the 2030 Agenda for Sustainable Development, highlighting the 5Ps principle in eradicating poverty and promoting sustainable development: People, Planet, Prosperity, Peace and Partnership.
2.2 Declaration: states a vision of the 2030 Agenda for Sustainable Development, and commitment in eliminating poverty in all dimensions and forms based on the principle of human rights and international laws.
2.3 Sustainable Development Goals and Targets (SDGs & Targets) consist of 17 goals and 169 targets, covering the three main pillars of sustainable development.
2.4 Means of Implementation (MoI) and Global Partnership: underscore the cooperation between developed and developing countries, which cover fund mobilization from the government sector and from the private sector (both domestic and overseas), official development assistance (ODA), capacity enhancement, and environmental-friendly technology transfer through multi-stakeholder collaboration.
2.5 Follow-up and Review: systematic follow-up and review of implementation of this Agenda over the next fifteen years at (a) the national level-- through different approaches, visions, models and tools available to each country, in accordance with its national circumstances and priorities, (b) regional level— by way of existing regional mechanisms or mechanisms decided through regional dialogues, and (c) global level—through High-Level Political Forum (HLFP) which will work coherently with the General Assembly, ECOSOC and other relevant organs and forums, in accordance with existing mandates. The next HLPF, under the auspices of the General Assembly, will take place in 2019. The Agenda also highlights support of statistical capacity-building in developing countries.
Title: Request for approval on extension of timeframe of action plan for Phnom Penh Declaration on the East Asia Summit Development Initiative (B.E. 2557-2558)
The Cabinet approved the proposals made by Ministry of Foreign Affairs as follows;
1. Extension of timeframe for the action plan according to Phnom Penh Declaration on the East Asia Summit (EAS) Development Initiative (B.E.2557-2558), for another 2 years (B.E. 2559-2560)
2. Authorize Minister of Foreign Affairs to officially notify the endorsement of the action plan.
Gist of the action plan according to Phnom Penh Declaration
The objective is to promote cooperation in 1. Environment and energy 2. Education 3. Finance 4. Global public health and diseases 5. Natural disaster management 6. ASEAN connectivity 7. Trade and economy 8. Food security 9. Mechanisms and budget related to the action plan.
The action plan is a guideline to promote development cooperation between countries attending EAS for them to abide by the Declaration in line with an obligation under international laws, and in accordance with regulations and policies of each country. The plan does not intend to establish an obligation in the form of a treaty under international law. Thus, the plan is neither a treaty under international law, nor a contract under Article 23 of the Constitution of the Kingdom of Thailand (Interim) B.E. 2557.
