The Cabinet met on Wednesday, September 30, 2015 at Command Building1, Government House. Some of the resolutions are as follows;

Title: Master Plan on National Defense Industry, B.E. 2558-2563

The Cabinet acknowledged the Master Plan on National Defense Industry, B.E. 2558-2563, proposed by Ministry of Defense, and ordered for the government sector's compliance approach to the Master Plan.

Gist of the matter

Ministry of Defense reported that Master Plan on National Defense Industry has an implementation framework of 6 years during B.E. 2558-2563. Concerned agencies are to incorporate the Master Plan in their annual action plan. The Plan’s objectives are as follows;

1) To be a guideline in the development of national defense industry as part of national defense industry preparation.

2) To be a guideline for related government and private agencies to plan, manage, cooperate, support and integrate in the operations regarding defense industry, which are, national defense industry affairs and structure, related laws and regulations, as well as the development of defense industry technology.

Title: Request for approval on the drafting of Digital Economy Development Plan to replace the Master Plan on Thailand’s Information and Communication Technology

The Cabinet approved the proposal made by Ministry of Information and Communication Technology (ICT) on the drafting of Digital Economy Development Plan to replace the Master Plan on Thailand’s Information and Communication Technology. Ministry of Information Communication Technology was assigned to collaborate with Ministry of Science and Technology to work on the matter.

Gist of the matter

Ministry of Information and Communication Technology (ICT) reported that the development framework under the Digital Economy Development Plan covered five aspects as follows;

1. The development of Hard Infrastructure to be more advanced, stable and have high-quality and capacity to provide services in all areas at reasonable prices and provide easy access and usage for all communities and business sectors.

2. The development of Soft Infrastructure to enhance security and trust in conducting digital transactions for entrepreneurs and workers, which is the fundamental factor that drive Thailand toward the era of digital economy.

3. The development of Service Infrastructure to maximize advantages from digital technology in order to establish Service Platform and Service Innovation within government and private sectors.

4. Digital Economy Promotion aims to establish Digital Business Ecosystem together with the development of digital infrastructure system and make the most use of digital technology in business and digital innovation and industry. A short term goal is to upgrade and improve the competitiveness of Thai business sectors, and the long term goal is to expand economy base and employment rate in a sustainable manner.

5. The development and promotion of digital usage aims to establish Digital Society in Thailand the soonest possible in order to reduce inequality among the people. The inequality results from lack of access to infrastructure, absence of standard system design for the disabled people, inadequacy of knowledge in technology, and the inability to get access to information through high technology.

The Digital Economy Development Plan is the framework for government agencies to use as guideline in establishing, putting in place organization plan and estimating the annual budget plan for the FY2017 for their digital operation.

Title: Joint Statement for 12nd APEC Ministerial Meetings

The Cabinet agreed and approved the proposals made by Ministry of Energy as follows;

1.The Cabinet approved the Cebu Declaration, the joint statement for 12nd APEC Ministerial Meeting to be held at Cebu, Philippines

2.Minister of Energy (or his representative) is authorized to join the adoption of the draft with representatives from other APEC’s member countries.

3.Ministry of Energy and the Thai delegation are authorized to proceed the revision of the draft document where necessary, if not affecting the essence of document or the benefit of Thailand or conflicts with the Cabinet’s previous approval, without seeking for further Cabinet's consideration. Gist of the matter

Ministry of Energy reported that the 12nd APEC Ministerial Meeting is held during October 12-14, 2015 at Cebu, Philippines, under the theme “Towards an Energy Resilient APEC Community”. The Cebu Declaration consists of two main documents that are 1) Declaration of the APEC Energy Ministers Meetingม and 2) Instruction of the APEC Energy Ministers Meeting.

The Cebu Declaration is the document to express joint intent in energy cooperation among APEC’s member countries, aiming to promote security and sustainable energy consumption. The document is a framework for APEC Energy Working Group in different aspects.

Title: Request for approval for ASEAN Convention Against Trafficking in Persons, Especially Women and Children (ACTIP) and ASEAN Plan of Action Against Trafficking in Persons, Especially Women and Children (APA)

The Cabinet agreed and approved the proposals made by Ministry of Foreign Affairs as follows;

1.The Cabinet approved ASEAN Convention Against Trafficking in Persons, Especially Women and Children (ACTIP) and (ASEAN Plan of Action Against Trafficking in Persons, Especially Women and Children (APA). Ministry of Foreign Affairs is authorized to proceed with the revision of the draft document where necessary, if not affecting the essence of document or the benefit of Thailand, without seeking for further Cabinet's consideration.

2.Deputy Prime Minister (Security Affairs) or his representative is authorized to endorse both aforementioned documents at the 10th ASEAN Ministerial Meeting on Transnational Crime (AMMTC) during September 28 - October 1, 2015 in Kuala Lumpur.

3.Prime Minister or his representative is authorized to endorse or sign the draft documents during the 27th ASEAN Summit (in November, 2015)

ASEAN Convention Against Trafficking in Persons, Especially Women and Children (ACTIP) and ASEAN Plan of Action Against Trafficking in Persons, Especially Women and Children (APA) are documents that demonstrate political will of the ASEAN’s member countries in protecting and tackling human trafficking within the region, which is one of the most challenges in achieving the goal of ASEAN Community. The documents are the effort of ASEAN’s member countries in establishing legal framework within the region.
