The Cabinet met on Tuesday, October 6, 2015 at Command Building, Government House. Some of the resolutions are as follows;
Title: Approval on additional public holidays for 2016
The Cabinet approved proposals made by The Secretariat of The Cabinet on additional public holidays for 2016 as follows;
1.The Cabinet approved Friday, May 6, 2016 and Monday, July 18, 2016 as additional public holidays, allowing two long-holiday weekends to stimulate economy and promote tourism-related business sectors.
2.For state enterprises, financial sectors and private sectors, Bank of Thailand and Ministry of Labor are authorized to make appropriate decision in accordance with related laws.
3.In case of agencies, with the duty to provide public services, or are obliged, or are in the process of important tasks on aforementioned holidays, which if canceled or postponed, would affect the services, head of each agency is authorized to make an appropriate decision to avoid any disruption to the government services and the public.
Title: Request for approval on the draft documents to be endorsed at the 14th ASEAN Socio – Cultural Community Council Meeting (ASCC)
The Cabinet agreed and approved proposals made by Ministry of Social Development and Human Security as follows;
1.The Cabinet approved five documents as follows;
1.1 ASEAN Socio – Cultural Community 2025 Blueprint
1.2 Kuala Lumpur Declaration on Ageing : Empowering Older Persons in ASEAN)
1.3 Regional Framework and Action Plan to implement the ASEAN Declaration on Strengthening Social Protection
1.4 The draft document of ASEAN Regional Plan of Action on Elimination of Violence against Children
1.5 The draft document of ASEAN Regional Plan of Action on Elimination of Violence against Women
2.Ministry of Social Development and Human Security or his representative attending the 14th ASEAN Socio – Cultural Community Council Meeting (ASCC) is authorized to endorse the draft documents in 1.
3.Ministry of Social Development and Human Security is authorized to proceed with the revision of the draft document, if not affecting the essence of document or the benefit of Thailand, without seeking for further Cabinet's consideration.
Title: Draft Joint Ministerial Statement of the 33th ASEAN Ministers on Energy Meeting (AMEM) and related meetings
The Cabinet agreed and approved proposals made by Ministry of Energy as follows;
1.The Cabinet agreed on the draft joint statement of the 33th ASEAN Ministers on Energy Meeting (AMEM), the draft joint statement of the 12nd ASEAN+3 (China, Japan and Korea) Ministers on Energy Meeting, the draft joint statement of the 9th East Asia Ministers on Energy Meeting and the draft joint statement of the 5th ASEAN Ministers on Energy and International Energy Agency.
2.Ministry of Energy (or his representative) is authorized to join Energy Ministers from the aforementioned member states, in endorsing the draft document.
3.Ministry of Energy and Thai delegation attending the meetings is authorized to proceed with the revision of the draft document of the 33th ASEAN Ministers on Energy Meetings and related meetings, if not affecting the essence of document or the benefit of Thailand or conflicts with the Cabinet’s approval, without seeking for further Cabinet's consideration.
Title: Thailand’s membership in International Network for Bamboo and Rattan (INBAR)
The Cabinet agreed and approved proposals made by Ministry of Natural Resources and Environment as follows;
1.The Cabinet agreed on Thailand’s membership in the International Network for Bamboo and Rattan (INBAR). Royal Forest Department and Ministry of Natural Resources and Environment are authorized as main agencies for the operation.
2.Ministry of Foreign Affairs is authorized to proceed with the accession process, after receiving approval on Agreement in the Establishment of the International Network for Bamboo and Rattan (INBAR) from INBAR Council.
3.The Cabinet approved in principle budget allocation as an annual subsidy to Royal Forest Department for an annual membership fee of $25,000 (in equivalent to 825,000 Baht, current exchange rate) throughout the country’s membership, from FY2016 onwards.
Title: Request for approval on Joint Ministerial Statement for the 9th APEC Transport Ministerial Meeting
The Cabinet agreed and approved proposals made by Ministry of Transport as follows;
1.The Cabinet agreed on the Joint Ministerial Statement for the 9th APEC Transport Ministerial Meeting. Thai delegation to the meeting is authorized to proceed with the revision of the draft document, if not affecting the essence of document or the benefit of Thailand, without seeking for further Cabinet's consideration.
2.Minister of Transport or his representative is assigned to attend the meeting to endorse the joint statement.
Gist of the Joint Ministerial Statement for the 9th APEC Transport Ministerial Meeting
1.Comprehensive upgrade of transport
Realizing the importance of comprehensive upgrade of transport to enhance people’s productivity which would stimulate economic growth, APEC Transport Ministers, reinforce the proposal on the framework for comprehensive upgrade of transport within APEC region.
2.Development of sustainable transport system
Emphasize on abiding by international security and safety in all aspects of transport, along with promoting economic zone to develop energy-efficient and environmental-friendly transport system
3.Promotion of transport innovation
Improving safety and environmental-friendly vehicles, along with promoting economic zones to adopt smart transport system in order to enhance efficiency and effectiveness in transport.
4.Promotion of productivity
Suggest APEC Transport Working Group to continue supporting the promotion of productivity, together with APEC Human Resources Development Working Group, and explore further projects and methods in operating in accordance with the regulations of International Civil Aviation Organization and International Maritime Organization in terms of security and safety in air and sea transport
5.Promotion of women’s roles in transport sector
Express appreciation to APEC Women in Transport Working Group in launching projects and measures to promote women’s roles in transport and in exchanging of best practices to expand educational opportunities, as well as exploration, preservation of women leadership
6.Cooperation between different groups
Emphasize on the significance of cooperation between working groups both internal and external of APEC in order to achieve the objectives of APEC Transport Working Group
