The Cabinet met on Tuesday, October 20, 2015 at Command Building 1, Government House. Some of the resolutions are as follows;

Title: Revision of tax measures to facilitate establishment of international headquarters (IHQ)

The Cabinet approved proposals made by Ministry of Finance to amend tax measures to facilitate establishment of international headquarters (IHQ) through exemption of specific business tax for revenues earned from IHQ’s financial management scheme. This is in effect from May 2, 2015.

Title: Draft Post-2015 ASEAN Declaration on Environmental Sustainability and Climate Change and Draft ASEAN-China Strategy on Environmental Cooperation 2016-2020

The Cabinet approved proposals made by Ministry of Natural Resources and Environment as follows:

1.The Cabinet agreed on Draft Post-2015 ASEAN Declaration on Environmental Sustainability and Climate Change and Draft ASEAN-China Strategy on Environmental Cooperation 2016-2020

2.Minister of Natural Resources and Environment or his representative is authorized to endorse the Draft Declaration and the Draft Strategy.

3.Ministry of Natural Resources and Environment is authorized to amend the draft documents where necessary, if not affecting gist of the documents or the benefits of Thailand, and endorse the drafts as appropriate.

Gist of the matter

Draft Post-2015 ASEAN Declaration on Environmental Sustainability and Climate Change aims to express political will of ASEAN member countries in developing Environmental Document and ASEAN Socio-Cultural Community Attendant Document, in accordance with ASEAN Post-2015 Vision. Support will be provided to member countries in implementing measures for the reduction of greenhouse gas emission and adjustment to climate change, as well as exchanging of regional and global cooperation in order to reduce the impact of climate change. Emphasis will also be made on cross-border pollutions, limited clean water sources and water management, sustainable production and consumption, sustainable use of biodiversity, reduction of ecosystem destruction, chemical and waste management, promotion of sustainable green city, as well as marine resource and coastal conservation, in order to achieve Sustainable Development Goals (SDGs).

Draft 2016-2020 ASEAN-China Strategy on Environmental Cooperation

The draft covers ongoing cooperation from the 2009-2015 Strategy which focuses on preventing and tackling environmental issues both within ASEAN and outside of the region. The draft also aims to create knowledge and develop potential human resource in environment, as well as to tackle new environmental challenges within ASEAN region.

Title: Putrajaya Joint Declaration on ASEAN Post-2015 Priorities towards an ASEAN Citizen-Centric Civil Service

The Cabinet approved Putrajaya Joint Declaration on ASEAN Post-2015 Priorities towards an ASEAN Citizen-Centric Civil Service as proposed by Office of the Civil Service Commission (OCSC).

Gist of the Joint Declaration

1.Establish good governance, uphold ethical conduct and support civil servant cooperation by encouraging regular contributions and discussions for mutual benefits of ASEAN member states

2.Encourage effective cooperation and promote competitiveness enhancement of civil servants in order to reduce development gap among ASEAN member states

3.Encourage technical cooperation on civil services between ASEAN member states especially with regard to competitiveness enhancement, public services, and administrative reform

4.Set Good Regulatory Practices (GRP) as first priority in handing down government policies across the ASEAN region through relevant rules and regulations and participation of stakeholders in order to create strong linkage, better provision of public services, and to ensure inclusive and sustainable development.

5.Promote better livelihood of people in the ASEAN region through highest standard of professionalism, efficiency and effectiveness. Participation, response, transparency, and responsibility in civil services are emphasized.

6.Establish and promote networking and partnership both domestically and between ASEAN member states

7.ASEAN Conference on Civil Service Matters, with an assistance of an ASEAN Secretariat Working Group, was assigned to implement the above to attain tangible achievement under an action plan of (2016-2020) with regular monitoring and report on progress

8.Encourage ASEAN to be the people community with people-centeredness, in line with ASEAN Post-2015 vision.

Title: Request for approval on the Draft Kuala Lumpur Declaration on ASEAN Community Vision 2025 and ASEAN Community Vision 2025

The Cabinet approved proposals made by Ministry of Foreign Affairs as follows:

1.The Cabinet approved the Draft Kuala Lumpur Declaration on ASEAN Community Vision 2025, and ASEAN Community Vision 2025. Ministry of Foreign Affairs is authorized to amend the draft documents where necessary, if not affecting gist of the document or the benefit of Thailand, without further Cabinet’s consideration.

2.Minister of Foreign Affairs, as members of ASEAN Coordinating Council (ACC), is assigned to notify cabinet’s endorsement on the Draft Kuala Lumpur Declaration on ASEAN Community Vision 2025, ASEAN Community Vision 2025, and ASEAN Community Blueprints on the Three Pillars to Malaysia, as ASEAN chair, by October 20, 2015 as scheduled.

3.The Prime Minister is to endorse the Draft Declaration to adopt ASEAN Community Vision 2025, as well as ASEAN Political-Security Community Blueprint, ASEAN Economic Community Blueprint, and ASEAN Social and Culture Community Blueprint at the 27th ASEAN Summit during November 21-22, 2015 in Kuala Lumpur.
