The Cabinet met on Tuesday, November 10, 2015 at Command Building 1, Government House. Some of the resolutions are as follows;
Title: The 21st Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) Ministerial Meeting and Draft Joint Media Statement of the 21st Indonesia-Malaysia-Thailand Growth Triangle Ministerial Meeting
The Cabinet approved proposals made by Office of the National Economic and Social Development Board (NESDB) as follows:
1.The Cabinet approved appointment of Minister of Transport Arkom Termpittayapaisith as head of the Thai delegation and Minister of the Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) Framework responsible for the monitoring of Thailand’s work progress under IMT-GT Framework. Transport Minister is also appointed as head of the Thai delegation to attend the 21st Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) Ministerial Meeting on November 13, 2015 at Alor Star, Kedah, Malaysia and to act as head of Thai ministerial delegation for IMT-GT Framework of the future.
2.The Cabinet approved the Draft Joint Media Statement of the 21st Indonesia-Malaysia-Thailand Growth Triangle Ministerial Meeting. NESDB is authorized to amend the draft document where necessary, if not affecting gist of the document, without further submitting to the Cabinet for its consideration.
Gist of the matter
Benefits of Thailand in attending the 21st Indonesia-Malaysia-Thailand Growth Triangle Ministerial Meeting:
1.To be able to adopt IMT-GT Framework in 6 areas of cooperation at the ministerial level in order to develop relevant strategy, plan, and budget plan.
2.To boost confidence of IMT-GT domestic and foreign investors to invest in the areas of cooperation that have potential in strengthening and linking supply chains between the three countries, especially Malaysian–Thailand Special Border Economic Zone, in order to increase economic activities of the three nations and to reduce development gap.
Title: Request for approval on Draft Documents to be signed or endorsed at the 27th ASEAN Summit and other related Summits
The Cabinet approved proposals made by Ministry of Foreign Affairs as follows:
1.The Cabinet approved 13 draft outcome documents. Ministry of Foreign Affairs is authorized to amend the draft documents where necessary, if not affecting gist of the document or the benefit of Thailand without submitting to the Cabinet for further consideration.
2.Prime Minister or his representative is authorized to sign or endorse the draft outcome documents. 3.Minister of Foreign Affairs or his representative is authorized to issue approval letter on the draft work plan in order to implement ASEAN-US (Enhanced/Strategic) Partnership (2016-2020).
The 13 draft outcome documents to be approved/endorsed at the Summit are as follows:
1. Draft Kuala Lumpur Declaration on the Establishment of the ASEAN Community 2015
2. Draft Joint Statement on ASEAN-US Strategic Partnership
3. Draft Plan of Action on ASEAN-US (Enhanced/Strategic) Partnership (2016-2020)
4. Draft Plan of Action for implementing Joint Declaration on ASEAN-China Strategic Partnership for Peace and Prosperity (2016-2020)
5. Draft Joint Statement of heads of states of ASEAN-New Zealand on the occasion of 40th Anniversary of ASEAN-New Zealand dialogue relation: Strategic Partnership to Mutual Benefit and Prosperity
6. Draft Report to monitor work progress following the suggestion of the East Asia Vision Group (EAVG 2)
7. Draft Joint Statement of leaders of ASEAN+3 on promoting regional economic growth and financial stability
8. Draft Kuala Lumpur Declaration on 10th Anniversary of East Asia Summit
9. Draft Joint Statement of East Asia Summit on Global Middle Way Approach
10. Draft Joint Statement of East Asia Summit on Maritime Cooperation in the Asia-Pacific
11. Draft Joint Statement of East Asia Summit on Countering Violent Extremism
12. Draft Joint Statement of East Asia Summit on Cyber Security
13. Draft Joint Statement of the 10th East Asia Summit on promoting regional cooperation for health security related to the spread of infectious diseases, some with pandemic potential.
Title: Important Documents to be endorsed at the 23rd APEC Economic Leaders Meeting and the 27th APEC Ministerial Meeting
The Cabinet approved proposals made by Ministry of Foreign Affairs as follows:
1.The Cabinet approved Draft Joint Declaration of the 23rd APEC Economic Leaders Meeting. Prime Minister is authorized to endorse the draft document on November 19, 2015.
2.The Cabinet approved Draft Joint Statement of the 27th APEC Ministerial Meeting. Minister of Foreign Affairs and Minister of Commerce are authorized to endorse the draft document on November 17, 2015.
3.Ministry of Foreign Affairs and Ministry of Commerce are authorized to amend both of the draft documents where necessary, if not affecting gist of the document or benefit of Thailand, without submitting to the Cabinet for further consideration.
Gist of the 23rd APEC Economic Leaders Meeting provides detail on the work results according to various APEC 2015 Agenda Priorities
1) Enhancing the Regional Economic Integration Agenda;
2) Fostering SME’s Participation in Regional and Global Economy;
3) Investing in Human Capital Development; and
4) Building Sustainable and Resilient Communities.
Joint Statement of the 27th APEC Ministerial Meeting: is the implementation to achieve the vision “Building Inclusive Economies, Building a Better World” on the following key priorities
(1) Enhancing the Regional Economic Integration
(2) Fostering SMEs’Participation in Regional and Global Markets
(3) Investing in Human Capital Development
(4) Building Sustainable and Resilient Communities
Title: Registration of migrant workers in seafood processing industry to eliminate IUU Fishing and reorganization of Vietnamese migrant workers employment system
The Cabinet agreed on the registration of migrant workers in seafood processing industry in order to solve the problem of IUU Fishing, and reorganization of Vietnamese migrant workers employment system, as proposed by Ministry of Labor as follows:
1. Registration of migrant workers in seafood processing industry Allow Myanmar, Lao and Cambodian migrant workers who intend to work in seafood processing industry, including entourages which is the offspring of the migrant workers aged under 15 years old, to stay in the country on a temporary basis to work for 1 year while waiting for deportation. During the one-year employment, the workers are allowed to proceed with nationality verification, which can be done at the (Myanmar, Laos, Cambodia) Embassy in Thailand.
2. Reorganization of Vietnamese migrant workers employment system will be implemented in two directions: (excluding entourage)
2.1 Allow Vietnamese migrant workers to work on a temporary basis
Allow Vietnamese migrant workers to stay in Thailand for 30 days for visa application and approval, medical check-up, health insurance and work permit application according to the migrant labor laws
2.2 Import of Vietnamese labors
The Vietnamese Government notified that 10 recruitment agencies would be assigned as official agencies to export workers to Thailand. As for the Thai side, decision has yet to be made, but the Thai Government might follow the direction approved by the cabinet on March 3, 2015 which assigned National Fisheries Association of Thailand to liaise with the recruitment agencies. Similar gesture was approved for the construction sector where Construction Industry Association of Thailand under Royal Patronage is authorized to act as the liaison office.
Ministry of Labor is assigned to set direction for the import of Vietnamese labors in a transparent, facilitating, and prompt manner before submitting to National Operation Center on Prevention and Suppression of Human Trafficking (NOCHT) for its approval.
