The Cabinet met on Tuesday, December 1, 2015 at Command Building 1, Government House. Some of the resolutions are as follows;
Title: Action Plan on Transport (Urgent Phase) 2016 for the mobilization of national infrastructure investment and Guideline on Transport Infrastructure Development along E – W Corridor
The Cabinet acknowledged the implementation of Ministry of Transport on the mobilization of key transport infrastructure projects in accordance with the Action Plan on Transport (Urgent Phase) for 2016 for the mobilization of national infrastructure investment and Guideline on Transport Infrastructure Development along E – W Corridor.
Gist of the matter
Ministry of Transport report on preparation of the Action Plan on Transport (Urgent Phase) 2016 for the mobilization of national infrastructure investment and Guideline on Transport Infrastructure Development along E – W Corridor as follows:
1) Objective: To mobilize and monitor the investment on national infrastructure
2) Ministry of Transport deliberated 20 mega projects under Thailand's Transport Infrastructure Development Plan 2015-2022 which are ready for the bidding process by 2015-2017, worth 1,796,385.77 million Baht. The 20 mega projects are divided into 2 categories based on implementation readiness as follows:
2.1) Mega projects that are already approved for implementation by the Cabinet and are ready for the bidding process in 2015 (first quarter of fiscal year 2016): 6 projects with the total investment of 186,307.55 million Baht
1) Chumthang Jira-Khon Kaen Dual-Track Rail Construction Project
2) Pattaya-Maptaphut Motorway Construction Project
3) Bang Pa-in – Saraburi – Nakhon Ratchasima Motorway Construction Project
4) Development of Coastal Terminal A at Laem Chabang Port
5) Development of Rail Transfer Terminal at Laem Chabang Port Phase 1
6) Development of Suvarnabhumi Airport Phase 2
2.2) Major investment projects that are ready and can launch the bidding in 2016-2017: 14 following projects:
1) The Bang Yai - Nakhon Pathom - Kanchanaburi motorway project
2) Dual track rail system development projects (Meter Gauge): 4 project:

Title: Hosting of ITU Telecom World 2016
The Cabinet approved proposals made by Ministry of Information and Communication Technology as follows.
1. The Cabinet approved in principle for Thailand, through Ministry of Information and Communication Technology and National Broadcasting and Telecommunication Commission, on hosting of ITU Telecom World 2016 in 2016.
2. Ministry of Information and Communication Technology is authorized, on behalf of Thai government, to submit the application to host ITU Telecom World 2016 and deliberate draft agreement together with concerned Thai agencies. This includes negotiations with International Telecommunication Union (ITU) for the country’s best interests. Ministry of Information and Communication Technology will propose the draft agreement between Thai government and ITU for Cabinet's approval before signing.
Gist of the matter
Ministry of Information and Communication Technology reported that:
ITU Telecom World is a global event to organize exhibition on advanced ICT and telecommunication. It is participated by governmental agencies and leading businesses around the world who will showcase their innovations and technologies. The exhibition also features academic forums on various topics related to ICT and telecommunication. ITU Telecom World is organized annually on a region-rotation basis. ITU Telecom World Exhibition is divided into 3 parts:
(1) Exhibition on ICT and telecommunication innovations and latest technologies,
(2) Academic Forums, and
(3) Networking Activities such as official functions and receptions.
ITU has sent an invitation letter for Thailand to consider applying for the hosting of ITU Telecom World 2016.
Title: Strategies on Preventing and Combatting Transnational Crimes 2015-2021
The Cabinet approved the implementation of Strategies on Preventing and Combatting Transnational Crime 2015-2021, proposed by Office of the National Security Council, as operating guideline of related governmental agencies on preventing and combatting transnational crimes.

Office of the National Security Council reported that:
It has collaborated with related agencies to draft Strategies on Preventing and Combatting Transnational Crimes 2015-2021 to be implemented as operating framework of concerned agencies for preventing and combatting transnational crimes.
Gist of the draft Strategies on Preventing and Combatting Transnational Crimes 2015-2021 is composed of 2 parts:
1) introduction, and
2) body, which includes goal, objective, strategies, and success factors.
Title: Draft Action Plan for the mobilization, promotion, acceleration, and follow up of IPv6 in Thailand: Phase 2 (2016-2018)
The Cabinet approved the proposals made by Ministry of Information and Communication Technology as follows.
1. The Cabinet acknowledged performance report according to Action Plan for the mobilization, promotion, acceleration, and follow up of IPv6 in Thailand (2013-2015)
2. The Cabinet approved Action Plan for the mobilization, promotion, acceleration, and follow up of IPv6 in Thailand: Phase 2 (2016-2018)
3. Ministry of Information and Communication Technology is authorized to act as main agency to oversee the implementation of Action Plan for the mobilization, promotion, acceleration, and follow up of IPv6 in Thailand: Phase 2 (2016-2018), and is responsible for requesting of IPv6 numbers from Asia Pacific Network Information Centre (APNIC) for governmental and related agencies.
4. Concerned agencies are assigned to implement activities specified in the Action Plan for the mobilization, promotion, acceleration, and follow up of IPv6 in Thailand: Phase 2 (2016-2018).
