The Cabinet met on Tuesday, December 15, 2015 at Command Building I, Government House. Some of the resolutions are as follows;
Title: Training program for increasing productivity of farmers who suffered from 2015/2016 drought disaster, and agricultural product price problem in
The Cabinet agreed on training program for increasing productivity of farmers who suffered from 2015/2016 drought disaster, and agricultural product price problem as proposed by Ministry of Agriculture and Cooperatives.
Gist of the matter
Ministry of Agriculture and Cooperatives reported that in order to provide support to farmers who suffered from 2015/2016 drought disaster and agricultural product price problem, Ministry of Agriculture and Cooperatives has cooperated with concerned agencies to implement training program in a form of knowledge exchange in various aspects, including technology transfer. The program aims to educate farmers, and enable them to make a living and earn extra income during drought crisis. It is an integrative program with the cooperation of related agencies through Agricultural Productivity Promotion and Education Center (a total of 882 centers) which serves as training venue and learning center for farmers across the nation. The Program is to be implemented during February 1 - May 31, 2016 with a total of 5 training groups. The objectives are as follows:
1. To provide the farmers with learning and training opportunity for sustainable self-development and adjustment under changing social, economic, and environmental contexts, and to lay groundwork for long-term agricultural development.
2. To create common understanding among the farmers for them to be able to mobilize the country according to the People’s State policy.
3. To alleviate the impact of drought crisis and enable farmers to make a living during this difficult time, as well as to take the opportunity in restructuring agricultural production according to social geographic and market conditions.
4. To create circular economy within the community and strengthen network of farmers who received the training.
Title: Request for signing of draft joint statement of the 2nd Thailand-Cambodia Joint Cabinet Retreat
The Cabinet approved proposals made by Ministry of Foreign Affairs as follows:
1. The Cabinet agreed with Draft Joint Statement of the 2nd Thailand-Cambodia Joint Cabinet Retreat.
2. Minister of Foreign Affairs is authorized as signatory of the draft document together with deputy prime minister and Cambodian minister of foreign affairs.
3. Should there be any amendment in wording or gist of the draft joint statement at the 2nd Thailand-Cambodia Joint Cabinet Retreat, which is not against principle of the document the Cabinet has approved, Ministry of Foreign Affairs is authorized to proceed, and later inform the Cabinet accordingly of the aforementioned amendment.
Gist of the draft Joint Statement is to identify initiatives, key issues and future cooperation between Thailand and Cambodia. It is consisted of the issues on
1) politics and security cooperation;
2) economic cooperation;
3) social, cultural and educational cooperation, as well as setting up of mechanisms to mobilize aforementioned cooperation.
Title: Protocol on consultations and cooperation between Ministry of Foreign Affairs of Thailand and Ministry of Foreign Affairs and Cooperation of Morocco
The Cabinet agreed on the proposals made by Ministry of Foreign Affairs as follows:
1. The Cabinet approved Protocol on consultations and cooperation between Ministry of Foreign Affairs of Thailand and Ministry of Foreign Affairs and Cooperation of Morocco. Ministry of Foreign Affairs is authorized to amend the draft Protocol, where necessary, if not affecting gist of the document or the benefits of Thailand, without submitting to the cabinet for further consideration.
2. Minister of Foreign Affairs or his representative is authorized to endorse the Protocol.
Gist of the Protocol is as follows:
1. Objectives: to strengthen bilateral relations, develop cooperation and facilitate state visits, as well as organization of meetings between Ministry of Foreign Affairs of Thailand and Ministry of Foreign Affairs and Cooperation of Morocco.
2. Both parties will promote discussion and exchange of views regarding bilateral cooperation, covering all aspects in which both parties have mutual interests, especially in politics, economy, trade, investment, finance, industry, education, society, sport, sciences, innovation and technology. The exchange of views also includes regional aspects and international issues.
3. The Protocol will go into effect on the date of endorsement and will take effect until any party terminates the contract upon a written notice 6 months in advance.
4. The Protocol is an agreement between agencies. It does not intend to establish an obligation in the form of a treaty under international law. The draft Protocol is neither a treaty under international law, nor a contract under Article 23 of the Constitution of the Kingdom of Thailand (Interim) B.E. 2557.
Title: Approval on outcome of the 4th Joint Committee's Meetings on Trade, Investment and Economic Cooperation between Thailand and China
The Cabinet approved proposals made by Ministry of Commerce as follows:
1. The Cabinet agreed on the draft Agreed Record of the Forth Meeting of the Joint Committee on Trade, Investment and Economic Cooperation between the Government of Thailand and the Government of the People’s Republic of China.
2. Deputy Prime Minister (Somkid Jatusripitak) or his representative is authorized to endorse the draft Agreed Record of the Forth Meeting of the Joint Committee on Trade, Investment and Economic Cooperation between the Government of Thailand and the Government of the People’s Republic of China.
3. The signatory is authorized to amend the draft, where necessary, if not affecting gist of the document or the benefit of Thailand, without submitting to the cabinet for further consideration.
Gist of the matter
Agreed Record of the Forth Meeting of the Joint Committee on Trade, Investment and Economic Cooperation between the Government of Thailand and the Government of the People’s Republic of China is the draft meeting minutes of the 4th JC Economic Meeting, covering economic cooperation directions between Thailand and China in the following aspects:
1) Bilateral trade and investment;
2) Cooperation on public utilities and projects
3) Science and technology cooperation and space cooperation;
4) Cooperation on sanitary and phytosanitary measures;
5) Financial cooperation;
6) Tourism cooperation;
7) Energy cooperation;
8) Space and Technology cooperation;
9) Local cooperation; and
10) Regional Economic integration.
Title: Request for approval on Memorandum of Understanding between Thai and Cambodian governments on the development of cross-border control facilities, the construction of a border bridge and access roads at Ban Nong Ian in Aranyaprathet district and Stung Bot in Cambodia’s Banteay Meancheay province
The Cabinet approved proposals made by Ministry of Transport as follows:
1.The Cabinet agreed on Memorandum of Understanding between Thai and Cambodian governments on the development of cross-border control facilities, the construction of a border bridge and access roads at Ban Nong Ian in Aranyaprathet district and Stung Bot in Cambodia’s Banteay Meancheay province. Should there by any amendment, if not affecting gist of the document or the benefist of Thailand, Ministry of Transport is assigned to discuss with Ministry of Foreign Affairs in order to proceed accordingly without submitting to the cabinet for further consideration.
2.Minister of Tranport or his representative is authorized to endorse the draft document on behalf of Thailand and establish concerned working group according to the MOU.
3.Ministry of Foreign Affairs is to issue the Full Power for Minister of Transport or his representative for the signing of the document.
