The Cabinet met on Tuesday, December 22, 2015 at Command Building I, Government House. Some of the resolutions are as follows;
Title: Establishment of Competitiveness Enhancement Fund for Targeted Industries (Draft Competitiveness Enhancement Fund for Targeted Industries Act, B.E….)
The Cabinet approved in principle of the draft Competitiveness Enhancement Fund for Targeted Industries Act, B.E…., as proposed by Ministry of Finance, and made order for the draft Act to be forwarded to the Office of Council of State, and Coordinating Committee of National Legislative Assembly respectively for their review, before submitting to National Legislative Assembly for approval.
Gist of the Draft Act
1. To establish “Policy Committee on Competitiveness Enhancement Fund for Targeted Industries”, which is authorized to conduct policy-making, as well as plan and strategy on competitiveness enhancement for targeted industrial sectors in a bid to achieve the Bill’s objectives. The Committee is also responsible for setting rules, regulations and criteria for granting of fund and other related benefits to the approved enterprises, as well as developing policies and guidelines on selection, negotiation, etc. The Committee is also authorized to appoint sub-committee for selection and negotiation and other sub-committees, where necessary.
2. To establish “Competitiveness Enhancement Fund for Targeted Industries”, which aims to promote investment in 10 targeted industries.
3. Funding will be from the Government’s subsidies, donations, and the Fund’s interests and benefits.
4. Funding will be for the expenses on investment, R&D and innovation, and development of human resources, as well as other expenses associated with targeted industries.
5. At the end of every fiscal year, should the Fund’s gross reserve more than 10 billion Baht, the excess reserve after the 10 billion Baht will be sent to the treasury as national income. However, should there be less than 10billion Baht left under the Fund, the government will make subsidies.
6. To establish “Management Committee on Competitiveness Enhancement Fund for Targeted Industries”, which is authorized to make funding approval, evaluate recipient performances, etc.
Title: Request for approval of projects/programs and budget for the implementation of Digital Economy and Society
The Cabinet approved proposals made by Ministry of Information and Communication Technology as follows:
1.The Cabinet agreed on projects/programs and budget for the implementation of Digital Economy and Society for a total budget of 3,755,643,200 Baht in order to promote key policy of the government in enhancing economic efficiency and to support economic sector as well as to lay foundation for the Digital Economy and Society implementation.
2.Ministry of Information and Communication Technology is authorized to extend debt incurrence period of the FY2014 reserved budget for Wi-Fi Network Development Project (3,755,643,200 Baht) to be used for the implementation of Digital Economy and Society. 3.Ministry of Information and Communication Technology is authorized to coordinate with Bureau of the Budget and Ministry of Finance with regard to list of budget expenditures and budget disbursement. 1.5 Developing Smart City through application of digital technology
1.6 Developing Digital Workforce
2. There are 8 programs/projects and budget as follows:

2.3 Program on establishment of Quality Society through digital technology
2.4 Program on promotion of Digital Society in SMEs

Title: Direction and strategic framework of the 12th National Economic and Social Development Plan (B.E. 2560 - 2564)
The Cabinet acknowledged and agreed on proposals made by Office of the National Economic and Social Development Board (NESDB) as follows:
1. The Cabinet acknowledged guideline for the development of 12th National Economic and Social Development Plan for FY2016, which comprises implementation timeframe, composition and authorization of Sub Committees on the development of specific aspects of the 12th National Economic and Social Development Plan.
2. The Cabinet approved platform, structure and strategic framework for the development of the 12th National Economic and Social Development Plan.
Platform and structure of the 12th National Economic and Social Development Plan comprises 4 parts as follows:
Part 1 Principle framework of the 12th National Economic and Social Development Plan
Part 2 Assessment of Country's current situation
Part 3 Objectives and overall goal
Part 4 National development strategies
There are 10 key strategies as follows:
1. Strategy on promoting and developing human resource capacity
2. Strategy on building justice and reducing social inequality
3. Strategy on enhancing economy and competitiveness
4. Strategy on environmentally friendly growth for sustainable development
5. Strategy on security
6. Strategy on enhancing efficiency and good governance in government sector
7. Strategy on developing infrastructure and logistics system
8. Strategy on science, technology, research and innovation
9. Strategy on development of city and economic zone
10. Strategy on foreign affairs, neighboring countries and region
