The Cabinet met on Tuesday, December 29, 2015 at Command Building I, Government House. Some of the resolutions are as follows;
Title: Request for approval on Strategy for Thai Fruit Development, B.E. 2558-2562
The Cabinet approved in principle Strategy for Thai Fruit Development, B.E. 2558-2562 as proposed by Ministry of Agriculture and Cooperatives, and ordered the Ministry to set the Strategy’s timeframe in accordance with that of the National Economic and Social Development Plan. Ministry of Agriculture and Cooperatives was also ordered to coordinate with Ministry of Tourism and Sports and National Economic and Social Development Board on the matter.
Gist of the matter
Ministry of Agriculture and Cooperatives reported that
1. Based on the cabinet’s resolution on June 16, 2009, Strategy on Thai Fruit Development, B.E. 2553-2557, as proposed by Ministry Agriculture and Cooperatives, was approved in principle. The Ministry and related agencies had implemented projects under Strategy for Thai Fruit Development, B.E. 2553-2557 on 6 economic fruits, that is, rambutan, mangosteen, lanzones, durian, mango and longan.

First priorities and ongoing operations for further implementations are development of agricultural productivity, strengthening of agricultural institutes for quality fruit producers, development of processed fruit products for value-added, development of domestic market and export markets, and improvement of database system.
2. Since the Strategy for Thai Fruit Development B.E, 2553-2557 expired, Fruit Development and Management Committee has agreed on April 23, 2015 on the new Strategy for Thai Fruit Development, B.E. 2558-2562, and submitted to the cabinet for its approval.
3. Coordinating agencies comprise Ministry of Agriculture and Cooperatives, Ministry of Commerce, Ministry of Interior, Ministry of Finance, Ministry of Foreign Affairs, Ministry of Health, Ministry of Tourism and Sports, Prime Minister Office, National Research Council of Thailand (NRCT), and private agencies, such as Thai Hotel Association and Thai Airways International Public Company Limited.
4. Operation plan
4.1 Phase 1 (B.E. 2558-2560) aims to create groups and network, and strengthen agricultural institutes for quality fruit producers through promotion of agricultural productivity, implementation of GAP and GMP certifications and agriculture product standard.
4.2 Phase 2 (B.E. 2561-2562) aims to develop processed fruit products for value-added in a bid to expand domestic and international markets. The plan is to develop logistics and traceability system to add value of fresh and processed fruit for export.
Title: The 9th ASEAN Ministers Meeting on Rural Development and Poverty Eradication (AMRDPE) and related meetings
The Cabinet approved proposals made by Ministry of Interior as follows:
1. Agencies responsible for projects and activities under the Framework Action Plan on Rural Development and Poverty Eradication (FAPRDPE 2016-2020) are to implement the projects and activities within specified timeframes.
2. Bureau of the Budget is authorized to acquire budget for concerned agencies to implement projects and activities under FAPRDPE 2016-2020
Title: Hosting of the 14th Asia Cooperation Dialogue Ministers Meeting and the 2nd Asia Cooperation Dialogue Summit and related meetings
The Cabinet agreed on proposals made by Ministry of Foreign Affairs as follows:
1. The Cabinet agreed for Thailand to host the 14th Asia Cooperation Dialogue Ministers Meeting during March 9-11, 2016 in Bangkok.
2. The Cabinet agreed in principle on hosting of the 2nd Asia Cooperation Dialogue (ACD) Summit and related meetings during September and December in Bangkok.
3. The Cabinet ordered for appointment of committees and working groups, comprising related government offices to organize the 2nd ACD Summit and related meetings.
Title: Outcome of official visit of Cambodian Prime Minister and the 2nd Thai-Cambodian Joint Cabinet Retreat (JCR)
The Cabinet acknowledged report made by Ministry of Foreign Affairs as follows:
1.The Cabinet acknowledged the outcome of official visit of Cambodian Prime Minister and the 2nd Thai-Cambodian Joint Cabinet Retreat (JCR), and ordered related agencies to put into practice issues agreed at the JCR. 2.The Cabinet acknowledged request for a soft loan from Thailand for the development of Stung Bot checkpoint and Access Road to National Road No.5 project in Cambodia, for an amount of 928 million Baht with 1.5% interest, and grant aid for construction of Nong Ean-Stung Bot border crossing bridge for an amount of 170 million Baht. Ministry of Finance is to be responsible for soft loan provision, while Ministry of Transport will be responsible for provision of grant aid.
Title: Progress report on eliminating IUU Fishing
The Cabinet agreed with the following report:
1. The Cabinet acknowledged and agreed on progress report on elimination of IUU fishing, including remedial payment made to 873 fishermen affected from government’s implementations related to elimination of IUU fishing by Command Center for Combating Illegal Fishing (CCCIF).
2. The Cabinet assigned Office of the National Security Council and Minister of Interior to make a report on impact of a permission to allow illegal migrant workers to continue working in Thailand 4 years without returning home to EU representative in January 2016.
Title : Appointment of Thai delegate in ASEAN Intergovernmental Commission on Human Rights 2016-2018
The Cabinet agreed on the following proposal made by Ministry of Foreign Affairs:
1. The Cabinet agreed on Dr. Seree Nonthasoot’s appointment as Thai delegate in ASEAN Intergovernmental Commission on Human Rights (AICHR) for the term January 1, 2016 to December 31, 2018.
2. Ministry of Foreign Affairs is requested to issue a notification letter on the appointment of Dr. Seree Nonthasoot as Thai delegate in ASEAN Intergovernmental Commission on Human Rights 2016-2018 to ASEAN Secretariat and member states.
Title: Hosting of the 11st International Olympiad on Astronomy and Astrophysics (IOAA) in Thailand in 2017.
The Cabinet acknowledged the hosting of the 11st International Olympiad on Astronomy and Astrophysics (IOAA) in Thailand during November 27 - December 6, 2017 at Prince of Songkla University, Phuket Campus as proposed by Ministry of Education.
Gist of the matter
Ministry of Education reported that the Foundation for Promotion of Academic Olympiad and Development of Science Education under the Patronage of Her Royal Highness Princess Galyani Vadhana (POSN), chaired by Her Royal Highness Princess Maha Chakri Sirindhorn, in collaboration with POSN Center at the Department of Astronomy of Prince of Songkla University, National Astronomical Research Institute of Thailand, Ministry of Science and Technology, and Ministry of Education, will host the 11st International Olympiad on Astronomy and Astrophysics (IOAA) during November 27 - December 6, 2017 at Prince of Songkla University, Phuket Campus to commemorate the 90th Birthday Anniversary of His Majesty the King. The event is also a good opportunity for Thailand to organize an International Olympiad on Astronomy and Astrophysics as a tribute to His Majesty the King on his royal contribution on scientific studies. In addition, hosting of the competition will encourage high school students to develop their knowledge and abilities related to astronomy and astrophysics, and promote college curriculums on astronomy and astrophysics at tertiary education in a bid to produce more modern astronomers in Thailand, and to mark Thailand's achievement in international Academic Olympiad.
