The Cabinet met on Tuesday, February 2, 2016 at Command Building I, Government House. Some of the resolutions are as follows;

Title: Extension of registration period for migrant workers in fishing and seafood processing industries

The Cabinet agreed on proposals made by Ministry of Labor as follows:

1. The Cabinet agreed on the extension of registration period for migrant workers from Myanmar, Laos and Cambodia as follows:

1.1 Fishing industry (previously due to terminate on January 30, 2016. It will be extended from the Cabinet’s approval date until July 31, 2016). The workers can stay and be employed in the country until January 31, 2017.

1.2 Seafood processing industry (previously due to terminate on February 22, 2016. It will be extended from the Cabinet’s approval date until August 22, 2016). The workers can stay and be employed in the country until February 22, 2017.

2. The Cabinet ordered Ministry of Labor to consider a grace period for migrant workers to stay in the country, and to consider revising registration process and other related details as seen appropriate, in a bid to combat illegal, unreported, and unregulated (IUU) fishing. It also approved for other concerned agencies to provide relevant supports.

Title: Request for approval on draft outcome of the 9th Joint Commission on Economic, Industrial, Academic, Agricultural, Scientific Cooperation Meeting between Thailand and Iran

The Cabinet approved proposals made by Ministry of Foreign Affairs as follows:

1. The Cabinet agreed to the draft outcome of the 9th Joint Commission on Economic, Industrial, Academic, Agricultural, Scientific Cooperation Meeting between the Kingdom of Thailand and the Islamic Republic of Iran.

2. Minister of Foreign Affairs or his representative is to endorse the draft meeting outcome

3. Ministry of Foreign Affairs or Thai delegation attending the meeting is authorized to amend the draft meeting outcome, if not affecting gist of the document or the benefit of Thailand, without further Cabinet’s consideration. Gist of the draft meeting outcome covers bilateral cooperation on which the two nations has agreed. The matters that both nations agreed to amend, develop or/and put forward for mutual interests. Key topics, discussed during the preparation meeting among senior officials, cover the cooperation on economy, trade, investment, energy, tourism, culture, education, science and technology, etc.

Title: Progress on Thailand’s application to host ITU Telecom World 2016

The Cabinet acknowledged and approved proposals as follows:

1. The Cabinet acknowledged on the progress of application for Thailand to host ITU Telecom World 2016, as well as the agenda and location for hosting the event during November 14-17, 2016 at Impact Arena Muang Thong Thani.

2. Ministry of Information and Communication Technology is authorized to request for the operational budget from Office of The National Broadcasting and Telecommunications Commission (NBTC) as the co-host of ITU Telecom World 2016.

3. The Cabinet appointed a national commission to oversee preparation on the hosting of ITU Telecom World 2016. Component and authority of the commission will be in accordance with the proposal made by Ministry of Information and Communication Technology.

Gist of the matter

The component and authority of national commission to oversee preparation on the hosting of ITU Telecom World 2016 are as follows: Deputy Prime Minister (Air Chief Marshal Prajin Juntong) is appointed as the chairman, Minister of Information and Communication Technology acts as the vice-chairman.

Authority

1. Set policy and operational guideline on hosting ITU Telecom World 2016, including establish Thailand Pavilion, and organize related meetings to ensure that the event run smoothly and impress attendees.

2. Plan the operational guideline on hosting ITU Telecom World 2016 to be in accordance with the agreement between Thai government and International Telecommunication Union on hosting ITU Telecom World 2016

3. Determine and provide suggestions and opinions on the operations, including detail about hosting the event, expenditures and other related matter

4. Appoint sub-committee or working group to implement the operations accordingly

5. Monitor and evaluate performances of sub-committee or related working group

6. Report outcome of the implementation to the Cabinet as appropriate

Title: Draft Memorandum of Understanding between governments of Thailand and India on Cooperation in Narcotic Drugs, Psychotropic Substances, Precursor Chemicals and drug abuse.

The Cabinet approved proposals made by Ministry of Justice as follows:

1. The Cabinet agreed to the draft Memorandum of Understanding (MOU) between governments of Thailand and India on Cooperation in Narcotic Drugs, Psychotropic Substances, Precursor Chemicals and drug abuse.

2. Secretary-General of Office of The Narcotics Control Board, as Thailand’s central agency in narcotics control, is to endorse the MOU on behalf of Thailand

3. Minister of Foreign Affairs is to issue the Full Powers to Secretary-General of Office of The Narcotics Control Board Narong Rattananukul as the endorser.

4. Office of The Narcotics Control Board and Ministry of Foreign Affairs are authorized to amend the draft document where necessary, if not affecting the gist of the document where the Cabinet has approved, or the benefit of Thailand, without further Cabinet’s consideration.

Gist of the draft MOU

Objective: To promote cooperation between the two nations in combating illicit crop cultivation, drug production, drug trafficking and drug abuse

Scope of cooperation: Measures on reducing demand and supply of narcotic drugs, drug abuse treatment and rehabilitation, drug identification, exchange of knowledge, as well as best practices for both countries on psychotropic substances, precursor chemicals and legal opium production from India and alternative development from Thailand.

Operational agencies
  • Thailand: Office of The Narcotics Control Board, Ministry of Justice
  • India: Narcotics Control Bureau, Ministry of Interior
Financial management: Both nations will be responsible for their own expenses and expenditures

Effective and termination period: The MOU goes into effect on the date of endorsement and will take effect for three years and will be automatically renewed in the same period until any party terminates the contract upon a written notice.
