The Cabinet met on Tuesday, February 16, 2016 at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet agreed to the proposal made by Ministry of Science and Technology, for Office of Atoms for Peace (OAP) to host the workshop in Thailand. Office of Atoms for Peace is to coordinate with Ministry of Foreign Affairs to notify Thai permanent delegation to Vienna, Austria and the International Atomic Energy Agency (IAEA) accordingly.
Ministry of Science and Technology reported that
1. Department of International Organizations, on behalf of Ministry of Foreign Affairs, notified Office of Atoms for Peace (OAP), Thailand’s international coordinator of IAEA, that IAEA has requested Thai government to consider hosting Sub-regional Workshop on the Logical Framework Approach for TC Project Design under the RAS/0/073 “Supporting Human Resource Development and Nuclear Technology”.
2. Gist of the Sub-regional Workshop on the Logical Framework Approach for TC Project Design is as follows:
2.1 Objective: To provide knowledge regarding design and management of technical cooperation project based on Logical Framework Approach.
2.2 Participants: 30 participants from various countries and IAEA representatives
2.3 Expected benefits: To benefit scholars and concerned agencies of Thailand on learning and exchanging experience in utilizing atomic energy for peace, including the promotion of Thailand's role under international scientific and technical cooperation
2.4 Date & Location: Between February 22-26, 2016 in Bangkok
2.5 Operational budget: IAEA will be responsible for all expenses, including personal expenses of workshop participants (travel expenses, accommodation and other allowances).
2.6 Privileges and Immunities: The Thai government is to exercise privileges and immunities to protect IAEA's assets, IAEA officers, and members of the immediate families of such persons according to IAEA's Privileges and Immunities Agreement, in which Thailand became a member in 1962.
3. IAEA's letter and the draft Agreement letter of the Thai side are considered treaty under international law and contracts under Article 23 of the Constitution of the Kingdom of Thailand (Interim) B.E. 2557, which must be approved by the Cabinet. However, the draft agreement is not a contract under Article 23 paragraph 2, which must be approved by the National Legislative Assembly.
The Cabinet agreed to the proposals made by Ministry of Foreign Affairs on the extension of Memorandum of Understanding between Association of South East Asian Nations (ASEAN) and Asian Development Bank (ADB) to December 31, 2016. The extension is made through exchanging notes between ASEAN's Secretary-General and Southeast Asian Regional Director of Asian Development Bank.
Gist of MOU is a cooperation dialogue between two organizations on providing academic support, policy discussion, product creation, knowledge, research, training and publication, fund raising and partnership enhancement. Key areas of cooperation are promotion of financial and market integration, and sustainable development, efficient use of energy and alternative energy, agricultural development through trade facilitation, reduction of the development gap, minimization of poverty, and implementation of the Millennium Development Goals (MDGs), etc.
The Cabinet agreed to the proposals made by Ministry of Public Health as follows:
1. The Cabinet approved Thailand Global Health Strategic Framework 2016-2020, to be implemented as Thailand's operational framework on healthcare.
2. The Cabinet ordered Ministry of Public Health to cooperate with Ministry of Foreign Affairs and concerned agencies to lay out operational plan and mechanism on support and evaluation of operating progress under the Strategy.
3. The Cabinet ordered concerned agencies to implement the Strategy and proceed accordingly.
1. To support and reinforce management of emerging infectious diseases, re-emerging infectious diseases, man-made disaster, natural disaster and cyber threats.
2. To support the development of health system and strengthen fair and secure health security
3. To promote Thailand's images and responsibility on global public health in the global community in 8 aspects:
(1) ASEAN and Asian hub for public health services: focusing on the balance between providing health services to Thai people and foreigners, and advocacy of health promotion businesses
(2) Universal Health Care
(3) Risk Management of Natural Disasters
(4) Network of Epidemiologists
(5) Surveillance and Rapid response Team on Diseases
(6) Emergency Medical Operations for Disaster Team
(7) Technology and Policy on Public Health Evaluation
(8) Thai Traditional and Alternative Medicine
4. To support implementation of public policy on health development both domestically and internationally
5. To continue enhancing capacity of human resources and organization in global health
1st Strategy: Promotion of health security
2nd Strategy: Establishment of fair and secure health system
3rd Strategy: Promotion of Thailand's leading role and responsibility on global public health in global community
4th Strategy: Promotion of health policy coherence between Thailand and other countries
5th Strategy: Capacity enhancement of human resources and organization's ability in global public health in a sustainable manner
The Cabinet approved proposal made by Deputy Prime Minister and Defense Minister Gen Prawit Wongsuwan as follows:
1. Ministry of Defense is authorized to draft an agreement between the Government of Thailand and the Government of the Republic of Belarus on Military Technical Cooperation
2. Director-General of Military Logistics Department is authorized to sign the draft document, and Ministry of Foreign Affairs is to issue the Full Powers.
3. Ministry of Defense is authorized to amend the draft documents where necessary, if not affecting gist of the document.
1. Prioritize bilateral relation development on military technical cooperation for mutual benefits
2. Partners are to forge cooperation on R&D of the production and logistics of arms and ammunition, including support on related maintenance. Areas of cooperation include arms and ammunition of the Air Forces, the Army and electronic arms and ammunition, automatic command and control, communications, information transfer, patrol, electronic warfare system as well as experts and military personnel trainings.
3. Guidelines on cooperation such as the exchange of official representatives and experts, exchange of scientific information, technical and others data, exchange and sharing of technological skills and expertise, establishment of joint venture, and participation in existing military technical collaboration between the two countries.
