The Cabinet met on Tuesday, March 15, 2016 at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet approved proposals made by Ministry of Foreign Affairs as follows:
1. Approved draft Exchange of Notes (EN), Agreed Minutes on Procedural Details (AM) and Record of Discussions (RD). Should there be any amendment, if not affecting gist of the document, Ministry of Foreign Affairs is authorized to proceed without any further approval from the cabinet.
2. Director-General of Thailand International Cooperation Agency, Ministry of Foreign Affairs is authorized to endorse the EN, AM and RD.
3. Ministry of Foreign Affairs is to issue the Full Power for Director-General of Thailand International Cooperation Agency or his representative for endorsing the EN and AM
4. Thailand International Cooperation Agency is assigned to act on behalf of Thai government agencies, that have been approved of Non-Project Grant Aid (NPGA), to endorse subordinate documents such as Agent Agreement (AA) and Banking Arrangement (BA) which are similar in content to the documents approved by the Cabinet on June 19, 2015.
1) Draft Exchange of Notes (EN),
2) Draft Agreed Minutes on Procedural Details (AM) between Thai and Japanese government on receipt of financial aid from Japanese government,
3) Draft Record of Discussions (RD), which is the Memorandum of Understanding (MOU) between Thai and Japanese representatives on the implementation of necessary measures to prevent corruption in the operation related to aforementioned Drafts,
4) Draft Agent Agreement (AA), which is the contract between Thailand International Cooperation Agency, Ministry of Foreign Affairs and Japan International Cooperation System (JICS),
5) Draft Banking Arrangement (BA), which is the agreement between Thailand International Cooperation Agency and Bank of Tokyo-Mitsubishi UFJ.
The Cabinet approved proposals made by Ministry of Foreign Affairs as follows:
1. Agreed in principle on Draft Sanya Declaration of the 1st MLC Leaders’ Meeting and Draft Joint Statement of the Production Capacity Cooperation of the MLC Countries. Should there be any amendment, if not affecting gist of the document or the benefit of Thailand, Ministry of Foreign Affairs is authorized to proceed without any further approval from the cabinet.
2. Prime Minister or his representative is authorized to act as head of Thai delegations to attend the 1st Mekong-Lancang Cooperation (MLC), and to be one of the signatories of the Draft Sanya Declaration of the 1st MLC Leaders’ Meeting and Draft Joint Statement of the Production Capacity Cooperation of the MLC Countries. Gist of the Draft
Gist of the Sanya Declaration of the 1st leaders' meeting on Lancang-Mekong River Cooperation (LMC) is the document to express political intent of member countries with regard to practical cooperation in the three priority areas, namely, (1) Political and Security Issues, (2) Economic and Sustainable Development, and (3) Social, Cultural, and People-to-People Exchanges, so as to build a closer Lancang-Mekong Community of mutually beneficial cooperation. It covers cooperation under the following 5 areas: 1) promotion of connectivity, 2) industrial cooperation, 3) cross-border economic cooperation, 4) water management, and agriculture and poverty reduction.
The Cabinet approved proposals made by Ministry of Foreign Affairs as follows:
1. Approved Bali Process Ministerial Declaration on Irregular Migration. Should there be any amendment, if not affecting gist of the document or the benefit of Thailand, Ministry of Foreign Affairs is authorized to proceed without any further approval from the cabinet.
2. Approved for Assistant to Minister of Foreign Affairs, who is head of Thai delegation, to endorse the Declaration.
Draft Declaration aims to express joint political intent among members of the Bali Process in addressing irregular migration in a comprehensive and sustainable manner based on International Burden Sharing concept, focusing on safety and protection to migrants, refugees and asylum seekers.
The Cabinet agreed on proposals made by Ministry of Foreign Affairs as follows:
1. Agreed on Thailand's position with regard to the discussion with South Korea and assigned Deputy Prime Minister Somkid Jatusripitak and related ministers to adhere to the position for the discussion at the 1st Republic of Korea-Thailand Committee on Economic Cooperation (KOTCOM) Committee Meeting.
2. Agreed to the Draft Joint Press Statement as the 1st KOTCOM's meeting outcome. Should there be any amendment by Republic of Korea, if not affecting gist of Thai policies, Ministry of Foreign Affairs is authorized to proceed without any further approval from the cabinet.
The Cabinet approved the proposals made by Ministry of Natural Resources and Environment as follows:
1. Agreed to the position on Lima Declaration and Lima Action Plan for 2016-2025
2. Thai delegation to the 4th World Congress of Biosphere Reserves is authorized to endorse Lima Declaration and Lima Action Plan for 2016-2025. Should there be any amendment on the Lima Declaration and Lima Action Plan, if not affecting gist of the document or the benefit of Thailand, Thai delegation attended the Congress is authorized to proceed without any further approval from the cabinet.
1. Lima Declaration is the joint declaration of intent of representatives of UNESCO member countries, Biosphere Reserves, government and private agencies, and civil society who attended the 4th World Congress of Biosphere Reserves (WCBR). Gist of the matter is as follows:
1.1) To support the operations of Man and the Biosphere (MAB) Programme at Biosphere Reserves in a bid to promote Sustainable Development Goals (SDGs) and the 2030 Agenda for Sustainable Development, as well as to compliment past operations.
1.2) To urge UNESCO member countries to provide various supports to the implementation of Man and the Biosphere (MAB) Programme, such as the collaboration between Man and the Biosphere (MAB) Programme and other UNESCO programmes, the cooperation between MAB Programme and private institutions, as well as the development of financial aid mechanism for MAB Programme.
1.3) To demonstrate commitment for the implementation of Lima Action Plan for 2016-2025
2. Lima Action Plan for 2016-2025 is the draft plan for the operations in Biosphere Reserves in 2016-2025. Operations strategies are categorized into five aspects with 29 outputs and 62 activities as follows:
2.1) 1st Operation strategy: Global network of Biosphere Reserves, which consists of operation models for sustainable development (7 outputs and 25 activities)
2.2) 2nd Operation strategy: Establishment of collaboration network within Man and the Biosphere (MAB) Programme and a comprehensive, dynamic and result-based Global network of Biosphere Reserves (7 outputs and 10 activities).
2.3) 3rd Operation strategy: External partnership and sustainable financial support for the implementation of Man and the Biosphere (MAB) Programme and Global network of Biosphere Reserves (8 outputs and 14 activities)
2.4) 4th Operation strategy: Establishment of transparent, broad, advanced and comprehensive communication and information exchange (3 outputs and 6 activities)
2.5) 5th Operation strategy: Establishment of effective mechanism for internal management in Man and the Biosphere (MAB) Programme Global network of Biosphere Reserves (4 outputs and 7 activities).
