The Cabinet met on Tuesday, April 5, 2016 at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet agreed to the proposals made by Ministry of Information and Communication Technology as follows: as follows:
1. Agreed to the (Draft) 3-year Digital Economic and Social Development Plan and (Draft) Digital Government Development Plan (2016-2018) as key mechanisms to the mobilization of the country’s sustainable development through digital technology, and assigned Ministry of Information and Communication Technology as main agency for mobilizing the Digital Economic and Social Development Plan and the 3-year Digital Government Development Plan (2016-2018), and for laying out an action plan to implement strategic development and/or agenda-based together with concerned agencies.
2. Ordered all ministries, departments, state enterprises, local administrations, government offices and other concerned agencies to take the aforementioned Digital Economic and Social Development Plan, the 3-year Digital Government Development Plan and any future action plan into consideration in laying out their respective work and budgeting plans.
3. Ordered all ministries, departments, state enterprises, local administrations, government offices and other concerned agencies to lay out their 3-year Digital Operational Plan in lieu of the Information and Communication Technology Master Plan
4. Assigned Bureau of the Budget, Office of the Civil Service Commission (OCSC), Office of the Public Sector Development Commission, and other concerned agencies to provide support in terms of budget, human resources, governmental restructuring, regulations amendment, and key performance indicators (KPI), as well as monitoring and evaluation of governmental agencies' performances.
The vision of Digital Economic and Social Development Plan B.E. ... is to "reform the country into Digital Thailand”, which means Thailand with the capability to innovate and take advantage of digital technology to its full potential in infrastructure development, innovation, information, human resources, and other resources, to mobilize social and economic development to attain stability, prosperity and sustainability.
The 3-year Digital Government Development Plan (2016-2018) is to upgrade government sector into the digital government within 3 years which highlight integrative works and smart operations with people-centered services. The Plan consists of 4 strategies as follows
(1) Strategy on development and capacity enhancement to accommodate Digital Government;
(2) Strategy on upgrade of people's quality of life;
(3) Strategy on competitiveness enhancement of business sector
(4) Strategy on enhancement of public security and safety.
The Cabinet agreed to the proposals made by Ministry of Finance as follows:
1. Agreed in principle to the Villages' Capacity Enhancement Project for Grassroots Economy Mobilization Based on People Public Private Partnership (PPPP), and approved budget for project implementation.
2. Assigned Comptroller General's Department, Ministry of Finance to implement the project, and to set up provincial committees on Villages' Capacity Enhancement Project for Grassroots Economy Mobilization Based on People Public Private Partnership (PPPP) with the tasks to deliberate and approve village projects and budget frameworks.
3. Assigned Ministry of Interior to delegate chief district officers, sub-district and village heads to provide necessary supports for village committees in a bid to speed up project implementations.
4. Comptroller General's Department is to delegate provincial offices of the comptroller general to monitor the projects and make monthly report to Ministry of Finance and the cabinet.
Ministry of Finance (Comptroller General's Department) and Ministry of Interior are to monitor the work of village committees and to ensure that each project is not overlapping with projects under other relief measures, and that rules and regulations are determined to accommodate project implementations.
The objectives of Villages' Capacity Enhancement Project for Grassroots Economy Mobilization Based on People Public Private Partnership (PPPP) are to develop and strengthen all regions, both in economic and social aspects, through infrastructure investment in the village, implementation of public activities to promote employments, product manufacturing, marketing, as well as women/ children/ youth/elderly/ disabled people empowerment, village's social welfare, natural resources and environmental protection, public health, education/religion promotion, and preservation of village's legacy, such as arts, wisdom and culture.
The Cabinet approved proposals made by Ministry of Education as follows:
1. Approved drafting and endorsement of Memorandum of Understanding (MOU) on Education Cooperation between government of the Kingdom of Thailand and government of the United Kingdom. Should there be any amendment, if not affecting gist of the document, Ministry of Education is assigned to deliberate with Department of Treaties and Legal Affairs, Ministry of Foreign Affairs, without submitting to the Cabinet for further approval.
2. Minister of Education is authorized to endorse the MOU on Education Cooperation between government of the Kingdom of Thailand and government of the United Kingdom.
MOU on Education Cooperation between government of the Kingdom of Thailand and government of United Kingdom aims to promote English learning in Thailand and related strategies. The Cooperation focuses on curriculum development and educational assessment, promotion of English learning in Thailand, STEM education, as well as provision of access to in-depth English learning resources of Thai labors, both technical workers and occupational workers. The MOU will take effect from the date of signing for three years and shall be renewed automatically for another 3-year period.
Title: The Paris Agreement
1. Agreed for Thailand to participate in High-level signature ceremony of the Paris Agreement on April 22, 2016 at the United Nations Headquarters, New York City, USA.
2. Minister of Natural Resources and Environment is authorized to make endorsement at the high-level signature ceremony of the Paris Agreement.
3. Ministry of Foreign Affairs is to issue the Full Power to Minister of Natural Resources and Environment to endorse the Paris Agreement, and submit the Note Verbale, which stated name and position of Minister of Natural Resources and Environment, to confirm Thailand’s participation, and the Full Power to the Treaty Section of United Nations Office of Legal Affairs the soonest.
Paris Agreement contains three-fold global goals:
(1) Keep global warming well below 2?C and pursue efforts to limit the temperature increase to 1.5?C;
(2) Increase the capability to adjust to climate change and promote the ability to recover as well as the development of low greenhouse-gas emission countries without affecting food production; and
(3) Generate working capital in accordance with the development guideline to low greenhouse-gas emission and the ability to recover from the climate change.
The Cabinet agreed to the proposals made by Ministry of Information and Communication Technology as follows:
1. Agreed to the Draft Cooperation Agreement for the Joint Capacity - Building Activities under the ITU Academy's Center of Excellence (final revision).
2. Assigned the Permanent Secretary of Ministry of Information and Communication Technology to endorse the aforementioned document.
3. Ministry of Foreign Affairs is to issue the Full Power for Permanent Secretary of Ministry of Information and Communication Technology to endorse the aforementioned Agreement accordingly.
1. The document is to determine guidelines and approaches on the establishment of Center of Excellence for the development on ICT human resources, including the Center of Excellence management, and roles of ITU and hosting agencies.
2.The document will be the implementation framework for ITU ASP CoEs. Certain parts of operational details will depend on the consideration of the ITU ASP CoEs' Executive Committee which is to meet annually in order to monitor and evaluate the project performances, and deliberate operational plans on training and approve annual training curriculum.
The Cabinet approved proposal made by Ministry of Foreign Affairs on the proposal of the government of Republic of Djibouti to open a Consulate of Republic of Djibouti in Thailand and to appoint Mr. Hongtai Saeton as Honorary Consul.
