The Cabinet met on Tuesday, May 3, 2016 at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet acknowledged and agreed on the proposals made by Ministry of Natural Resources and Environment as follows:
1. Acknowledged the operational progress in accordance with the Roadmap on solid and hazardous waste management
2. Agreed on the Master Plan on Solid Waste Management (2016-2021)
3. Ministry of Interior was assigned to oversee the preparation of Solid Waste Management Plan of Provincial and Local Administration Offices to be in accordance with the Master Plan on Solid Waste Management (2016-2021), as well as to prepare operational plan and request for budget on environmental quality management at the provincial level.
1) Management of remaining waste in landfill
2) Development of appropriate standards on solid and hazardous waste management
3) Implementation of measures on solid and hazardous waste management
4) Promotion of self-discipline on waste management
1. Framework: reducing the amount of solid and hazardous waste produced from its point of origin, encouraging integrated solid and hazardous waste management, as well as creating awareness on responsibility and participation of all agencies
2. Goals of Master Plan on Solid Waste Management (2016-2021)
3. Solid and hazardous waste management measures: reducing the amount of solid and hazardous waste produced from its point of origin, enhancing the capacity on solid and hazardous waste management, and promoting solid and hazardous waste management
4. Prioritizing areas for actions: Model L, Model M, Model S, Transfer Station and Stand Alone
5. Operational agencies: concerned agencies, central agency, supporting agency, private sector and entrepreneurs and the public, community organizations or civil society
6. Mobilizing for action: create awareness and understanding on gist of Master Plan on Solid Waste Management and integrated cooperation between concerned agencies and organizations, utilization of concrete tools and mechanism as well as monitoring and evaluation
The Cabinet agreed on the proposals made by Constitution Drafting Committee on its request for support from government agencies and officials to publicize gist of Constitution
According to the enactment of referendum on draft Constitution B.E. 2559, Constitution Drafting Committee is authorized to request for support, collaboration and assistance from government agencies and officials on publicizing gist of Constitution. The aim is to promote public understanding on legislation and gist of Constitution. In this regard, Constitution Drafting Committee has requested for the support from the Royal Thai Army, Ministry of Defense, Ministry of Interior, Ministry of Public Health, Ministry of Social Development and Human Security as well as other government agencies to publish the gist accordingly.
The Cabinet acknowledged and agreed on the proposals made by Ministry of Agriculture and Cooperatives as follows:
1. Acknowledged report on organizing activities on World Soil Day and International Year of Soils 2015
2. Land Development Department, on behalf of Ministry of Agriculture and Cooperatives, in collaboration with Ministry of Foreign Affairs, was assigned to organize activities on World Soil Day and promote His Majesty’s royal duties with regard to soil development domestically and internationally in a bid to raise awareness at the global level.
3. Agreed in principle for Thailand to serve as chairman of the board of directors and secretary on soil collaboration in Asia. Land Development Department is assigned as main agency to cooperate with Soil and Fertilizer Society of Thailand Soil and Water Conservation Society of Thailand and other related agencies such as Department of Agriculture, Office of Agricultural Economics, etc.
4. Bureau of Budget is assigned to allocate budget for the collaboration on Soil in Asia in FY2021.
Ministry of Agriculture and Cooperatives reported that hosting activities on World Soil Day and International Year of Soils both domestically and internationally is a good opportunity for Thailand to promote His Majesty’s royal duties on soil development at the global level. The aim is also to gain trust on Thailand’s chairmanship and secretary on Asian Soil Partnership (ASP) among 19 partner countries. Thailand will serve as chairman in the first three-year period (2016-2018). The implementation of ASP will support Thailand in achieving Social Development Goals (SDGs). It is considered as an important stage on promoting Majesty the King’s Sufficiency Economy Philosophy in a bid to encourage sustainable food production amid growing concerns about food security and lead to deeper academic collaboration, paving way for Thailand to be informed on production potential areas and agricultural progress in Asia, which potentially leads to economic and social cooperation in the future.
The Cabinet agreed on the negotiation plan on the Convention or Agreement on double tax relief between Thailand and foreign countries as proposed by Ministry of Finance.
Ministry of Finance revealed the principle and objectives of the Convention or Agreement on double tax relief between Thailand and foreign countries as follows:
1. Exempt double taxation related to foreign tax income due to the power of taxation of both countries, leading to double taxation based on the same tax base
2. Provide trade and investment support to Thai investors who have potential on foreign investment and encourage international cooperation to clamp down tax evasion between two nations
3. Allocate international tax revenue by determining taxing right for various types of income under two Thailand's domestic laws: Revenue Code and Royal Decree Issued under the Revenue Code on the Exemption from Revenue Taxes (No.18) B.E. 2505 and Petroleum Income Tax Act B.E. 2514.
Negotiation plan on the Convention or Agreement on double tax exemption between Thailand and foreign countries is to determine Thailand's dialogue partner based on law, economic criteria, and urgency to lay out or amend the Convention or Agreement on double tax exemption in a bid to achieve aforementioned objectives. As of now, Ministry of Finance has been invited to join the negotiation on the Convention or Agreement on double tax exemption with 11 countries.
The Cabinet approved proposals made by Ministry of Foreign Affairs as follows:
1. Open a Consulate in Nouakchott, Mauritania
2. Appoint Mr. Amadau Racine Ba as Honorary Consul in Nouakchott, Mauritania
