The Cabinet met on Tuesday, May 10, 2016 at Command Building I, Government House. Some of the resolutions are as follows;
Title: Six-month extension for travel cost reduction measures from May 1 to October 31, 2016
The Cabinet agreed on Six-month extension for travel cost reduction measures from May 1 to October 31, 2016 with the total subsidy worth 2,258 million baht. Bureau of Budget is ordered to allocate budget for the subsidy as proposed by Ministry of Finance.
Ministry of Finance reported that extension for travel cost reduction measures had ended on April 30, 2016. Ministry of Finance is in the process of finalization of new measures and database which will provide free conditional services to specific groups of people. In order to ensure completion of the database, it is suggested that the measure be extended for another 6 months from May 1 to October 31, 2016 to alleviate people’s burden on cost of living in transport.
The Cabinet agreed and approved proposals made by Ministry of Foreign Affairs as follows:
1. Agreed on the draft Memorandum of Understanding on Political Consultation between the Ministry of Foreign Affairs of Thailand and the Ministry of Foreign Affairs and International Cooperation of the United Arab Emirates
2. Minister of Foreign Affairs or his representative is authorized to endorse the draft MOU.
3. Should there be any amendment in part which benefit the relations, if not affecting gist of the document or the benefit of Thailand, Ministry of Foreign Affairs is authorized to proceed without any further approval from the cabinet.
1. The draft MOU aims to tighten bilateral relations and develop cooperation though joint chairmanship at Foreign Ministerial level or his representative at appropriate level.
2. Partner country is to promote regular dialogue and exchange of opinions on bilateral cooperation, which cover all issues of mutual interests, as well as on regional and international issues.
3. The draft MOU goes into effect on the date of endorsement and will take effect for three years and will be automatically renewed for the same period until any party terminates the contract six months in advance.
The Cabinet acknowledged and agreed on the proposals made by Ministry of Foreign Affairs as follows:
1. Acknowledged progress on preparation of Thailand’s presentation according to the second cycle of Universal Periodic Review (UPR) mechanism. Concerned agencies are ordered to report the progress of implementations and to compile information on human rights and submit to Ministry of Foreign Affairs for their preparation for the meeting.
2. Agreed on the framework to receive comments and recommendations from other countries, and give voluntary pledges during the report presentation session in Geneva.
The Cabinet acknowledged and agreed on the proposals made by Ministry of Justice as follows:
1. Acknowledged operational progress on participation in the United Nations Crime Prevention and Criminal Justice Programme Network Institutes (PNI) of Thailand Institute of Justice
2. Agreed on the Memorandum of Understanding (MOU) between Thailand Institute of Justice and United Nations. Should there be any amendment in part which in accordance with the country's benefits and policies, if not affecting gist of the document, Thailand Institute of Justice is authorized to proceed without any further approval from the cabinet.
3. Concerned agencies, i.e., agencies under Ministry of Justice, Administrative Offices of the Court of Justice, Office of the Attorney General, Royal Thai Police Headquarters, Ministry of Foreign Affairs and Ministry of Social Development and Human Security, were assigned to provide technical support to Thailand Institute of Justice in a bid to forge cooperation with the United Nations Office on Drugs and Crime (UNODC) within framework specified in the MOU between Thailand Institute of Justice and United Nations.
The MOU is aimed to lay out a framework and mutual understandings, as well as to facilitate the collaboration between partner countries to mobilize joint goals and objectives on rule of law, sustainable development, peace and security.
The Cabinet agreed on the proposals made by Ministry of Information and Communication Technology as follows:
1. Authorized full powers to head and deputy head of Thai delegation on participation of discussion, voting and endorsement in Final Acts of Universal Postal Union (UPU)
2. Ministry of Foreign Affairs is to issue Credentials with Full Powers to head and deputy head of Thai delegation for the 26th Universal Postal Congress

Minister of Information and Communication Technology as head of Thai delegation, Permanent Secretary Ministry of Information and Communication Technology as deputy head, Ambassador in Ankara, Turkey or the country specified by Universal Postal Union as the 3rd head and deputy head of delegation, Deputy Permanent Secretary Ministry of Information and Communication Technology as the 4th head and deputy head of delegation President of Thailand Post Company Limited as deputy head and other delegates consist of board members of postal affairs, representative of Office of Permanent Secretary Ministry of Information and Communication Technology, representative of Ministry of Foreign Affairs, and representative of Thailand Post Company Limited.
