The Cabinet met on Tuesday, May 16, 2016 at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet agreed on the proposals made by Ministry of Science and Technology as follows:
1. Ministry of Science and Technology is authorized to act as main agency to oversee the establishment and operation of Food Innopolis, and collaborate with other concerned agencies, i.e., Ministry of Industry, Ministry of Finance, Ministry of Agriculture and Cooperatives, Board of Investment of Thailand, and National Food Institute, on determining privileges, incentives and supporting measures.
2. Ministry of Science and Technology is ordered to lay out an operational plan during the remaining period of the working government’s administration (until July 2017), by focusing on 4 key aspects: research and development, budget and financial resources, organizational structure and human resources, and joint investment of the private sector. The implementation will be in accordance with laws, regulations, and related Cabinet’s resolutions. Any activity, of which implementation period is beyond the administration period of the working government, is to be included in the National Reform Plan for upcoming government’s deliberation of continued operations.
The Cabinet agreed on the proposals made by Ministry of Foreign Affairs as follows:
1. Agreed on the Draft Sochi Declaration to celebrate the 20th anniversary of dialogue partnership between ASEAN – Russian Federation, for the Prime Minister to sign/endorse.
2. Agreed on Draft 2016-2020 Operation Plan to support ASEAN-Russian cooperation.
3. Should there be any amendment on the draft documents in 1 and 2, if not affecting gist of the document or the benefit of Thailand, Ministry of Foreign Affairs is authorized to proceed without any further approval from the cabinet.
4. Prime Minister or his representative is authorized to receive suggestion report of the ASEAN-Russia Eminent Persons Group on “ASEAN and Russia: a Future-Oriented Multidimensional Strategic Partnership”.
Gist of the matter
1. Prime Minister is scheduled to attend ASEAN – Russia Commemorative Summit during May 19-20, 2016 in Sochi, the Russian Federation, to mark the 20th anniversary of the ASEAN- Russian Federation dialogue partnership
2. Ministry of Foreign Affairs proposed three draft documents, which are to be endorsed/signed or acknowledged during the Summit as follows:
2.1 Sochi Declaration of the ASEAN-Russian Federation Commemorative Summit to Mark the 20th Anniversary of ASEAN-Russian Federation Dialogue Relations which the leaders of ASEAN countries and Russia are to endorse/ sign.
2.2 Draft 2016-2020 Operation Plan to support ASEAN-Russian cooperation. Gist of the plan is the Master plan specified various measures which ASEAN and Russian Federation aim to cooperate for their mutual benefits. The keys areas of cooperation are such as political and security, anti-terrorism and transnational crime, economic cooperation, trade and investment, industry, energy, finance, small and medium enterprises, as well as cooperation in science and technology, disaster warning and relief, environment management, preservation and conservation, human resource development, culture, information, tourism and etc.
2.3 Report of Recommendations on ASEAN-Russia relations: a Future-Oriented Multidimensional Strategic Partnership. The leaders of ASEAN countries and Russia are to acknowledge the aforementioned document.
The Cabinet agreed on the proposals made by Ministry of Foreign Affairs as follows:
1. Agreed in principle on 7 documents (4 Draft Statements of Commitment, Draft Charter on Involvement of People with Disabilities in Humanitarian Actions, and 2 Draft Statements). Should there be any amendment, in inessential part, prior the announcement or endorsement of draft Charter and approval of draft statements, Thai delegation is authorized to proceed without any further approval from the cabinet
2. Head of Thai delegation (Deputy Minister of Interior) or his representative is authorized to declare the draft statement of commitment, endorse the draft Charter and the aforementioned draft statements.

2. Draft Statement of Commitment “No one is left behind – Commitment on Migration Management”
3. Draft Statement of Commitment “Natural Disaster and Climate Change – Risk and Crisis Management”
4. Draft Charter on Involvement of People with Disabilities in Humanitarian Actions
5. Draft Statement of Commitment on Abiding By the Charter on Involvement of People with Disabilities in Humanitarian Actions
6. Draft Declaration of Commitment on International Humanitarian Law (proposed by the United States)
7. Draft Political Statement on World Humanitarian Summit (proposed by the United Kingdom and the United States)
The Cabinet agreed on the draft Joint Declaration of ASEAN Defense Ministers on promoting Defense Cooperation for a Dynamic ASEAN Community and 3 related draft documents, including
1. Draft document on scope of operations of the ASEAN Center of Military Medicine (ACMM)
2. Draft document on scope of operations of the ASEAN Coordinating Center for Humanitarian Assistance on disaster management
3. Draft document on establishment of a working group on cybercrime under scope of meeting between ASEAN Defense Ministers and dialogue partners. Deputy Prime Minister and Defense Minister or his representative is ordered to endorse the draft Joint Declaration on behalf of Thailand. Should there be any amendment on the draft Joint Declaration and related documents, if not affecting the gist of the document or against Thai government’s administration, Ministry of Defense is authorized to amend the documents as appropriate.
The Cabinet approved proposal made by Ministry of Foreign Affairs on the proposal of the government of Republic of Moldova to open a Consulate of Republic of Moldova in Thailand and to appoint Honorary Consul.
