The Cabinet met on Tuesday, May 24, 2016 at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet agreed on Action plan for prevention, protection and control of disease or epidemic B.E. 2559 – 2561 based on Communicable Disease Act B.E. 2558 as proposed by Ministry of Public Health.
Gist of the Action plan for prevention, protection and control of disease or epidemic B.E. 2559 – 2561 aims to eliminate, abolish and control national communicable disease through strong collaboration and network, and public participation. The Action plan includes: 1. Prevention 2. Detection 3. Response 4. Support.
The Cabinet agreed on the proposals made by Ministry of Culture as follows:
1. Agreed on Strategies on Film and Video Industry Promotion, phase 3 (B.E. 2560-2564), and an Action Plan under the aforementioned Strategies.
2. Concerned agencies are ordered to mobilize Strategies on Film and Video Industry Promotion, phase 3 (B.E. 2560-2564) and an Action Plan under the aforementioned Strategies. 3.Bureau of Budget is authorized to use the Strategy as guideline for budget allocation to concerned agencies.
Ministry of Culture reported that the government has placed priority on the promotion of film and video industry in a bid to promote cooperation and good relations with foreign countries through culture. National Committee on Film and Video Promotion, thus, has laid out Strategies on Film and Video Industry Promotion, phase 3 (B.E. 2560-2564) as guideline to promote film and video industry. The 5 Strategies are as follows:
1st Strategy: Human resources development in film and video production industry to a professional level
2nd Strategy: Promote and develop Thailand’s film and video market
3rd Strategy: Promote protection of intellectual property in film and video industry
4th Strategy: Promote collaboration in foreign investment, including foreign production filming in Thailand
5th Strategy: Enhance competitiveness of Thai film and video industry
The Cabinet acknowledged, agreed and approved proposals made by Ministry of Natural Resources and Environment.
1. Acknowledged the component of Thai delegations to attend the 2nd Session of United Nations Environment Assembly (UNEA)
2. Agreed on the Draft Ministerial Declaration of the 2nd Session of United Nations Environment Assembly (UNEA)
3. Minister of Natural Resources and Environment or his representative is authorized to endorse the Draft declaration.
4. Should there be any amendment, if not affecting gist of the document or the benefits of Thailand, head of Thai delegations is authorized to make decision without any further approval from the cabinet until the end of the meeting on May 27, 2016 at the Headquarters of the United Nations Environment Programme in Nairobi, Kenya.
1. Component of Thai delegation to attend the 2nd Session of United Nations Environment Assembly (UNEA) consists of
(1) Minister of Natural Resources and Environment as Head of Thai Delegation
(2) Representative of Ministry of Natural Resources and Environment
(3) Representative of Ministry of Foreign Affairs and
(4) Representative of Ministry of Public Health.
2. Draft Ministerial Declaration of the 2nd Session of United Nations Environment Assembly (UNEA)’s gist is environment protection, which is part of sustainable development for the bright future, safety, and good health of everyone. Focus is made in an urgent need for collaborations to address environmental deterioration around the world.
The Cabinet agreed on the proposals made by Ministry of Education as follows:
1. Agreed or endorsed the following documents:
1.1 Draft ASEAN 5-Year Work Plan on Education 2016-2020
1.2 Draft ASEAN Declaration on Education for Out-of-School Children to be proposed to ASEAN Socio-Cultural Community Council Meeting in June 2016, and to be enclosed as supporting documents at the 28th ASEAN Summit in Lao PRD in September 2016.
1.3 Draft Charter of ASEAN University Network (AUN Charter)
1.4 Draft Cooperation Agreement between ASEAN and Hungary
2. ASEAN Secretary General or his representative is authorized to endorse Draft Cooperation Agreement between ASEAN and Hungary on behalf of ASEAN
3. Should there be any amendment in documents according to 1.1-1.4, if not affecting gist of the document or the benefits of Thailand and the Cabinet’s approval principle, Ministry of Education is ordered to discuss with Department of Treaties and Legal Affairs, Ministry of Foreign Affairs to proceed accordingly without any further approval from the Cabinet.
The Cabinet approved proposals made by Ministry of Justice as follows:
1. Agreed on Thailand’s membership in the International Convention for the Protection of All Persons from Enforced Disappearance, and on submission of the aforementioned Convention to Coordinating Committee of the National Legislative Assembly before forwarding to National Legislative Assembly for approval. The Convention aims to bar government officials or a person working as a government official to commit crime of forced disappearance of individuals in any case.
2. Approved the principle of Draft Prevention and Suppression of Torture and Enforced Disappearances Act B.E…., and to submit the draft act to Office of the Council of State for consideration, and forward to Coordinating Committee of the National Legislative Assembly, and the National Legislative Assembly respectively.
3. Acknowledged drafting plan and time frame for secondary legislations
Joining of the International Convention underscored the government's policy on respect and promotion of human rights. The objectives are also to promote Thailand’s safety, and boost public confidence on anti-deprivation of freedom by state or government officials, as well as to attract investments to the country, and guarantee justice. Progress of the implementation can be reported to the United Nations Human Right Council at the 2nd cycle of Universal Periodic Review (UPR) on May 11, 2016 in Geneva, Switzerland. The move will also enhance positive image of Thailand’s human rights situation.
