The Cabinet met on Tuesday, May 31, 2016 at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet agreed on proposals made by Ministry of Tourism and Sports as follows:
1. Agreed in principle on Policy, Strategy and Master Plan on Promotion and Development of Professional Sports B.E. 2558-2562
2. Ministry of Tourism and Sports is ordered to adjust time frame of Policy, Strategy and Master Plan on Promotion and Development of Professional Sports B.E. 2558-2562 to be in accordance with the 12nd National Economic and Social Development Plan (B.E. 2560 - 2564) in a bid to integrate and implement the plan in a unified and efficient manner.
3. Ministry of Tourism and Sports is ordered to take suggestions of Ministry of Finance, Ministry of Culture, the Board of Investment, Office of the National Economics and Social Development Board and concerned agencies into consideration.
Ministry of Tourism and Sports reported that Strategic Plan on Promotion and Development of Professional Sports B.E 2558-2562 will be a tool to mobilize promotion and development of professional sports with clear directions, and in accordance with legislative intent. The goals are to succeed in developing professional sports into activities that bring happiness to the society and constantly increase people’s happiness index through sports cheering. It also aims to create economic value of professional sports, generate working capital in professional sports business, as well as related. The Plan consists of 4 strategies and 11 projects as follows:
1st Strategy: Development of sports competition organization, with 3 projects:
1. Project on competency enhancement of professional sports associations,
2. Project on creating and developing environment and infrastructure for professional sports
3. Project on developing professional sports as national identity.
2nd Strategy: Creating Happiness and Revenues, with 3 projects:
1. Project to promote Thailand as hub for international competition
2. Project on building and developing sports and professional sports business,
3. Project on building culture and trend of professional sports
3rd Strategy: Human resources development, with 2 projects:
1. Project on building and developing human resource in professional sports,
2. Project on developing a professional sports personnel and athletes’ quality of life.
4th Strategy: Professional sports service and management, with 3 projects:
1. Project on developing and promoting professional sports services
2. Project on empowerment of professional sports development fund
3. Project on managing professional sports information.
The Cabinet agreed on assistance measure for farmers during 2016/2017 harvesting period as proposed by Ministry of Agriculture and Cooperatives. The measure consists of 3 projects: a project to promote use of top-quality jasmine rice seeds for 2015/2016, a project on shifting from rice cropping to multiple cropping during 2017 off-season period, and a project on loan provision to farmers with large-scale rice fields for 2016/2017.
1.1. Project to promote use of top-quality jasmine rice seeds for 2015/2016 aims to enhance rice production capacity, and to increase knowledge and capability of farmers to produce top-quality jasmine rice seeds by themselves.
2.2. Project on shifting from rice cropping to multiple cropping during 2017 off-season period aims to replace off-season rice cropping with multiple cropping to generate more revenue, and create opportunity for farmers to experience alternative cropping as an option for their long-term agriculture.
3.3. Project on loan provision to farmers with large-scale rice fields for 2016/2017 aims to promote and provide financial support to farmers with large-scale rice fields in a bid to create career stability, promote self-reliance, as well as to promote development of rice management skills. Title: Exchange of letters and Agreement on ASEAN Secretariat Post 2015-Institutional Strengthening and Capacity Development (2016-2018)
1. Agreed on the draft of exchange notes and Agreement on ASEAN Secretariat Post 2015-Institutional Strengthening and Capacity Development (2016-2018). Should there be any amendment, if not affecting gist of the document or the benefits of Thailand, Ministry of Foreign Affairs is authorized to proceed without any further approval from the cabinet.
2. Approved for ASEAN Secretary-General or his representative to endorse the exchange notes on behalf of ASEAN, as well as the Agreement. Ministry of Foreign Affairs is also ordered to notify Thai government’s consent to ASEAN Secretariat for their information through permanent representative of Thailand to ASEAN in Jakarta, Indonesia. Draft of exchange note from ASEAN Secretary-General to German ambassador to ASEAN is to notify that ASEAN has agreed on proposals made by Germany as specified in the aforementioned note.
The Cabinet agreed on proposals made by Ministry of Foreign Affairs as follows:
1. Agreed on the draft Aide-Memoire between the Ministry of Foreign Affairs of the Kingdom of Thailand and the Organization for Security and Co-operation in Europe (OSCE) with respect to the 2016 OSCE Asian Conference on Strengthening Comprehensive Security. Should there be any amendment, if not affecting gist of the draft Aide-Memoire or the benefits of Thailand, Ministry of Foreign Affairs is authorized to proceed without any further approval from the cabinet.
2. Ministry of Foreign Affairs is ordered to notify Organization for Security and Co-operation in Europe (OSCE) through the embassy in Vienna that Thai government agreed on the exchange of Aide-Memoire without any signing.
Ministry of Foreign Affairs reported that the Organization for Security and Co-operation in Europe (OSCE) is the world's largest international organization in security founded in 1994 which promotes dialogues through preventive diplomacy, and focuses on building trust on security in 3 key areas: politics and military, economic and environment, and human security. OSCE's Secretariat is located in Vienna, Austria. The organization has 57 member states (most of which are European countries and the former Soviet Union, as well as U.S., Canada, and Mongolia.) OSCE also has 11 partners for cooperation among which six of them are in the Mediterranean region, and five in Asia (i.e., Afghanistan, Australia, Japan, South Korea and Thailand).
The draft Aide-Memoire is the document specifying tasks and mutual responsibilities between Thailand and OSCE in order to facilitate the organization of aforementioned conference. The document contains important details, framework and expenditure to be borne by both sides. Thailand is tasked in facilitating visa without fees for the participants, providing security and necessary privilege to OSCE (Exemption of indirect tax and custom duties for tools and equipment to be used in the meeting), as well as facilitating transfer and withdrawal of funds related to the conference.
The Cabinet approved proposal made by Ministry of Foreign Affairs as follows:
1. Approved establishment of a Consulate in Belgrade, Republic of Serbia with its consular jurisdiction covering Republic of Serbia.
2. Appointed Mr. Zoran Djukanovic as Honorary Consul to the Consulate in Belgrade, Republic of Serbia.
