The Cabinet met on Tuesday, June 14, 2016 at Command Building I, Government House. Some of the resolutions are as follows;

Title: Draft Public Debt Management Act (No….) B.E…

The Cabinet approved and acknowledged as follows:

1. Approved in principle on the Draft Public Debt Management Act (No….) B.E…. as proposed by Ministry of Finance. The Draft Act is to be forwarded to the Office of the Council of State for their consideration, taking into account the opinions of the Secretariat of the Cabinet, Bank of Thailand and the Securities and Exchange Commission. The Draft Act will later be submitted to the Coordinating Committee of the National Legislative Assembly before proposing to the National Legislative Assembly.

Draft Public Debt Management Act (No….) B.E…. is an amendment of the Public Debt Management Act B.E. 2548. The scope of “public debt” has been revised to cover only debts for which Ministry of Finance has an authority to manage and responsible, excluding financial sector debts and “loan debts with fiscal risks”. The amendment also covers imposing regulations for monitoring fiscal risks, and adjusting components and maximizing authority of Public Debt Policy and Management Committee in a more inclusive and efficient way. Domestic investment framework will also be revised by enabling Loan Management Fund For Public Debt Restructuring and Domestic Bond Market Development to invest in Bank of Thailand’s bonds.

Title: State welfare registration

The Cabinet acknowledged state welfare registration as proposed by Ministry of Finance.

State welfare registration aims to leverage efficiency of state welfare and government’s financial aid, which will ultimately help end poverty in Thai society and sustainably improve people’s quality of life. Details are as follows:

1. Applicant Eligibility requirements
  • Unemployed or earn annual salary of less than 100,000 Baht
  • Voluntary basis, applicant must consent to disclosure of salary details, owned property, creditors, outstanding debts, etc.
  • Be over 18 years old and Thai citizen
2. Procedures
  • Register at Bank for Agriculture and Agricultural Cooperatives, Government Savings Bank, and Krung Thai Bank between July 15 and August 15, 2016. For the upcoming years, registration will be opened during September 1-30 of each year.
  • Financial institutions will compile and transfer documents as electronic data to the Revenue Department.
  • The Revenue Department links the data to civil registration database of Office of Central Registration and Department of Provincial Administration in order to process the data of low income earners and integrate to social welfare data for social welfare management under e-Payment project during the next phase.
3. Impact
  • Create database of low income earners for the government to further develop appropriate policies for low income earners.
4. Expenditure and sources
  • Request for cooperation and support from concerned government agencies
Title: (Draft) Memorandum of Understanding on Labor and (Draft) Agreement on Employment between the government of the Kingdom of Thailand and the government of Republic of the Union of Myanmar

The Cabinet agreed and approved proposals made by Ministry of Labor as follows:

1. Agreed on the (Draft) Memorandum of Understanding on Labor and (Draft) Agreement on Employment between the government of the Kingdom of Thailand and the government of Republic of the Union of Myanmar

2. Labor Minister General Sirichai Distakul is authorized as Thai representative to endorse the Memorandum of Understanding on Labor and (Draft) Agreement on Employment between the government of the Kingdom of Thailand and the government of Republic of the Union of Myanmar.

3. Ministry of Foreign Affairs is to issue the Full Powers for Labor Minister General Sirichai Distakul to endorse the aforementioned documents.

4. Should there be any amendment, if not affecting gist of the document or the benefits of Thailand or against the principle the Cabinet has approved, Ministry of Labor is authorized to proceed, and later inform the Cabinet.

Gist of the matter

1. The (Draft) Memorandum of Understanding on Labor covers technical cooperation on labor between the two nations, such as

(1) Academic cooperation,

(2) Skill development cooperation,

(3) Employment cooperation between the two countries, and

(4) Technical cooperation on other aspects of mutual interests. Under the MOU, the partners agreed to develop “Memorandum of Agreement on Labor” in order to specify details on the process of labor import and export. The MOU aims to enhance cooperation on labor, and tighten relations between the two nations. It will go into effect from the date of signing for 4 years. As a consequence, MOU between the government of the Kingdom of Thailand and the government of Republic of the Union of Myanmar on Labor 2003 is to be terminated once the proposed MOU goes into effect.

2. Gist of the (Draft) Agreement on Employment is to proceed in accordance with the Memorandum of Understanding. It aims to promote and extend cooperation between the partner states for developing framework to facilitate employment of each other in an efficient and transparent manner. The partners will set any necessary measure to assure that the implementations have been put in place, and labors’rights have been protected according to the laws of the partner states. Memorandum of Agreement is laid out in line with the current situation, and to facilitate employment in an efficient and transparent manner, taking into account rights of labors, and elimination of illegal employment and human trafficking. The Agreement will take effect on the date of endorsement for 2 years.

Title: Endorsement on Memorandum of Cooperation on the Establishment and Implementation of the Asia Region Funds Passport (MOC)

The Cabinet agreed on proposals made by Ministry of Finance as follows:

1. Agreed on the Draft Memorandum of Cooperation on the Establishment and Implementation of the Asia Region Funds Passport (MOC)

2. Secretary of the Office of the Securities and Exchange Commission or his representative is assigned to endorse the Draft MOC. Should there be any amendment in wording, if not affecting gist of the document, the signatory is authorized to proceed without any further approval from the cabinet.

Title: Request for approval on Joint Statement by India and Thailand on the Official Visit of Prime Minister of Thailand General Prayut Chan-o-cha to India

The Cabinet agreed on proposals made by Ministry of Foreign Affairs as follows:

1. Agreed on the Draft Joint Statement by India and Thailand on the Official Visit of Prime Minister of Thailand General Prayut Chan-o-cha to India, which is to be endorsed on June 17, 2016

2. Should there be any amendment in wording on the aforementioned document, if not affecting gist of the document or the benefits of Thailand, Ministry of Foreign Affairs is authorized to proceed without any further approval from the cabinet. Gist of the matter

Ministry of Foreign Affairs reported that

1. The Prime Minister is scheduled to have a visit to the Republic of India upon the invitation made by Prime Minister Narendra Damodardas Modi during June 16-18, 2016 to strengthen bilateral relations between Thailand and India. During the visit, Joint Statement by India and Thailand on the State Visit of Prime Minister of Thailand General Prayut Chan-o-cha to India will be endorsed on June 17, 2016.

2. The gist of the Joint Statement is to strengthen and monitor bilateral cooperation between Thailand and India on several aspects, i.e., economic cooperation, connectivity, security and defense, science and technology, culture, education, and people-to-people exchange, as well as regional and multilateral cooperation.

3. The endorsement of the draft joint statement reflect Thailand's political will and readiness for bilateral cooperation in a bid to strengthen security, and economic, social and cultural cooperation, as well as other aspects of collaboration which will promote understanding and cordial relations between the two nations.
