The Cabinet met on Tuesday, June 21, 2016 at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet approved in principle on Draft Royal Decree on the specification of wild animals as protected species B.E…, as proposed by Ministry of Natural Resources and Environment, and forwarded to Office of the Council of State for its deliberation and proceeding.
Four aquatic animals specified as protected species under the Royal Decree are whale shark (Rhincodon typus), the Brydes whale (Balaenoptera edeni), the dwarf fin whale (Balaenoptera omurai) and the leather back sea turtle (Dermochelys coriacea).
The Cabinet approved proposals made by Ministry of Agriculture and Cooperatives as follows:
1. Approved 35 water resources and supply water development projects to solve water shortage
2. Approved the use of loan for water resource management and road transport system development (urgent phase), for a total of 1,406.41 million Baht, for the implementation of 35 projects in 1.
Ministry of Agriculture and Cooperatives reported that Thailand had suffered severe drought during the course of 2015 and 2016. The government, thus, implemented urgent policy to address water supply shortage in various areas in a bid to alleviate people's plights. Royal Irrigation Department has laid out a plan to develop and increase effectiveness of water resources through construction of 22 “monkey cheek” water retention areas, 5 electric water-pumping stations, 1 water distribution system, and 1 water diversion system, as well as increase of storage capacity of 6 existing reservoirs for a total budget of 1,406.41 million Baht.
The Cabinet agreed on the ASEAN Convention Against Trafficking in Persons, Especially Woman and Children (ACTIP) for Ministry of Foreign Affairs to proceed in issuing Instrument of Ratification or Approval, and hand over to the ASEAN Secretary General for depository as proposed by Ministry of Foreign Affairs.
The Cabinet approved proposals made by Ministry of Public Health as follows:
1. Approved on the 10-year Strategic Plan for the elimination of Liver Fluke Parasite and Bile Duct Cancer (2016-2026) as operational framework of government agencies, private and public agencies, local administrative organization, and the public.
2. Agreed on mobilization of the Strategic Plans in 2 phases as follows:
2.1 Three-year Initial Phase (2016-2018) is the campaign to address Liver Fluke Parasite and Bile Duct Cancer as part of the celebration on the auspicious occasion of the 70th anniversary of His Majesty the King's accession to the throne in 2016, and Her Majesty the Queen’s 84th Birthday Anniversary, as well as on the occasion of His Majesty the King's 90th Birthday Anniversary in 2017.
2.2 Second phase is the mobilization according to the remaining period of the Strategic Plan (2019-2026) in a bid to eliminate Liver Fluke Parasite and Bile Duct Cancer in a sustainable manner.
1. Approved budget to support mobilization of the Strategic Plan to address Liver Fluke Parasite and Bile Duct Cancer in an efficient and sustainable manner in the future.
2. Assigned Ministry of Public Health to develop an Action Plan according to the administration period of the working government (until July 2017). Any activity that needs to be implemented afterwards will be included in the national reform for the next governments to proceed.
The Cabinet agreed on the proposal made by Ministry of Science and Technology, for Office of Atoms for Peace (OAP) to host 3 meeting and trainings in Thailand. Office of Atoms for Peace
is to coordinate with Ministry of Foreign Affairs to notify Thai permanent delegation to Vienna, Austria to inform IAEA accordingly.
Gist of the matter:
1. Department of International Organizations, on behalf of Ministry of Foreign Affairs, notified Office of Atoms for Peace (OAP), Thailand’s international coordinator of IAEA, that IAEA has requested the Thai government to consider hosting 3 meeting and trainings as follows:
1. IAEA/RCA Mid-Term Progress Review Meeting under the RAS/1/020 IAEA’s academic cooperation on “Building Capacity for Applications of Advanced Non-Destructive Evaluation Technologies for Enhancing Industrial Productivity” during June 27 and July 1, 2016 in Bangkok
2. Region Training Course on Taxonomy and Identification of Fruit Fly Pest Species foe Southeast Asia under the RAS/5/067 IAEA’s academic cooperation on “Integrating Sterile Insect Technique for Southeast Asia” on July 11-15, 2016 in Bangkok
3. Region Training Course on Management Options for Disused Sealed Radioactive Sources (DSRS) of Category 3-5, including a Practical Demonstration of Conditioning Procedure under the RAS/9/085 on “Enhancing the Radioactive waste Management infrastructure in the Asia-Pacific Region” on August 15-27, 2016 in Bangkok
Title: Chair’s Statement of the 7th ASEM Culture Ministers’ Meeting
1. Agreed on the Draft Chair’s Statement of the 7th ASEM Culture Ministers’ Meeting.
2. Minister of Culture, on behalf of head of Thai delegation, is authorized to endorse the Draft Chair’s Statement at the 7th Asia-Europe Culture Ministers’ Meeting (ASEM CMM 7) held during June 22-24, 2016 in Gwangju, South Korea.
3. Should there be any amendment in wording of the Draft Chair’s Statement, if not affecting gist of the document or the benefits of Thailand prior to the endorsement, Ministry of Culture is authorized to proceed without any further approval from the cabinet.
The Draft Statement focuses on support and commitment to develop cultural cooperation between Asia and Europe, increase awareness and interest on creative industry through discussions and collaborations, as well as promote creative industry for value added and sustainable economic growth. Asia-Europe Culture Ministers will join forces in pushing forward concrete action plan, and promote international cooperation through the workshops on 3 topics, that is, the future of ICT and creative industry, cultural legacy and creative economy, and international cooperation to promote creative industry.
The Draft Statement also highlights the importance of Asia-Europe Foundation’s role to support bilateral cooperation on art and culture. As a special agenda of ASEM CMM 7, an idea on ‘Culture Creation and Convergence Belt’ will be proposed as an example for mobilizing creative economic and cultural prosperity. Establishment of ASEM's Young Leader Network is also mentioned to promote youth exchange among the member states on creative industry, as well as art and culture integration, through performances and interactive communications via various channels.
