The Cabinet met on Tuesday, August 9, 2016 at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet has approved draft 2nd Statute on National Health System, B.E... as proposed by National Health Commission (NHC), and agreed for the draft Statute to be forwarded to the National Legislative Assembly to publish in the Royal Gazette.
1. National Health Act, B.E. 2550 section 25
(1) and section 46 stipulated that the National Health Commission (NHC) has the responsibility and authority to prepare for a statute to be referred to as a framework and guideline in making policies, strategies and operations in respect to national health. It should contain essential matters as stipulated in section 46-48 of Chapter 5, that is,
(1) Philosophy and principle concept of health system,
(2) Desirable characteristics and goals of health system,
(3) provision of health security and protection,
(4) Health promotion,
(5) Prevention and control of diseases and health hazards,
(6) Public health care and quality control,
(7) Promotion, support, utilization, and development of local wisdom knowledge in respect of Thai traditional and alternative health treatment,
(8) Consumer protection,
(9) Creation and dissemination of knowledge on health,
(10) Dissemination of information on health,
(11) Production and development of public health personnel, and
(12) Health financing. Section 46 paragraph 4 stated that the Statute on National Health System must be reviewed at least once every five years.
2. The draft Charter on the National Health System has four main sections:
(1) Introduction,
(2) Definition,
(3) Principles of health system, and
(4) Categories. Each category contains 2 parts: the principles and desired outcomes of health system of respective category in the next 10 years.
The Cabinet approved proposals made by Ministry of Tourism and Sports as follows:
1. Approved the development and signing of the Memorandum of Understanding (MOU) on tourism between Ministry of Tourism and Sports of the Kingdom of Thailand and Ministry of Tourism of the Federative Republic of Brazil. Should there be any amendment, if not affecting gist of the document, Ministry of Tourism and Sports is authorized to proceed without any further approval from the Cabinet.
2. Minister of Tourism and Sports is authorized to endorse the draft MOU on her official visit to Brazil during August 16-20, 2016.
The draft MOU is aimed to strengthen relations between the two nations through promotion of cultural and social legacies, and expansion of collaborations in tourism based on qualities and mutual benefits. The draft MOU include: promotion of collaborations,
1) information exchange, and
2) trainings and academic assistance on tourism.
The aforementioned MOU will help promote cooperation on tourism between Thailand and Brazil. It will take effect from the date of signing for 5 years and will be automatically renewed.
The Cabinet approved in principle to the draft ministerial regulation (B.E....) issued under the Malaysia- Thailand Joint Authority Act B.E. 2533 as proposed by Ministry of Energy, and agreed to forward the draft regulation to the Office of the Council of State.
1. In 1992, Malaysia-Thailand Joint Authority Ministerial Regulation (B.E.2535), which was issued under the Malaysia-Thailand Joint Authority Act, B.E. 2533, stipulated regulations and conditions on appointment of joint chairpersons and other members of Malaysia-Thailand Joint Authority, as well as their allowances. The Regulation went into effect on February 7, 1992. Section 4 of the regulation stipulated that allowances and expenditure according to the Account 2 will take effect once the petroleum production in joint developed area has taken place (January 2, 2005).
2. At the 113th meeting of Malaysia-Thailand Joint Authority Committee on March 5, 2016, the agreement was reached to adjust allowances, meeting allowances, and per diem as the present rates are not relevant with the common rates in petroleum business both domestically and internationally, and do not reflect higher living cost and inflation of both countries. The Malaysian committee requested that adjustment of allowances be proposed to the government of both countries in order for the adjustment to take effect in both countries on July 1, 2016 onwards.
The Cabinet agreed on the proposals made by Ministry of Natural Resources and Environment as follows:
1. Agreed in principle on the draft Roadmap on ASEAN Cooperation towards Transboundary Haze Pollution Control with Means of Implementation
2. Agreed for Thailand to propose the draft Roadmap on ASEAN Cooperation towards Transboundary Haze Pollution Control with Means of Implementation to the 12th Conference of the Parties of ASEAN Agreement on Transboundary Haze Pollution for its approval. The conference will be held on August 11, 2016 in Malaysia.
3. Agreed for the head of Thai delegation to endorse the draft Roadmap on ASEAN Cooperation towards Transboundary Haze Pollution Control with Means of Implementation during the 12th Conference of the Parties on the ASEAN Agreement on Transboundary Haze Pollution.
4. Should there be any additional agenda included during the Conferences, if not affecting gist of the operations or against laws, regulations or the benefits of Thailand, Thai delegation is authorized to proceed without any further approval from the Cabinet.

2nd Strategy: Sustainable management of swamp forest to prevent fire hazards
3rd Strategy: Management of wildfire and agricultural burning to prevent surface fire and/or wildfire
4th Strategy: Improving law enforcement
5th Strategy: Building cooperation, data exchange and strengthening organization
6th Strategy: Creating of awareness and public participation
7th Strategy: Mobilization of resources from all agencies to prevent transbourdary haze pollution
8th Strategy: Reduction of health and environmental effects
