The Cabinet met on Tuesday, August 23, 2016 at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet agreed and approved proposals made by Ministry of Foreign Affairs as follows:
1. Agreed on Memorandum of Understanding on establishment of a rehabilitation center for Cambodian victims of human trafficking in Poipet, Banteay Meanchey, Cambodia. Should there be any amendment in the MOU, if not affecting gist of the document or against the benefits of Thailand, Ministry of Foreign Affairs is authorized to proceed without any further approval from the Cabinet.
2. Minister of Foreign Affairs or his representative is authorized to endorse the Memorandum of Understanding on establishment of rehabilitation center for Cambodian victims of human trafficking in Poipet, Banteay Meanchey, Cambodia.
The Center will be located in the city of Poi Pet in Cambodia, and Thailand will provide assistance in the form of a facility for the training of Cambodian personnel, as well as other necessary equipment.
1. Objectives: provide assistance in the form of a facility for the training of Cambodian personnel, as well as other necessary equipment for 3-year period.
2. Thailand’s main agencies for the project is Ministry of Foreign Affairs (Thailand International Cooperation Agency), and Ministry of Social Development and Human Security
3. Thai government will provide assistance in the form of a facility for the training of Cambodian personnel, as well as other necessary equipment.
4. Cambodian government will facilitate the operations of Thai side, including tax and duty exemption on equipment and materials used under the project.
The Cabinet approved proposals made by Ministry of Culture as follows:
1. Agreed on Bandar Seri Begawan Declaration on Culture and Arts to Promote ASEAN’s Identity Towards a Dynamic and Harmonious ASEAN Community, and Vientiane Declaration on Reinforcing Cultural Heritage Cooperation in ASEAN to be endorsed at the 7th ASEAN Ministers Responsible for Culture and ARTs (AMCA) meeting.
2. Minister of Culture, as head of Thai delegation at the 7th ASEAN Ministers Responsible for Culture and ARTs (AMCA) meeting, is authorized to endorse the two Declarations which are to be forwarded to the 16th ASEAN Socio – Cultural Community Council Meeting (ASCC) for consideration, and later to the 28th ASEAN Summit for endorsement respectively.
3. Should there be any change in the Declarations, if not affecting gist of the documents or against the benefits of Thailand, prior to the endorsement and approval of the aforementioned documents, Ministry of Culture is authorized to proceed without any further approval from the Cabinet.
Title: Request for approval on Draft Cooperation Dialogue between the government of the Kingdom of Thailand and the government of People's Republic of China on the Thailand’s Railways Infrastructure Development on the Strategic Framework for Development of Thailand’s Transportation Infrastructure 2015-2022 (B.E.2558-2565)
The Cabinet agreed and approved proposals made by Ministry of Transport as follows:
1. Agreed on Draft Cooperation Dialogue between the governments of the Kingdom of Thailand and the government of People's Republic of China on the Thailand’s Railways Infrastructure Development on the Strategic Framework for Development of Thailand’s Transportation Infrastructure 2015-2022 (B.E.2558-2565). Should there be any amendment, if not affecting gist of the document and benefits Thailand, Ministry of Transport is authorized to proceed without any further approval from the Cabinet.
2. Minister of Transport or his representative is authorized to endorse the document on behalf of Thailand. Ministry of Foreign Affairs is to issue the Full Powers to Minister of Transport or his representative for the endorsement.
The Draft Cooperation Dialogue will replace the previous version which was signed on December 3, 2015. Under the current Cooperation Dialogue, both nations agreed to focus on the 1st section (Bangkok - Kaeng Khoi) and the 3rd section (Kaeng Khoi- Nakorn Ratchasima). Thailand will full ownership rights over both projects. The remaining sections will be implemented in due course. First phase of the construction is expected to commence in September 2016.
The Cabinet approved proposals made by Ministry of Foreign Affairs as follows:
1. Approved preparation of a Memorandum of Understanding (MOU) on establishment of bilateral dialogue mechanism between Ministry of Foreign Affairs of the Kingdom of Thailand and Ministry of Foreign Affairs of the Republic of Panama.
2. Director-General of the Department of American and South Pacific Affairs is authorized to endorse the MOU.
3. Should there be any amendment in wording, if not affecting gist of the document and for the sake of Thailand’s benefits, Ministry of Foreign Affairs is authorized to proceed without any further approval from the Cabinet.
The draft MOU will be a framework for an establishment of bilateral dialogue mechanism between Ministry of Foreign Affairs of the Kingdom of Thailand and Ministry of Foreign Affairs of Republic of Panama. The dialogue will cover issues on bilateral relations, and other regional and international issues of mutual interests, such as politics, economy, trade, investment, finance, industry, culture, education, social affairs, science and technology, tourism and sports development. The MOU will take effect from the date of signing and can be amended upon a written notice of any party.
The Cabinet agreed on proposals made by Ministry of Foreign Affairs as follows:
1. Agreed on Record of Discussion of the 10th Joint Commission on Bilateral Cooperation (JC)
2. Should there be any amendment in the proposed draft Record of Discussion, which is not against principle of the document the Cabinet has approved, Ministry of Foreign Affairs is authorized to proceed, and later inform the Cabinet about the aforementioned amendments.
Draft Record of Discussion focuses on existing bilateral cooperation between both nations and issues to be amended and/or mobilized for mutual benefits. Key agendas include 1. Educational, socio-cultural, and public health cooperation, 2. Political and security cooperation, and 3. Economic cooperation.
The Cabinet approved proposals made by Ministry of Labor as follows:
1. Agreed on Ministerial Declaration for Colombo Process
2. Minister of Labor or his representative is authorized to endorse Ministerial Declaration for Colombo Process
3. Should there be any amendment, if not affecting gist of the documents or against the benefits of Thailand, Ministry of Labor is authorized to proceed without any further approval from the Cabinet.
The Draft Declaration demonstrates the intent of leaders under the Colombo Process to strengthen cooperation and promote fair and systematic export of labors between the member states (Asia’s 11 labor-exported countries, namely, Afghanistan, Bangladesh, China, India, Indonesia, Nepal, Pakistan, Philippines, Sri Lanka, Thailand, and Vietnam) and the labor-imported Arab States of the Gulf.
