The Cabinet met on Tuesday, August 30, 2016 at Command Building I, Government House. Some of the resolutions are as follows;

Title: Request for approval on implementation of loans for development of large-scale farming system

The cabinet approved for the Department of Agricultural Extension, under Ministry of Agriculture and Cooperatives, to implement loan scheme for the development of large-scale farming system, as proposed by Ministry of Agriculture and Cooperatives.

Gist of the matter

Ministry of Agriculture and Cooperatives reported that large-scale farming system has been promoted to increase efficiency of agricultural productivity, marketing, and management. Farmers will be encouraged to form a group, whether it be farmers’ groups/community enterprises/cooperatives, to co-product, sell, and manage in a bid to reduce production costs, increase productivity and production quality, enhance farmers’ competitiveness, etc. This will be an integrative effort of public, private, and farmer sectors.

Objectives: To offer low-interest loans to farmers’ groups/community enterprises/cooperatives for production and marketing management, as well as infrastructure development.

Targeted groups: Farmers’ group/community enterprises/cooperatives who manage large-scale farming. Loans will be available for up to 650 large-scale land plots.

Title: Request for approval on Thailand's position and draft outcome document of 1st Thailand- Iran Joint Trade Committee (JTC) Meeting

The Cabinet approved proposals made by Ministry of Commerce as follows:

1. Agreed in principle on trade and economic collaboration between Thailand and Iran, and assigned Minister of Commerce to use this as framework for discussion at the 1st Thailand- Iran Joint Trade Committee (JTC) Meeting.

2. Agreed on the draft outcome document for the 1st Thailand-Iran Joint Trade Committee (JTC) Meeting.

3. If the Meeting agreed on any other outcome regarding other issues on economic and trade cooperation that will benefit economic and trade relations of both Thailand and Iran, Minister of Commerce and the Thai delegation attending the Meeting can proceed without seeking further Cabinet’s consideration.

4. The Cabinet approved for Minister of Commerce or his representative to endorse the meeting outcome document and other documents resulting from discussion on specific cooperation (if any).

Gist of draft outcome document of the 1st Thailand- Iran Joint Trade Committee (JTC) Meeting:

1. Directional approaches to expand trade volume to 3 billion US dollars in 5 years (B.E.2563);

2. Expansion of trade of agricultural product;

3. Expansion of investment opportunities;

4. Financial transaction;

5. Agreement on Trade Preferences between Thailand and Iran; and

6. Economic and technical cooperation.

Title: Endorsement of documents under responsibility of ASEAN Economic Community Councils

The Cabinet approved proposals made by Ministry of Commerce as follows:

1. Agreed to the 10 Action Plans under AEC Blueprint 2025. Should there be any amendment, if not affecting gist of the document or the benefit of Thailand, Ministry of Commerce is authorized to proceed without any further approval from the cabinet.

2. Deputy Prime Minister or his representative is authorized to endorse 21 Detailed Action Plans under AEC Blueprint 2025 and AEC 2025 Monitoring & Evaluation Framework.

Gist of the matter:

1. Action Plans under AEC Blueprint 2025:

1.1) 10 Action Plans of responsible agencies developed in collaboration with with ASEAN member states

1.2) 11 Action Plans under responsibility of AEC

2. AEC 2025 Monitoring & Evaluation Framework

Title: Memorandum of Understanding between the government of the Kingdom of Thailand and the government of the Lao People's Democratic Republic

The Cabinet agreed with the proposal made by Ministry of Energy on the approval of Memorandum of Understanding (MOU) between the government of the Kingdom of Thailand and the government of the Lao People's Democratic Republic on cooperation of power development in Lao PDR, which Department of Treaties and Legal Affairs is to verify. If there is no amendment, in the gist of the document, Ministry of Energy is authorized to endorse the aforementioned MOU, without any further approval from the cabinet and National Energy Policy Office.

The MOU is the extension of the current Memorandum of Understanding on cooperation of power development in Lao PDR. It aims to promote the development of electric power network between the two nations before upgrading to Regional Power Grid.

Title: Request for approval on draft documents to be signed or endorsed during the 28th and 29th ASEAN Summit and other related Summits

The Cabinet agreed and approved proposals made by Ministry of Foreign Affairs as follows:

1. Agreed on 14 draft outcome documents. Should there be any amendment, if not affecting the gist of the documents or the benefit of Thailand, Ministry of Foreign Affairs is authorized without any further approval from the cabinet.

2. Prime Minister or his representative is authorized to endorse the documents (a total of 13 documents).

3. Minister of Foreign Affairs or his representative is authorized to endorse Draft Instrument of the Treaty of Amity and Cooperation in Southeast Asia.

Gist of the matter

The 14 outcome documents are as follows:

1. Draft action plan for implementation of Joint Statement on Strategic Partnership between ASEAN and the United Nations (2016-2020)

2. 3rd Draft Initiative for ASEAN Integration

3. Draft Vientiane Declaration on the endorsement of the 3rd Draft Initiative for ASEAN Integration

4. Master Plan on ASEAN Connectivity 2025

5. Draft Vientiane Declaration on the endorsement of the Master Plan on ASEAN Connectivity 2025

6. Draft Joint Statement of the 19th ASEAN-China Summit in occasion of 25th anniversary of ASEAN-China relations to a closer ASEAN-China Strategic Partnership

7. Draft Joint Statement on Code of Unplanned Encounters in the South China Sea

8. Draft guideline of China-ASEAN senior foreign officials' hotline platform t in response to Maritime Emergencies under Code of Conduct in the South China Sea (COC)

9. Draft Statement on Promoting Sustainable Development Cooperation of ASEAN Plus Three

10. Draft Statement of ASEAN Plus Three on Active Aging

11. Draft Vientiane Declaration on Enhancing Cooperation in the Development of Infrastructure in East Asia

12. Draft Statement of East Asia Summit on Non-Proliferation

13. Draft Declaration on the East Asia Summit on the Strengthening of the Response to the Crisis Migration and Human Trafficking

14. Draft Instrument of the Treaty of Amity and Cooperation in Southeast Asia
