The Cabinet met on Tuesday, September 6, 2016 at Command Building I, Government House.
The Cabinet approved for Bangkok Metropolitan Administration to implement the Gold Line monorail project (Krung Thongburi – Klong San – Prachathipok Station) as proposed by Ministry of Interior.
Ministry of Interior reported that the implementation of Gold Line monorail project (Krung Thongburi – Klong San – Prachathipok Station) aims to accommodate transport in Thonburi area, and to promote use of public transport. This Line has 2 sections for the total distance of 2.68 kilometers:
1st Section: Thonburi Road – Klong San Intersection (BTS Krung Thonburi – Taksin Hospital for the total distance of 1.72 kilometers (3 Stations) (Expected to be in services in 2018)
2nd Section: Somdet Chaopraya Road – Prachathipok Road (Taksin Hospital - Wat Anongkaram) for the total of distance of 0.96 kilometers (1 Station) (Expected to be in services by the end of 2022)
The Cabinet agreed on the Draft Thailand’s position paper for the 71st session of the United Nations General Assembly. Should there be any amendment, if not affecting gist of the documents or against the benefits of Thailand, Ministry of Foreign Affairs is authorized to proceed without further approval from the Cabinet.
Ministry of Foreign Affairs reported that
1. the 71st session of the United Nations General Assembly will convene on September 31, 2016, and other related sessions will be held during September and December 2016, at the United Nations Headquarters, New York, USA, under the theme “Sustainable Development Goals : a universal push to transform our world”.
2. Draft Thailand’s position paper for the 71st session of the United Nations General Assembly covers issues in 9 areas of national interest: 1) Promotion of sustainable economic development according to UN General Assembly’s resolutions and outcomes of other related UN meetings; 2) Peacekeeping and international security; 3) African Development; 4) Promotion of human rights; 5) Effective cooperation on humanitarian aid; 6) Promotion of International law and justice; 7) Arms reduction; 8) Narcotics control, crime prevention and anti-terrorism; and 9) Organization management and etc.
The Cabinet agreed and approved proposals made by Ministry of Transport as follows:
1. Agreed on the Draft Joint Statement of Intent on Cooperation on railway development between Ministry of Transport of the Kingdom of Thailand and Ministry of Transport and Digital Infrastructure of the Federal Republic of Germany. Should there be any amendment, if not affecting the gist of the documents or against the benefits of Thailand, Ministry of Foreign Affairs is authorized to proceed without further approval from the cabinet.
2. Minister of Transport or his representative is authorized to endorse the Draft Joint Statement on behalf of Thailand.
Technical cooperation framework: Both nations will endorse collaborations between investors in railway system, domestic railway services providers, experts, and concerned agencies of Thailand and Germany. The support includes knowhow sharing and trainings of experts, researchers, and technical staffs, as well as organizing joint seminars, operational meetings or others meetings.
The Cabinet agreed on proposals made by Ministry of Energy as follows:
1. Acknowledged draft Memorandum of Understanding (MOU) between the government of the Kingdom of Thailand and the government of the Lao People's Democratic Republic on electricity development in the Lao People’s Democratic Republic, which has been amended according to Ministry of Foreign Affairs’ opinions.
2. Minister of Energy or his representative is authorized to sign the draft MOU without requesting the Full Powers from Ministry of Foreign Affairs.
3. Should there be any further amendment or modification of the draft MOU in wording where necessary, if not affecting the gist of documents or against the benefits of Thailand or against principle of the document the Cabinet has approved, Ministry of Energy is authorized to proceed, and later inform the cabinet accordingly of the aforementioned amendment.
The Cabinet agreed on proposals made by Ministry of Foreign Affairs as follows:
1. Agreed on Draft Final Document of the 17th Non-Aligned Movement Summit
2. Agreed on Draft Declaration of the Island of Margarita
3. Ministry of Foreign Affairs is authorized to endorse the Draft Final Document and Draft Declaration of the Island of Margarita
4. Should there be any amendment, if not affecting the gist of the documents or against the benefits of Thailand, Ministry of Foreign Affairs is authorized to proceed without further approval from the cabinet.
1. Draft Final Document of the Summit reflects Non-Aligned Movement’s stance, progress and operations at the regional and global level on political issues, security, economy, human rights, and sustainable development. The Coordinating Committee of the Non-Aligned Movement in New York is responsible in preparing the document to be submitted at the 17th Non-Aligned Movement Summit. Further amendments might be made prior to the endorsement at the Summit.2.Draft Declaration of the Island of Margarita aims to underscore the principles which the Non-Aligned Movement attached importance, i.e., respect for national sovereignty, rights of self-determination, peaceful settlement, refrain from threat and use of force, sustainable development, as well as protection and promoting human rights. With regard to Thailand, the Permanent Representative of Thailand to the United Nations, New York was of the view that in principle, the aforementioned document is not against Thailand’s stance or its benefits, thereby, the document may be endorsed.
The Cabinet agreed on proposals made by Ministry of Foreign Affairs as follows:
1. Agreed to the Joint Press Statement of the Sixth Annual Consultation between the Prime Minister of Thailand and the Prime Minister of Malaysia.
2. Should there be any amendment in wording, if not affecting the gist of the documents or against principle of the document the Cabinet has approved or agreed, Ministry of Foreign Affairs is authorized to proceed, and later inform the Cabinet accordingly of the aforementioned amendment.
Gist of the Draft Joint Press Statement is about various issues under bilateral cooperation which both nations have been collaborated and agreed upon to speed up, develop, and/or push forward. Key agendas to be discussed at the meeting are security and economic cooperation.
