The Cabinet met on Tuesday, September 13, 2016 at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet agreed on proposals made by National Economic and Social Development Board as follows:
1. Agreed on the 12th National Economic and Social Development Plan (draft) (B.E. 2560-2564)
2. Office of Cabinet’s Secretary General was assigned to submit the Draft to His Majesty the King for royal assent. The 12th National Economic and Social Development Plan will go into effect from October 1, 2016 – September 30, 2021
1) Strategy on Establishment and Development of Human Resources
2) Strategy on Promoting Justice and Reducing Inequality
3) Strategy on Strengthening Economy and Sustainable Competitiveness
4) Strategy on Environmental Friendly Growth for Sustainable Development
5) Strategy on Promoting National Security for Sustainable and Prosper Nation
6) Strategy on Government Management, Corruption Prevention and Good Governance in Thai Society
7) Strategy on Infrastructure and Logistics Development
8) Strategy on Sciences, Technology, Research and Innovation Development
9) Strategy on Urban and Economic Zone Development
10) Strategy on International Cooperation for Development
The Cabinet agreed on proposals made by Ministry of Public Health as follows:
1. Agreed in principle to the Strategic Plan to Promote Thailand as a Medical Hub (B.E.2559-2568). Ministry of Public Health and concerned agencies are assigned to develop concrete Action Plan during the working government’s administration period (until July 2017). Any other activities will be included in the Action Plan for successive government to proceed accordingly.
2. Ministry of Public Health, Ministry of Education and concerned agencies are to implement the aforementioned Plan while ensuring that the implementation does not impact provision of medical services to Thai people.
10-year Strategic Plan to Promote Thailand as Medical Hub (B.E.2559-2568) aims to develop Thailand as world’s medical hub in 10 years. Its major goal is for Thailand to become
1) Wellness Hub;
2) Medical Service Hub;
3) Academic Hub;
4) Product Hub.
1) To increase competitiveness in health services management
2) To develop medical services
3) To develop healthcare services
4) To develop Thai traditional and alternative medicine
5) To develop Academic Hub
6) To develop medicine and health products and
7) To develop marketing and public relations
The 2-year urgent plan will be in effect in 2016-2017 and the 8-year medium-long term plan will be implemented in 2018 onwards.
The Cabinet agreed and approved proposals made by Ministry of Tourism and Sports as follows:
1. Approved Agreement between the government of the Kingdom of Thailand and World Tourism Organization on organizing World Tourism Day 2016. Should there be any amendment, if not affecting gist of the documents, Ministry of Tourism and Sports is authorized to proceed without further approval from the Cabinet.
2. Minister of Tourism and Sports or his representative is authorized to endorse the Agreement.
3. Ministry of Foreign Affairs is to issue Full Power to Minister of Tourism and Sports or his representative.
Ministry of Tourism and Sports reported that Thailand is selected to organize the official celebration of World Tourism Day (WTD) 2016 during September 26-29, 2016 at Siam Kenpinski Hotel in Bangkok and Khon Kaen with the theme “Tourism For All and Equal Access”. The agreement between UNWTO and the government of the Kingdom of Thailand specifies format and location, as well as facilitations and security to the participants.
The Cabinet agreed on proposals made by Ministry of Agriculture and Cooperatives as follows:
1. Agreed on Strategic Action Programme 2015 of the Bay of Bengal Large Marine Ecosystem and other activities or operations under the aforementioned Programme prior to the signing
2. Director-General Department of Fisheries and Director-General Department of Department of Marine and Coastal Resources or his representative is authorized to sign the aforementioned Programme.
The Cabinet agreed and approved proposals made by Ministry of Transport as follows:
1. Agreed on Draft Agreement on the Renewal of Memorandum of Understanding on Railway Cooperation Between Ministry of Transport of the Kingdom of Thailand and Department of Lands and Infrastructure and Transport of the Republic of Korea. Should there be any amendment prior the endorsement, if not affecting gist of the documents and benefits Thailand, Ministry of Transport is authorized to proceed without further approval from the Cabinet.
2. Minister of Transport or his representative is authorized to endorse on behalf of Thailand Gist of the Draft of the Agreement is to agree on the renewal of Memorandum of Understanding without any changes in wordings, and which will go into effect from the date of signing by both parties for 2 years, and can be renewed for another 2 years.
The Cabinet approved proposals made by Ministry of Sciences and Technology as follows:
1. Agreed for Thailand to become a participant of Committee for Scientific and Technological Policy (CSTP) under Organisation For Economic Co - operation and Development (OECD)].
2. Ministry of Sciences and Technology [National Science Technology and Innovation Policy Office] is authorized to pay annual membership fee specified by OECD.
Participation in CSTP under OECD will enhance an opportunity for Thailand to become a member in an international organization for direct and indirect benefits on science, technology and innovation development. Direct and indirect benefits are as follows:
