The Cabinet met on Tuesday, September 20, 2016 at Command Building I, Government House. Some of the resolutions are as follows;

Title: One-Year Action Plan for “Zero Waste Thailand” based on the “People Public Private Partnership” (B.E.2559-2560)

The Cabinet agreed on proposals made by Ministry of Natural Resources and Environment as follows:

1. Agreed on One-Year Action Plan for “Zero Waste Thailand” based on the “People Public Private Partnership” (B.E.2559-2560)

2. Ministry of Interior is assigned to oversee the implementation of waste management by provincial and local administrations according to the Action Plan to ensure tangible results.

3. Ministry of Natural Resources and Environment, Ministry of Interior and concerned agencies are to take into consideration opinions of Office of the National Economics and Social Development Board.

Gist of One-Year Action Plan for “Zero Waste Thailand” based on the “People Public Private Partnership” (B.E.2559-2560):

1. Operational framework:

1.1 Initial phase: solid waste reduction and sorting at households, governmental offices, public areas and, offices

1.2 Medium phase: efficient waste collection and transfer

1.3 Terminal phase: efficient waste management

2. Operational measures:

1) Measure on Reduction and Sorting at Sources;

2) Measure on Waste Collection Efficiency;

3) Measure on Management Development

Strategies consist of

1st Strategy: Efficient Solid Waste Management

2nd Strategy: Efficient Hazardous Waste Management

3rd Strategy: Efficient Infectious Waste Management

4th Strategy: Efficient Industrial Hazardous Waste Management

5th Strategy: Efficient Management Development

Title: 100th Anniversary of adoption of Trairanga (Tri-color) Flag as Thailand’s national flag

The Cabinet agreed on a proposal made by Office of the Permanent Secretary, Prime Minister Office on designating September 28th of each year as Thai National Flag Day, starting from September 28th, 2017. It will not be a public holiday. The aim is to raise awareness in national pride, and commemorate His Majesty King Phra Mongkut Klao Chaoyuhua (King Rama VI), who introduced Triranga Flag as Thailand’s national flag.

Title: The 17th Conference of the Parties to CITES (the Convention on International Trade in Endangered Species of Wild Fauna and Flora), the 67th and 68th Meeting of the Standing Committee (SC67-SC68) and Ministerial Lekgotla

The Cabinet agreed on proposals made by Ministry of Natural Resources and Environment as follows:

1. Agreed on (Draft) Thailand’s position, including CITES Working Documents and Proposals, for the 17th Conference of the Parties to CITES, which is to be held during September 24-October 5, 2016 at Johannesburg, South Africa

2. Should there be any changes on agendas or proposals, if not against against benefits of Thailand, Thai delegation attending the Meetings is authorized to make a decision and proceed accordingly.

Title: Memorandum of Understanding between the governments of the Lao People's Democratic Republic, the Kingdom of Thailand, and Malaysia on Power Integration project between Laos, Thailand and Malaysia

The Cabinet agreed and approved proposals made by Ministry of Energy as follows:

1. Agreed on Draft Memorandum of Understanding (MOU) between the governments of the Lao People's Democratic Republic, the Kingdom of Thailand, and Malaysia on Power Integration project between Laos, Thailand and Malaysia.

2. Minister of Energy (or his representative) is authorized to endorse the Draft MOU. Ministry of Foreign Affairs is to issue Full Powers to the aforementioned signatory.

3. Should there be any amendment in wording, if not affecting gist of the document or against benefits of Thailand or against the principle the Cabinet has approved, Ministry of Energy is authorized to proceed, in collaboration with Ministry of Foreign Affairs, without any further approval from the Cabinet.

Gist of the MOU is as follows:

A pilot project known as Power Integration between Laos, Thailand and Malaysia will be implemented. It aims to conduct study on cross-border power purchase based on equality and mutual benefits, as well as to promote ASEAN power grid in a concrete manner.

Title: Approval on Draft Dunhuang Declaration (Dunhuang Initiative) of the 1st Silk Road International Cultural Expo in the People’s Republic of China

The Cabinet agreed and approved proposals made by Ministry of Culture as follows:

1. Agreed on Draft Dunhuang Declaration (Dunhuang Initiative) of the 1st Silk Road International Cultural Expo

2. Minister of Culture, as head of Thai delegation, is authorized to endorse the draft Declaration.

3. Should there be any amendment in wording, if not affecting gist of the document or against the principle the Cabinet has approved, Ministry of Culture is authorized to proceed and later inform the Cabinet about the aforementioned amendment.

Title: Request for approval on Draft Piura Declaration on APEC Food Security

The Cabinet agreed and approved proposals made by Ministry of Agriculture and Cooperatives as follow:

1. Agreed in principle on Draft Piura Declaration on APEC Food Security. Should there be any amendment in wording, if not affecting gist of the document or against benefits of Thailand, Ministry of Agriculture and Cooperatives is authorized to proceed without any further approval from the Cabinet.

2. Minister of Agriculture and Cooperatives or his representative is authorized to endorse the Draft Declaration.

Draft Piura Declaration on APEC Food Security consists of 7 main topics:

1) General information, challenges and opportunities for food security in the region;

2) Regional food market and trade;

3) Sustainability on resilient food system;

4) Innovation and technology;

5) Urban and suburban development;

6) Investment on infrastructure and services for food security; and

7) Entering global food system in 2020.

Title: Establishment of diplomatic relations between the Kingdom of Thailand and Commonwealth of the Bahamas

The Cabinet agreed on proposals made by Ministry of Foreign Affairs as follows:

1. Ministry of Foreign Affairs is authorized to proceed with the establishment of diplomatic relations between the Kingdom of Thailand and Commonwealth of the Bahamas through signing of the Joint Statement on establishment of diplomatic relations between the Kingdom of Thailand and Commonwealth of the Bahamas (English and Thai versions), as well as to issue notification letter to United Nations Secretary-General.

2. Minister of Foreign Affairs is authorized to endorse the Draft Joint Statement on establishment of diplomatic relations between the Kingdom of Thailand and Commonwealth of the Bahamas.

3. Permanent Representative of Thailand to the United Nations, New York is authorized to endorse the notification letter to the UN Secretary-General on establishment of diplomatic relations.

4. Should there be any amendment in wording of Draft Joint Statement on establishment of diplomatic relations between the Kingdom of Thailand and Commonwealth of the Bahamas and draft notification letter, if not affecting gist of the document and be in accordance with Thailand’s policies and benefits, Ministry of Foreign Affairs is authorized to proceed without any further approval from the Cabinet.
