The Cabinet met on Tuesday, September 27, 2016 at Command Building I, Government House. Some of the resolutions are as follows;

Title: Request for approval on construction of dual-track rail route Mab Kabao-Chira Section

The Cabinet approved a proposal made by Ministry of Transport for State Railway of Thailand to implement construction of dual-track railway (Mab Kabao-Chira section).

Gist of the matter

Mab Kabao-Chira section dual-track railway is a project under National Transport Infrastructure Development Strategy B.E. 2558-2565. The aim is to enhance capacity of rail services, accommodate increasing number of passengers and freights, and decrease commuting times.

It is the construction of an additional track in parallel with existing tracks from Mab Kabao, Saraburi province to Chira Junction, Nakorn Ratchasima province, with a total distance of 123 kilometres, 19 stations, 2 container yards, and 39 railway overpass and tunnels.

Title: Measures to promote quality of life of small farmers

The Cabinet agreed on Measures to Promote quality of life of small farmers as proposed by Ministry of Finance.

Gist of the matter

Ministry of Finance has developed measures to promote quality of life of small farmers, which consists of 2 sub-measures: 1) Measure to increase revenues for low-income farmers who registered themselves in national social welfare scheme to mitigate the effect of declining agro product prices and to improve quality of life; 2) Measure to assist small farmers through Bank of Agriculture and Agricultural Cooperatives to alleviate debt burden, and provide support to new generation farmers.

Title: Request for approval on project to strengthen and enhance cooperation with neighboring countries to stop illicit drug manufacturing and eradicate international illicit drug trafficking network B.E. 2559 (revised) (Myanmar, Laos, Cambodia and Vietnam)

The Cabinet approved proposals made by Ministry of Justice as follows:

1. Approved the project to strengthen and enhance cooperation with neighboring countries to stop illicit drug manufacturing and eradicate international illicit drug trafficking network B.E. 2559 (revised) for Myanmar, Lao PDR, Cambodia, and Vietnam.

2. Secretary-general of the Office of the Narcotics Control Board is authorized to approve project, plans and operations, as well as budget allocation in order to achieve the project’s objectives.

Gist of the project is as follows:

1. To enhance capacity of concerned officials of the 4 neighboring countries in combatting illicit drugs, and preventing illicit drugs, chemicals and precursors.

2. To enhance capacity of concerned agencies in the neighboring countries in providing support to their officials.

3. To enhance capacity of concerned officials of the neighboring countries in illicit drug test and investigation.

4. To expand collaboration in enhancing capacity of the neighboring countries in preventing, rehabilitating, and treating drug addicts in a sustainable manner.

5. To ensure preparedness for the operations under Safe Mekong Operation Plan B.E. 2559-2561.

6. To promote and strengthen mutual relations, trust, and cooperation in the joint effort for illicit drug control.

Title: Strategy on labor’s language and cultural skills development for ASEAN Community B.E. 2559-2563

The Cabinet acknowledged proposals made by Ministry of Labor on Strategy on labor’s language and cultural skills development for ASEAN Community B.E. 2559-2563.

Strategy on labor’s language and cultural skills development for ASEAN Community B.E. 2559-2563 consists of 5 main aspects:

1) To upgrade standard on language and cultural study and proficiency test

2) To develop curriculum on fostering language and cultural understanding

3) To expand collaboration among concerned networks

4) To expand international collaboration in developing language and cultural skills

5) To improve language and cultural database and resources

Title: Expansion of jurisdiction of Honorary Thai Consulate in Marseille, France and appointment of its Honorary Consul

The Cabinet approved proposals made by Ministry of Foreign Affairs as follows:

1. Expanded jurisdiction of Honorary Thai Consulate in Marseille, France to cover 6 cities in Provence – Alpes-C?te d’ Azur: Alpes – de – Haute-Provence, Hautes-Alpes, Alpes-Maritimes, Boucvhes – du-Rh?ne, Var and Vaucluse

2. Appointed Mr. Olivier Ren? Thierry Van de Winkel as Honorary Consul to replace former Honorary Consul, Mr. Francis Biget who passed away.
