The Cabinet met on Tuesday, October 4, 2016 at Command Building I, Government House. Some of the resolutions are as follows;

Title: Request for royal endorsement to honor His Majesty King Chulalongkorn (Rama V) and His Majesty King Bhumibol Adulyadej (Rama IX)

The Cabinet agreed on proposals made by Ministry of Agriculture and Cooperatives as follows:

1. To honor His Majesty King Chulalongkorn (Rama V) as “Father of Thai Rice Reform”

2. To honor His Majesty King Bhumibol Adulyadej (Rama IX) as “Father of Thai Rice Research & Development”

This matter is to be submitted to His Majesty the King for royal endorsement.

Title: “Triangle of Stability, Prosperity, and Sustainability”

The Cabinet agreed in principle the proposals made by Office of the National Economics and Social Development Board (NESDB) on “Triangle of Stability, Prosperity, and Sustainability” project (B.E.2560-2563), and its operational guideline.

Gist of the matter

Office of the National Economics and Social Development Board has collaborated with the Southern Border Provinces Administration Centre to develop the Model City project. The committee for solving problems in the southern border provinces has already agreed upon the principle, framework and development guideline of the project as follows:

(1) Develop 3 districts, Nong Chik in Pattani, Betong in Yala, and Su-ngai Kolok in Narathiwat into Model Cities under the project “Triangle of Stability, Prosperity, and Sustainability”, to draw investments from private sector, and increase employment and revenue, thereby, expand safe areas in the localities.

(2) Objectives: To develop southern border provinces into special economic zones, boost investments, and enhance quality of life of local people and the neighborhoods.

(3) Goals: To develop Nong Jik, Pattani into “a model city for advanced agro-industry”, Sungai Kolok, Narathiwat into a “hub for cross-border trade” and Betong, Yala into “a model city for sustainable self-reliance”

Title: (Draft) 1st Master Plan on Thai Herbs Development, B.E.2560-2564

The Cabinet agreed on proposals made by Ministry of Public Health as follows:

1. Agreed in principle the (Draft) 1st Master Plan on Thai herbs development, B.E.2560-2564

2. Ordered 9 main Ministries (Ministry of Public Health, Ministry of Agriculture and Cooperatives, Ministry of Natural Resources and Environment, Ministry of Science and Technology, Ministry of Commerce, Ministry of Tourism and Sports, Ministry of Interior, Ministry of Education and Ministry of Industry), the National Economics and Social Development Board, and Bureau of Budget to proceed accordingly.

3. Agreed on the establishment of National Policy Committee for Thai Herbs whose tasks are to determine related policies, mobilize and monitor operational progress in accordance with the 1st Master Plan on Thai Herbs Development, B.E.2560-2564. Ministry of Public Health is to be Secretariat of the National Policy Committee for Thai Herbs.

Title: Guideline to reduce road accidents through implementation of electronic driving licenses

The Cabinet agreed on proposals made by Department of Land Transport, Ministry of Transport on guideline to reduce road accidents through implementation of electronic driving licenses as follows:

1. Under “Drive With Confidence with GPS” campaign, public vehicles and tow trucks registered before January 2016 are required to install GPS navigation system by 2017. For public vehicles, tow trucks, and large-size trucks registered after January 2016, installation of GPS must be completed by 2019. Department of Land Transport is in the process of establishing GPS routing management centers in central and regional areas.

2. The project on procurement of system and devices for electronic licensing and road safety management system, under which magnetic plastic licenses will replace current licenses. The new driving licenses will be launched in the 2nd quarter of 2017.

Title: (Draft) 2nd National Tourism Development Plan (B.E. 2560-2564)

The Cabinet agreed in principle on proposals made by Ministry of Tourism and Sports on the (draft) 2nd National Tourism Development Plan (B.E.2560-2564) The (draft) 2nd National Tourism Development Plan (B.E.2560-2564) consists of the following 5 development Strategies:

1st Strategy: To develop quality of tourist attractions, products, and services in a balanced and sustainable manner

2nd Strategy: To develop infrastructure and facilities to accommodate tourism growth

3rd Strategy: To develop human resources in tourism and promote public participation in tourism development

4th Strategy: To balance Thai tourism through niche marketing, promoting ‘Thainess’, and boosting confidence of tourists

5th Strategy: To integrate tourism management and promote international cooperation

Title: Outcome documents of the 2nd Asia Cooperation Dialogue (ACD)

The Cabinet agreed and approved proposals made by Ministry of Foreign Affairs as follows:

1. Agreed in principle the 3 outcome documents of the 2nd Asia Cooperation Dialogue (ACD):

(1) Draft Vision of Asia Cooperation 2030;

(2) Bangkok Declaration; and

(3) Draft ACD Statement on Asia’s roles in boosting growth through partnership for greater connectivity. Should there be any amendment, if not affecting gist of the documents or against principles the Cabinet has approved or agreed, Ministry of Foreign Affairs is authorized to proceed, and later inform the Cabinet accordingly.

2. Prime Minister or his representative is authorized to act as head of Thai delegations to attend the 2nd Asia Cooperation Dialogue, and endorse the aforementioned outcome documents

3. Ministry of Foreign Affairs is assigned to develop operational timeframe based on the outcome documents of the 2nd Asia Cooperation Dialogue.
