The Cabinet met on Tuesday, October 25, 2016 at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet agreed on management of migrant workers after the deadline of registration as proposed by Ministry of Labor:
1. Operational measure after registration deadline of Cambodian, Laos and Burmese migrant workers: to strictly enforce the laws and facilitate nationality verification process. Nationality verification will be done at the country of origin, in collaboration with Thailand’s Ministry of Labor.
2. Agreed on Strategy on Migrant Labor Management B.E. 2560-2564, which consists of 5 key strategies as follows: 1st Strategy: labor management system to reduce dependency on migrant workers; 2nd Strategy: To control, monitor and oversee migrant workers’ entering, working and leaving the country; 3rd Strategy: Uplifting employment of migrant workers in accordance with global standards; 4th Strategy: Efficient migrant workers management; and 5th Strategy: Monitoring and evaluation.
3. Agreed on the extension of permission to stay and work in the Kingdom for migrant workers in fishery and seafood processing industries to be until November 1, 2017. Renewal can be made only once for up to another 2 years.
The Cabinet agreed to the proposal made by Ministry of Finance on empowering villages under grassroots economic mobilization scheme in accordance with People-Public-Private Partnership (PPPP) policy for FY2017. Ministry of Interior and other concerned agencies are to take into consideration opinions of the Office of the Secretariat of the Cabinet and proceed accordingly.
Ministry of Finance reported that the scheme aims to empower local communities through village infrastructure development, and activities for public interests in 74,655 target villages. Implementation period is for 3 months. Ministry of Interior will be the main agency in undertaking the project.
1. Provincial governors are to order an establishment of Damrongtham Center in districts of respective provinces, and assist district offices in responding to complaints made by local people.
2. Ministry of Interior is to allocate human resources to support the operation according to 1
3. Provincial governors are to authorize District Chief Officers to provide assistance to the people in an efficient and prompt manner.
4. After a specific period in service, Ministry of Interior is to consider the necessity to continue operation of Damrongtham Center in districts.
The Cabinet agreed to proposals made by Ministry of Foreign Affairs as follows:
1. Agreed on the implementation according to UNSC Resolution 2283 (2016) on termination of sanctions regime in C?te d’lvoire, as well as the dissolution of C?te d’lvoire Sanctions Committee and Group of Experts.
2. Assigned concerned agencies: Ministry of Defense, Ministry of Finance, Ministry of Transport, Ministry of Commerce, Ministry of Interior, the National Security Council, the National Intelligence Agency, Royal Thai Police, Anti-Money Laundering Office, Bank of Thailand and the Office of the Attorney General, to proceed accordingly, and report to Ministry of Foreign Affairs.
The Cabinet agreed on the proposals made by Office of the Attorney General on the Draft Joint Declaration on the 10th ASEAN –China Attorney General Meeting. Office of the Attorney General is assigned to act as negotiator on the aforementioned Declaration within the framework of relevant laws. The Attorney General or authorized Deputy Attorney General are assigned to endorse the document.
1. Taking part in providing support for adjudication of transnational crime cases
2. Performing duties with integrity and efficiency under domestic laws of each country
3. Enacting laws to combat against transnational crime, and uplifting judicial cooperation mechanisms to efficiently facilitate mutual legal cooperation and extradition process
4. Promoting exchange of information on transnational crimes in a timely manner in accordance with the treaty which each country has ratified, as well as respective domestic laws
5. Promoting attorney exchange program for trainings and attending seminars on combatting against transnational crime
6. Promoting communication and cooperation between the Office of the Attorney General of the People's Republic of China and the Office of the Attorney General of ASEAN countries. Office of International Cooperation of each country will serve as liaison offices.
The Cabinet approved proposals made by Ministry of Natural Resources and Environment as follows:
1. Acknowledged of the composition of Thai delegation for the 22nd Conference of the Parties to the UNFCCC (COP 22), the 12th Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP 12), and the 1st Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement (CMA 1)
2. Agreed on the dialogue framework of Thailand for COP 22, CMP 12 and CMP 1
3. Should there be any amendment, if not effecting gist of the documents or against the benefits of Thailand, Ministry of Natural Resources and Environment and Ministry of Foreign Affairs are authorized to make decision during COP 22, CMP 12 and CMP 1 in Marrakesh, Morroco.
1. The composition of Thai delegation at the Conference of the Parties to the UNFCCC consists of Minister of Natural Resources and Environment as head of Thai delegation, and Ambassador of the Kingdom of Thailand to Poland and Special Representative of the Chair of the Group of 77 and China for Climate Change, as deputy head, as well as representatives from concerned agencies from both government and private sectors.
2. Dialogue framework of Thailand for the COP 22, CMP 12 and CMP 1 reiterates the operations under the conventions and the Paris Agreement through the principles of equity, Common but Differentiated Responsibilities and Respective Capabilities, Sustainable Development, Poverty Eradication, as well as Equitable access to sustainable development and other international principles in accordance with obligations required by the treaties Thailand has ratified.
