The Cabinet met on Tuesday, October 18, 2016 at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet approved proposals made by Ministry of Justice as follows:
1. Approved in principle Draft Thailand Institute of Justice Act B.E..., and made order for the draft Act to be forwarded to Office of Council of State, and Coordinating Committee of National Legislative Assembly respectively for their deliberation, before submitting to National Legislative Assembly for approval.
1. Establishing “Thailand Institute of Justice”, as a public organization
2. Determining objectives and authority of the Institute on improvement of Thailand’s justice system that meets international standards
3. Appointing Thailand Institute of Justice’s Committee, which consists of chair (appointed by the cabinet), and functional committee members, which are Attorney General, Secretary-General of Office of the Judiciary, Permanent Secretary of Ministry of Justice and Ministry of Foreign Affairs, Commissioner General of Royal Thai Police, as well as 6 experts.

5. To determine operational framework and management
The Cabinet agreed to the revised Draft International Air Transport Act (No....) B.E.... as proposed by Ministry of Transport, and made order for the draft Act to be forwarded to the Office of Council of State, and Coordinating Committee of National Legislative Assembly respectively for their deliberation, before submitting to National Legislative Assembly for approval.
The Cabinet agreed to the proposals made by Ministry of Finance as follows
1. Agreed in principle for compensation, for a total of 1,034,793 Baht, to people who have been affected in the area of Mukdahan Special Economic Zone.
2. Concerned agencies are assigned to take action to prevent request for additional claims in accordance with related laws and the Cabinet’s resolutions.
3. Ministry of Interior and Ministry of Finance are to consider criteria for disbursement of compensation to be in accordance with the Special Economic Zone Development Policy.
The Cabinet agreed in principle on the 2nd draft and strategy on national reproductive health development (B.E. 2560-2569) on the promotion of birth and quality growth as proposed by Ministry of Public Health on
Key principles of the 2nd draft policy and strategy on national reproductive health development are as follows:
1. To be in accordance with human rights: such as rights to health, rights to marriage and marital equality, as well as rights to equality and anti-discrimination
2. To be in accordance with National Development Master Plans: such as the 11th National Economic and Social Development Plan (B.E. 2555-2559) and draft 20-year National Development Plan (B.E. 2559-2578).
3. To be in accordance with international conventions, policies, and commitments that Thailand has endorsed: such as Convention on the Rights of the Child, Convention on the Elimination of Discrimination against Women, National Population Plan, and Sustainable Development Goals.
1st strategy: to improve relevant laws, policies, and strategies
2nd strategy: to develop public health services and improve access to the services
3rd strategy: to develop social welfare system
4th strategy: to develop social information technology and communication
The Cabinet agreed and approved proposals made by Ministry of Foreign Affairs as follows:
1. Agreed on draft Hanoi Declaration which is the outcome document of the 7th Ayeyawady – Chao Pharaya – Mekong Economic Cooperation Strategy (ACMECS). Should there be any amendment, if not affecting gist of the document or against benefits of Thailand, Ministry of Foreign Affairs is authorized to proceed without any further approval from the cabinet.
2. Prime Minister or his representative is authorized to endorse the draft documents. Draft Hanoi Declaration reflects intention of leaders of member countries to promote regional relations and economic participation, to support member states in attaining the 2030 Sustainable Development Goals, to strengthen collaborations in 8 areas, to expand collaboration under other sub-regional cooperation frameworks, and to promote participation of development partners in projects and plans under ACMECS.
The Cabinet approved proposals made by Ministry of Foreign Affairs following the request from the government of the Republic of Sierra Leone on the appointment of H.E. Mr. Alimamy Philip Koroma as Ambassador Extraordinary and Plenipotentiary of the Republic of Sierra Leone to Thailand, whose residence is in Beijing, China, to replace H.E. Mr. Victor Bockarie Foh.
The Cabinet approved proposals made by Ministry of Foreign Affairs on the appointment of 4 Ordinary Civil Servants under Ministry of Foreign Affairs as follows:
1. Appointed H.E. Mr. Manasvi Srisodapol, Ambassador of the Kingdom of Thailand to Poland as the Ambassador of the Kingdom of Thailand to Belgium
2. Appointed H.E. Mr. Nopporn Adchariyavanich, Ambassador of Thailand to Sri Lanka as the Ambassador of the Kingdom of Thailand to Finland
3. Appointed Piriya Kempol, Deputy Permanent Secretary of Office of the Permanent Secretary as the Ambassador of the Kingdom of Thailand to China
4. Appointed Paskorn Siriyaphan, Ambassador of the Kingdom of Thailand to the Republic of Indonesia as Deputy Permanent Secretary of Office of the Permanent Secretary
The appointment will go into effect on the date of royal assent for any succession and rotation. The appointment of 1-3 has been approved by the host country.
