The Cabinet met on Tuesday, November 29, 2016 at Command Building I, Government House. Some of the resolutions are as follows;

Title: Draft 6th National Sports Development Plan (2017-2021)

The cabinet approved draft 6th National Sports Development Plan (2017-2021) as proposed by Ministry of Tourism and Sports.

The draft plan is composed of the following 6 development strategies:

1st Strategy: Promoting knowledge and awareness in physical exercising and basic sports

2nd Strategy: Promoting public participation in physical activity and exercising

3rd Strategy: Developing sports excellence and professional achievement

4th Strategy: Developing sports industry to increase economic values

5th Strategy: Cultivation of sports-related knowledge and innovation

6th Strategy: Enhancing sports management competency

Title: Combating IUU Fishing

The cabinet agreed on the proposals made by the 5th Committee for state administration reform and mobilization (on security reform, reduction of disparity, agriculture, natural resources and environment, urgent agendas, and issues related to international obligations) as follows:

1) Revising criteria of low-interest loan scheme for those affected by the government’s combat against IUU fishing to include fishermen who have intention to change occupations.

2) Extending implementation period of the loan scheme to end on April 30, 2017.

Gist:

A large number of fishermen who would like to take part in the low-interest loan scheme, for those affected by the government’s combat against IUU fishing, expressed intention to change occupations to crop cultivation, animal and fresh water aquatic animal farming, food processing, etc. However, the loan scheme, which has, so far, granted loan to 129 fishermen for the amount of 148 million Baht, did not cover those who wish to switch occupations. Also, to accommodate the criteria revision, the cabinet approved extension of deadline for the implementation period from December 31, 2016 to April 30, 2017.

Title: Adoption of Draft Ministerial Declaration on Nuclear Security for International Conference on Nuclear Security: Enhancing Global Efforts to be held in Vienna, Austria on December 5-9, 2016

The cabinet approved the proposals made by Ministry of Foreign Affairs as follows:

1) Approved in principle Draft Ministerial Declaration on Nuclear Security for International Conference on Nuclear Security: Enhancing Global Efforts. Should there be a need for any amendment which does not affect gist of the document, Ministry of Foreign Affairs is authorized to proceed without submitting to the cabinet for its consideration.

2) Approved for Thailand to adopt the aforementioned Ministerial Declaration at the International Conference on Nuclear Security: Enhancing Global Efforts to be held in Vienna, Austria on December 5-9, 2016. Minister of Science and Technology was assigned as head of the Thai delegation to adopt the document.

Ministerial Declaration on Nuclear Security demonstrates a strong public commitment to pursue the common goal of strengthening nuclear security worldwide, as well as wide-ranging cooperation at bilateral, regional, and international levels on nuclear security. It is also to acknowledge nuclear security-related threats and challenges from non-state actors.

Title: Request for approval on Thailand’s position and draft documents for the 5th Meeting of the Joint Committee of Trade, Investment and Economic Cooperation between Thailand and China

The cabinet approved the following proposals made by Ministry of Commerce:

1) Approved draft outcome document for the 5th Meeting of the Joint Committee of Trade, Investment and Economic Cooperation between Thailand and China (Economic JC), and authorized Deputy Prime Minister Somkid Jatusripitak or a representative to endorse the outcome document.

2) Approved extension of the 5-year Thailand-China Economic Development Plan, and related documents, as well as a joint action plan for economic strategic partnership between Thailand and China. Minister of Commerce or a representative is assigned to endorse the documents and other related documents (if any).

3) Should the meeting make decision about trade and economic cooperation on other issues not included in the outcome document (as stated in

1.) nor related to the extension of plans (as stated in

2.), which may benefit trade and economic relations between the two countries without any written agreement, Ministry of Commerce and the Thai delegation are authorized to proceed without having to submit to the cabinet for further consideration.

4) Ministry of Foreign Affairs is assigned to issue the Full Powers to Minister of Commerce or her representative for the aforementioned endorsement.

Gist:

1) Discussion framework for the 5th Economic JC are:

1) trade and investment cooperation;

2) expansion of trade on agriculture;

3) cooperation on public utilities and various projects;

4) cooperation on science and technology, innovation, and space;

5) financial cooperation;

6) tourism cooperation;

7) energy;

8) cooperation at a local level; and

9) regional economic integration.

2) Both parties came to terms to extend the 5-year Thailand-China Economic Development Plan (2012-2016) for another 5 years (2017-2021).

Title: Request for approval on draft documents to be adopted at Third Session of the Ministerial Conference on Transport, ASEAN- Russian Federation Ministerial Meeting on Transport, and other related meetings

The cabinet approved 3 draft documents as proposed by Ministry of Transport:

1) Draft ministerial declaration on sustainable transport connectivity in Asia and the Pacific;

2) Draft regional action programme for sustainable transport connectivity in Asia and the Pacific, phase I (2017-2021); and

3) Moscow Joint Declaration of the Russia-ASEAN Transportation Ministerial Meeting. Should there be any amendment which does not affect gist of the documents nor the interests of Thailand, Ministry of Transport is authorized to proceed without submitting to the cabinet for further consideration. Minister of Transport or his representative is also authorized to adopt the 3 documents.

Gist of the documents:

1) Draft ministerial declaration on sustainable transport connectivity in Asia and the Pacific aims to express intent to endorse Draft regional action programme for sustainable transport connectivity in Asia and the Pacific, phase I (2017-2021).

2) Draft regional action programme for sustainable transport connectivity in Asia and the Pacific, phase I (2017-2021) covers transport connectivity in 7 aspects:

1) Regional transport infrastructure connectivity,

2) Regional transport operational connectivity;

3) Euro-Asian transport connectivity;

4) Transport connectivity for least developed countries, landlocked developing countries and small island developing States;

5) Sustainable urban transport;

6) Rural transport connectivity to wider networks; and

7) Improving road safety.

3) Moscow Joint Declaration of the Russia-ASEAN Transportation Ministerial Meeting is to congratulate the 20th anniversary of ASEAN-Russia relations and promote transport connectivity in the Asia Pacific to the best interests of both parties.
