The Cabinet met on Wednesday, January 4, 2017 at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet approved and acknowledged proposals made by Ministry of Public Health as follows:
1. Approved in principle the Draft Thai Herbal Product Act, B.E…. as proposed by Ministry of Public Health, and ordered for the draft Act to be forwarded to Office of the Council of State for approval, taking into consideration opinions of Office of Small and Medium Enterprise Promotion, and Administrative Offices of the Court of Justice. The Bill will be handed over to the coordinating committee of the National Legislative Assembly before being submitted to the National Legislative Assembly.
2. Acknowledged the plan in drafting subordinate laws and setting timeframe of the Draft Thai Herbal Product Act, B.E….
At present, herbal product consumption demand in Thailand has continued to increase. It is expected that herbal product industry be a driving force of Thailand’s future economy. Potential products include supplementary foods, natural cosmetics, and herbal remedies. There is, therefore, a need to promote production development and standard, inclusive and quality usage, as well as to ensure quality control and consumer protection.
The Draft Thai Herbal Product Act, B.E… is aimed to regulate, control, and monitor herbal products, especially Thai traditional medicines, herbal medicines and supplementary foods.
The Cabinet agreed on proposals made by Thailand Board of Investment (BOI) on publicity campaign and activity to promote “Thailand 4.0”, and approved allocation of contingency fund under the central budget for the purpose.
“Thailand 4.0” is the Government’s urgent agenda for national reform on which it is essential to create public awareness and common understanding. Publicity campaign on national development directions and measures will be undertaken to promote new investment opportunities, and convince investors to take part in the endeavor to move Thailand forward.
1. To organize international exhibition and seminar on “Opportunity Thailand” on February 15, 2017 to showcase Thailand’s potentiality and readiness in becoming “Gateway of ASEAN” and global investment hub. Key activities are: 1. An exhibition portraying Thailand in the next decade; and 2. A seminar, participated by world’s renowned businessmen to discuss Thailand’s potential and future business opportunities.
2. To publicize and promote organization of “Opportunity Thailand”, and follow up activities to underscore Thailand’s potential and readiness to achieve “Thailand 4.0”.
The Cabinet acknowledged proposals made by Ministry of Culture on Policy and strategy for promotion of contemporary arts and culture (B.E. 2560-2564), and advised the Ministry to revise the said Policy and strategy later to be in line with the national strategy, and resubmit to the cabinet for acknowledgement.
Policy and strategy for promotion of contemporary arts and culture (B.E. 2560-2564) consists of 4 main strategies as follows:
1st Strategy: To study, research and disseminate knowledge on contemporary arts and culture, especially pure practice art and innovations on contemporary arts and culture
2nd Strategy: To develop performance platforms and learning centers
3rd Strategy: To support contemporary arts and culture with spiritual, social and market values
4th Strategy: To integrate proactive collaboration for the development of contemporary arts and culture in each region and aboard.
The Cabinet agreed on conceptual framework on development of justice system as proposed by Deputy Prime Minister Wissanu Krue-Ngam, in his capacity as chair of National Commission for Justice.
The Conceptual framework on development of justice system is divided into 6 areas as follows:
1. Research and survey on the need for legal innovation to be in line with current social dynamism.
2. Research on efficiency of law enforcement and procedures
3. Research on restructuring of organizations and personnel in the judicial process
4. Research on innovation and forensic science
5. Research on development and promotion of alternative judicial process and participation in judicial system
6. Research on standard and efficiency enhancement of laws and judicial process to be in accordance with the principles and obligations of ASEAN Community.
