The Cabinet met on Tuesday, January 10, 2017, at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet approved as follows:

The Cabinet approved and agreed on proposals made by Ministry of Finance as follows:
1. Approved for an appointment of Construction Sector Transparency Committee (CoST Committee)
2. Approved in principle framework for implementation of Construction Sector Transparency Initiative (CoST)
3. Construction Sector Transparency Committee (CoST Committee) is to proceed as follows:
3.1 To proactively implement according to the Construction Sector Transparency Initiative, which aims to prevent corruption.
3.2 To coordinate with the Office of the Official Information Commission to create common understanding on the implementation of the projects under CoST.
3.3 To submit quarterly reports to the National Anti-Corruption Commission.
Gist of the matter
1. Members of "Construction Sector Transparency Committee (CoST Committee) consists of the Permanent Secretary of the Ministry of Finance as the president, Director-General of the Comptroller General’s Department as the first deputy and Deputy of the National Anti-Corruption Commission (Thailand) as the second deputy. The board consists of the representatives from the following government agencies, which are Office of the National Economic and Social Development, Joint Standing Committee on Commerce, Industry and Banking, National Anti-Corruption Commission (Thailand), Construction Sector Transparency Committee, Good Governance for Social Development and the environment Institute (GSEI), Engineering Institute of Thailand, the Association of Siamese Architects under the Royal Patronage of His Majesty the King, the Association of Thai ICT Industry (ATCI), as well as Director of State Enterprise Policy Office and the consultants/ Deputy Director-General of Comptroller General's Department. Representative from Comptroller General's Department is a board member and secretary, and State Enterprise Policy Office is also a board member and assistant secretary.
2. Framework for the implementation of CoST consists of
1) the selection of projects,
2) Disclosure of project,
3) Disclosure channels,
4) Assurance Tram, and
5) evaluation.
The Cabinet approved proposals made by Ministry of Interior on expansion of Provincial Waterworks Authority Khon Kaen – Nam Pong, and Provincial Waterworks Authority Pattaya - Laem Chabang - Sriracha. Ministry of Interior and Provincial Waterworks Authority are ordered to include the aforementioned project in 2017 Public Debt Outstanding and Management Report in accordance with related laws and regulations, and to take into consideration opinions of concerned agencies in order to proceed accordingly.
Gist of the matter
Ministry of Interior reported that Provincial Waterworks Authority has mapped out the plan for expansion of Provincial Waterworks Authority Khon Kaen – Nam Pong and Provincial Waterworks Authority Pattaya - Laem Chabang – Sriracha for 2017. The aim is to renovate entire provincial waterworks systems in a bid to increase their capacity in production, distribution and irrigation system to meet the growing demand and spread prosperity to rural areas.
The Cabinet approved proposals made by Royal Thai Police Headquarters as follows:
1. Agreed on Draft Memorandum of Understanding between the Royal Thai Police of the Kingdom of Thailand and the Federal Office of Police of the Swiss Confederation on Combating Transnational Crime and Developing Police Cooperation
2. Commissioner-General of the Royal Thai Police or his representative is authorized to endorse the aforementioned MOU.
3. Should there be any amendment, if not effecting the gist of the document, the Royal Thai Police is authorized to proceed without further approval from the Cabinet.
Gist of the MOU concerns international relations, and key issues related to cooperation on combating transnational crimes. The aim is to strengthen cooperation in preventing and suppressing transnational crimes, and to lay out cooperation framework between the two parties on combating transnational crime and developing police cooperation. Forms of cooperation stated in the MOU are as follows:
1. Cooperation on sharing of strategic and operational information in crime prevention, law enforcement and analysis
2. Coordination on operations
3. Strengthening of existing cooperative programmes,
4. Close collaborations and mutual assistance in documentations and verification
5. Capacity enhancement and trainings on crime prevention
The Cabinet approved proposals made by Ministry of Tourism and Sports as follows:
1. Approved the preparation and signing of Draft Memorandum of Understanding on tourism cooperation between Ministry of Tourism and Sports of the Kingdom of Thailand and Ministry of Hotels and Tourism of Republic of the Union of Myanmar. Should there be any amendment, if not effecting the gist of the document, Ministry of Tourism and Sports is to proceed accordingly without further approval from the Cabinet.
2. Minister of Tourism and Sports or her representative is authorized to endorse the draft MOU.
Gist of the draft MOU is as follows:
1. To increase efficiency and clarity on tourism collaboration and cooperation based on long-term mutual interests.
2. To mobilize flows of tourists between the two countries, and facilitate border-crossing and travels
3. To mobilize flows of tourists between the two countries and 3rd countries with an aim to promote ASEAN connectivity
4. To implement joint marketing schemes for mutual interests
5. To develop human resources in tourism
6. To encourage exchange of official visits among the media, public and private sectors
7. To establish a working group to ensure efficient implementation of the Draft MOU
