The Cabinet met on Tuesday, January 17, 2017, at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet agreed on proposals made by Ministry of Culture as follows:
1. Agreed on (Draft) Master Plan on promotion of reading culture toward learning society, B.E. 2560-2564, as operational guideline for concerned agencies.
2. Agreed on establishment of an integrative committee on promotion of reading culture toward learning society.
Ministry of Culture reported that it has mapped out a (Draft) Master Plan on promotion of reading culture toward learning society, B.E. 2560-2564, which aims to develop people’s quality of life through the cultural aspect of reading and creative learning in all target groups with the four following strategies:
1st Strategy: To cultivate strong reading habits in all age groups
2nd Strategy: To enhance access to reading materials both in the urban and local areas
3rd Strategy: To upgrade quality of learning resources and materials
4th Strategy: To promote reading-friendly environments
The Committee is composed of Deputy Prime Minister (appointed by Prime Minister) as chair, Minister of Culture as vice chair, with Deputy Secretary-General of the Office of the Basic Education Commission, Director-General of Department of Local Administration, and Secretariat of Office of the Non-Formal and Informal Education are committee members and joint secretaries.
The Cabinet agreed on the following proposals made by Deputy Prime Minister Wissanu Krea-ngam, in his capacity as head of National Commission on Justice Administration, on directives on creating awareness and knowledge on laws among the public and government agencies.
1. Directives on creating awareness and knowledge on laws among the public and government agencies
2. Operational plan on creating awareness and knowledge on laws among the public and government agencies
3. Checklist for the directives on creating awareness and knowledge on laws among the public and government agencies
4. Concerned agencies are to proceed as follows:
4.1 The Secretariat of the Cabinet is to promote laws that are already published in the royal gazette among the public and government agencies
4.2 Office of the Council of State is to promote all legal databases
4.3 Spokesperson of each Ministry is responsible for creating knowledge and awareness on ministerial laws among the public and other government agencies
4.4 Office of Justice Affairs is to act as the information center for promotion of laws, and a liaison office to coordinate with agencies, academic institutions, private organizations, and other agencies on matters related to promotion of laws
The Cabinet agreed on proposals made by Ministry of Public Health on national strategic plan for ending AIDS, B.E. 2560-2573, as operational framework on preventing and addressing AIDS among concerned agencies.
Ministry of Public Health is to monitor implementation of operations according to the strategic plan in a bid to achieve targets, and to submit a final report to the cabinet upon completion of the strategic plan.
The strategic plan aims to reduce the number of new infection to less than 1,000 people/year and mortality rate among HIV-positives to 4,000 people/year, as well as to minimize discrimination against HIV patients and specific genders by at least 90%. There are 6 sub strategies under the strategic plan as follows:
1st Strategy: To develop highly-efficient and inclusive service packages for areas and groups that are at higher risk for HIV infection.
2nd Strategy: To sustainably upgrade and strengthen existing preventive measures and implementations.
3rd Strategy: To sustainably develop and upgrade treatments, caretaking and provision of social assistance.
4th Strategy: To adjust image and enhance understanding, as well as promote rights protection mechanisms, in a bid to minimize discrimination and stigmatization.
5th Strategy: To enhance efficiency and investment on AIDS management at all levels.
6th Strategy: To promote access and use of strategic information and researches
The Cabinet agreed on the proposal made by Ministry of Commerce on controlled goods and services under Prices of Goods and Services Act, B.E. 2542 (1999) to enlist additional goods and services.
Central Commission for price of goods and services, chaired by Minister of Commerce, has made revision on list of controlled goods and services to include
1) counter services, and
2) logistics service for online businesses.
The Cabinet acknowledged proposals made by The Prime Minister's Office [Office of Knowledge Management and Development (Public Organization)] on the 20-Year Strategic Plan on Museum and Learning Center Integration (B.E. 2560 – 2579) to be used as operational framework for museums and learning centers.
The Strategic Plan is consisted of 4 strategies:
1st Strategy: To organize integrated activities among museums and learning centers
2nd Strategy: To develop quality and potentials of museums and learning centers
3rd Strategy: To build learning culture through museums and learning centers
4th Strategy: To enhance management efficiency
