The Cabinet met on Tuesday, January 24, 2017, at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet approved proposals made by Ministry of Social Development and Human Security on Draft Family Welfare Protection Act, B.E. 2560, and ordered it to be forwarded to the Office of the Council of State for approval before submitting to the National Legislative Assembly accordingly. Ministry of Social Development and Human Security is ordered to set guidelines, directions, mechanisms for monitoring system.
The Draft Bill, which is to replace Domestic Violence Victim Protection Act, B.E. 2550, will be a more specific approach to deal with domestic violence cases. This is in order to enhance efficiency in violence prevention, treatment, as well as counseling for family members.
The Cabinet approved draft Act on Establishment of Sole Proprietorship, B.E…., as proposed by Ministry of Commerce, and ordered Office of the Council of State to amend related laws according to the draft Act, while taking into consideration opinions of Ministry of Justice, Bank of Thailand, and the Joint Standing Committee on Commerce, Industry, and Banking (JSCCIB).
The draft Act aims to encourage small and medium-sized enterprises (SMEs) to register as a legal entity. The approval of this Act is part of the government’s drive to enhance the ease of doing business for enterprises that wish to be established on their own, and without shareholders. The Act will give such enterprises access to governmental benefits and convenience for self-employment regulation.
The Cabinet approved proposals made by the Ministry of Labor as follows:
1. Approved in principle Draft ministerial regulation on employment fee exemption for migrant workers who are victims or witness in human trafficking cases.
2. Approved ministerial announcement on classification of occupations for migrant workers who are victims or witnesses in human trafficking cases.
The Cabinet approved (draft) Master Plan on “Water Conservation for the Nation’s Mother" Phase 3 (B.E. 2560-2564), as proposed by Ministry of Agriculture and Cooperatives. Concerned agencies are assigned to develop plans and projects under the aforementioned Master Plan, and request for related budget accordingly.
Draft Master Plan on “Water Conservation for the Nation’s Mother" Phase 3 (B.E. 2560-2564) has the following objectives:
1. To establish habitats and develop communities in accordance with the royal initiatives on sustainable cohabitation of humans and nature.
2. To conserve, develop, and manage natural resources and environment in watershed areas through community participation.
3. To create career opportunity and generate employments for people in the watershed areas for self-reliance and food security, which ultimately lead to better quality of life.
4. To develop quality of life of people in the watershed areas through life-long learning, providing them access to basic infrastructure, safety and better life quality.
5. To enhance efficiency in development and management of watershed areas.
The Cabinet approved proposals made by Chairman of the National Development and Administration of Justice on framework for effective crime prevention in 6 aspects as agreed in the 5/2016 meeting of the National Development and Administration of Justice on November 16, 2016.
The Chairman of the National Development and Administration of Justice reported that Office of Justice Affairs, in its capacity as secretary of National Development and Administration of Justice, has developed framework for effective crime prevention in 6 aspects to ensure integrative and effective operations of all concerned agencies.
Framework for effective crime prevention in 6 areas are as follows:
1) Crime prevention through environmental design
2) Crime prevention through public participation
3) Crime prevention through repeated offenses prevention
4) Crime prevention through risk monitoring
5) Crime prevention through reducing chance of being crime victims
6) Development and efficiency enhancement of human resources in crime prevention
The Cabinet agreed on the extension of stay and work in the Kingdom for migrant workers in fishery industry, whose permit will be expired on January 31, 2017, as well as those in seafood processing industry (including family members with age less than 18 years) whose permit will be expired on February 22, 2017. Permission is made until November 1, 2017. The extension aims to allow migrant workers to complete nationality verification process within the given timeframe.
The Cabinet approved in principle a proposal made by Ministry of Public Health for the Health Systems Research Institute (HSRI) to sign on as member of Global Alliance for Chronic Diseases (GACD) for 2017.
Ministry of Public Health, and Chairman of the Health Systems Research Institute reported that HSRI was established to create an effective knowledge management platform for the Thai public health system. By being a member of the Global Alliance, HSRI will be able to develop research into public health, train Thai researchers, and exchange valuable information with international agencies on chronic diseases, such as diabetes, cardio-vascular diseases, hypertension and obesity.
The Cabinet approved proposals made by Ministry of Natural Resources and Environment as follows:
1. Approved a documented proposal “PHRA THAT PHANOM, ITS RELATED HISTORIC BUILDING AND ASSOCIATED LANDSCAPE” for adding Phra That Phanom onto a tentative list of UNESCO World Heritage Sites
2. General Prawit Wongsuwan, Chairman of the National Committee on Convention for the Protection of the World Cultural and Natural Heritage, is authorized to endorse in the aforementioned document.
The 41st session of the World Heritage Committee to consider the list will be held in KarKow, Poland in July, 2017. Phra That Phanom is located west of the Mekong River in Nakorn Panom, and is believed to be one of the oldest shrines in northeastern Thailand containing a sacred relic from the Lord Buddha.
