The cabinet approved in principle draft Civil Aviation Act, B.E…., as proposed by Ministry of Finance, for it to be forwarded to Office of the Council of State for its deliberation before proposing to the National Legislative Assembly for approval.
The Cabinet has approved the adjustments to the draft of the Civil Aviation Act in order to align with principles of the Universal Safety Oversight Audit Programme and the Universal Security Audit Programme of the International Civil Aviation Organisation, also known as ICAO. The adjustments include:
a. The Establishment of a Committee for Civil Aviation,
b. Clearly identifying the responsibilities of the Civil Aviation Authority of Thailand or the C.A.A.T,
c. Clearly defined responsibilities of CAAT’s Director General and aviation inspector’s roles,
d. The Issuance of safety guidelines,
e. Safety management,
f. And commercial guidelines, consumer protection, and service standards in all Civil Aviation activities.
The cabinet approved Ministry of Interior’s draft Firearms, Ammunition, Explosives, Fireworks and the Equivalent of Firearms Act (No….), B.E…., as deliberated by Office of the Council of State, and ordered it to be forwarded to the National Legislative Assembly for its approval.
The Cabinet has approved adjustments to the “Firearms, Ammunition, Explosives, Fireworks and the Equivalent of Firearms Act, B.E. 2490” to covers increased regulations in firearms usage including:
a. restrictions on the type of weapons,
b. restrictions on the production of weapons,
c. restrictions on the import and sales of firearms,
d. restrictions on silencers,
e. criteria for the prohibition of issuing firearm licenses, and
f. restrictions on the transport of fireworks with gunpowder or explosive material.
The cabinet approved Draft Ministerial Regulation on temporary exemption of single-entry tourist visa fees, B.E…., as proposed by Ministry of Interior.
Ministry of Interior, in collaboration with the Royal Thai Police and Office of the Council of State, has drafted Ministerial Regulation on temporary exemption of single-entry tourist visa fees, B.E…., as a measure to sustain national competitiveness in attracting and facilitating foreign tourists, and to attract more foreign tourists during high season. Exemption of single-entry tourist visa fee will take effect for 6 months from March 1- August 31, 2017.
The cabinet approved the following proposals made by Ministry of Foreign Affairs:
1) Approved adoption of United Nations Security Council (UNSC)’s resolution 2153 (2014) to terminate measures preventing any State from importing rough diamonds from Cote d’Ivoire.
2) Approved for concerned agencies, i.e., Ministry of Defense, Ministry of Finance, Ministry of Commerce, Ministry of Interior, The Royal Thai Police, Office of the National Security Council, National Intelligence Agency, Anti-Money Laundering Office, and Bank of Thailand to act in compliance with the resolution.
Under United Nations Security Council (UNSC)’s resolution 2153 (2014), extension of a modified arms embargo on Cote d’Ivoire, as well as the targeted travel and financial sanctions on individuals deemed to threaten reconciliation in the West African country, until 30 April 2016, and termination of measures preventing any State from importing rough diamonds from Cote d’Ivoire.
The Cabinet approved the following proposals made by Ministry of Social Development and Human Security:
1) Approved draft MOU between governments of the Kingdom of Thailand and Lao People’s Democratic Republic on combating human trafficking
2) Approved for Ministry of Foreign Affairs to issue the Full Powers to Minister of Social Development and Human Security as signatory of the MOU.
3) Should there be any amendment in the draft MOU, if not affecting the gist of the document, Ministry of Social Development and Human Security is to proceed without submitting to the cabinet for further consideration.
This MOU includes cooperation for:
a. Prevention efforts,
b. Protection for victims and survivors of human trafficking,
c. Law enforcement collaboration,
d. Repatriation,
e. Societal reintegration,
f. And Survivor confidentiality.
The purpose of this MOU is to strengthen bilateral cooperation to prevent all forms of human trafficking, especially among women, children, and vulnerable populations at risk of exploitation.
